STATEMENT OF NEED

TENTS

I. Purpose Offutt AFB is in need of tents to support the Open House on from 28 Jul – 1 Aug 16.

II. Scope of Work

Dates and quantities of each type of tents are listed in the attached Statement of Need (SON) spreadsheet. The contractor will furnish all labor, tools, equipment, and expertise in order to successfully deliver and setup the required number of tents for the 2016 Offutt Open House and Airshow.

III. Contractor Responsibilities

- Provide tents uniform in color (white to the maximum extent possible). If not white they must be conservative colors, such as off-white colors.

- Except as noted, setup tents according to the schedule defined above and completing all activities no later than 2200 each day.

- In the interest of safety and/or aircraft arrival schedule, be able to adjust setup times as directed by the air show staff.

- Provide adequate number of highly experienced workers to based on the number of tents required to setup all tents during required time period.

- Begin break down and removal operations at approx. 1730 on 31 July, completing all activities no later than 2200.

- During the actual event (July 30 & 31) must be available to correct deficiencies within one hour of notification. Must provide primary and alternate points of contact with phone #s. The contractor will provide a recommendation of the number of contingecy personnel available in the event of tent failure or deficiencies.

- Anchoring/drilling will not be permitted unless expressly authorized. The attached spreadsheet stipulates which tents will be anchored. Anchoring will only occur in CES/Air Boss approved areas.

- Large tent stakes in concrete are not allowed.

- Clearspan tents are the preferred type of tents to use (a box type framework for added stability for higher winds).

- Any frame tent larger than a 40x45 will be a box type framework for added stability

- Any tents that are smaller than 40x45 must use smaller concrete weights which the tents are secured to.

- During setup, have a minimum of 3 additional tents per size on hand (10x10, 10x20, 20x20), providing capability for the Air Show staff to make immediate size changes and/or add additional tents. The Air Show staff will only incur additional costs should .these tents be utilized. Per unit prices will be stipulated in the contract and the overall price will be adjusted accordingly.

- Not begin the setup of any tent until given the go-ahead by the Air Show Director.

IV. Additional Notes

- All tents that are positioned in the FAA zone must not be setup during the hours of 1100 1500.

- All tents must be framed-style.

- All tents must be able to withstand 10 lb/sq ft of wind load.

- All tent 40x45 and larger must be clear span box-beam style (not tubular) and white in color.

- All tents will be setup without walls, except, as noted on spreadsheet.
