PEFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT FOR Spouse Resiliency Coordinator

OFFUTT AFB, NE

15 July 2015

1. Introduction.

1.1. Purpose

This Performance Work Statement (PWS) identifies and defines the tasks required for a contractor to provide spouse resiliency training, perform as a coordinator for spouse Resiliency Training Assistants (RTAs) volunteers, and organize spouse resiliency events for Offutt AFB. The contractor provides military spouses with skills, attitudes and behaviors that promote individual resilience and ultimately increase organizational and family readiness.

1.2. Mission.

The Air Force developed the Comprehensive Airmen Fitness (CAF) model to institute a fitness program focused on enhancing performance and building resilience (ability to grow and thrive in the face of challenges and recuperate from adversity). CAF provides Airmen/families with physical, mental, spiritual fitness, social fitness, and resiliency enabling them to effectively experience and manage personal and professional growth in response to stressors associated with military service. These stressors include a high operational tempo, deployments, recurrent change and maintaining high personal and professional standards of conduct. Offutt AFB envisions that the CAF model implementation will result in a community of balanced, healthy, self-confident spouses. Although the CAF training model was created to meet the needs of Airmen, the material and instruction is all-encompassing and is also an effective model for military spouses.

The CAF framework is designed to increase resiliency and enhance the performance of spouses by developing the following four dimensions of strength:

Mental - The ability to critically examine how one's thoughts and attitudes are affecting one's behaviors and situations is key in maintaining mental health. Traits like optimism, which are correlated with happier individuals and healthier families, can be learned and modeled for spouses. Critical thinking skills that demonstrate how to effectively solve problems encompass skills like maintaining situational awareness and understanding how our own perceptions may be affecting our situation.

Physical - Optimal health is critical to optimal performance. Although we are all aware of the role that diet and exercise play, we frequently make the wrong choices. Discussions can center on the importance of maintaining physical fitness, moderation in all things (especially alcohol), and the importance of physical restoration through the healing process, maintaining good sleep hygiene, and other areas of focus that can make a significant difference.

Social - Support from peers, family, unit (particularly leadership) is essential for minimizing social isolation and preventing distress. Peers play a crucial role in providing support and encouraging use of helping agencies.

Encourage spouses to use social support appropriately by engaging in unit social events and developing a social support network. It is also key that spouses recognize when individuals are socially isolated, as it is a warning sign for a number of different problems members may encounter.

Spiritual - Evidence shows that cultivating purpose and meaning improves coping ability. Positive meaning is associated with greater acceptance of difficult situations and opportunities for post-traumatic growth leading to spiritual resilience as well as better psychological adjustment. Spouse RTAs can help instill a sense of purpose in other spouses through leadership by example.

1.3. Scope

1.3.1. Offutt AFB requires a spouse resilience trainer, coordinator, and event coordinator. Training shall be delivered through a combination of lecture and small group. A "train-the-trainer" approach shall be utilized to enable Offutt AFB to sustain an organic group of qualified volunteer spouse RTAs. Resiliency shall be addressed from not only an academic perspective, but in a way that enables the knowledge to be successfully applied by spouses, who have not had previous training, experience and/or significant academic achievement in psychology, leadership theory or other relevant subject matter.

1.3.2. Coordinates Spouse Resilience initiatives for the Offutt Air Force Base Spouse Resilience program. The coordinator helps recruit, train, and place volunteer spouse RTAs in service to the Offutt Spouse Resilience program. The coordinator provides Spouse Resilience planning and scheduling a comprehensive program of events, activities, and Resilience education.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i – Technical Acceptability, technical evaluation team will evaluate by assigning a rating of “acceptable” or

“unacceptable”. The Government will evaluate the three (3) lowest priced offers for technical acceptability in accordance with the solicitation. Evaluations will continue until a total of three (3) proposals are rated technically acceptable or until all offerors have been evaluated. Only those proposals considered technically acceptable will receive further consideration for award. Once a proposal is deemed acceptable, all technical proposals are considered equal. See Attachment 2, Technical Questionaire.

(A) Personnel Requirements:

1. Experience in recruiting volunteers and event planning.

2. High level of proficiency in understanding of military protocol, structure, chain of command and how the military lifestyle affects active duty members and their dependents.

3. Experience relating to work, employed or volunteered, with Active Duty military personnel and/or Veterans.

ii – Price, order all proposals by total evaluated price from lowest to highest.

iii – Past Performance, Government’s past performance team will evaluate the past performance by assigning a rating of “acceptable” or “unacceptable”. The Government will evaluate all proposals that received an acceptable technical rating for acceptable past performance in accordance with the solicitation. If a technically acceptable offeror receives an unacceptable past performance rating, the Government will revert to paragraph ii and evaluate the next lowest offeror for technical acceptability. This process will continue until the Government has three (3) offerors with acceptable past performance or no offerors remain to evaluate. Past performance determined to be unacceptable will be excluded from competition. Only those proposals with acceptable past performance will receive further consideration for award. Once a proposal is deem acceptable, all past performance proposals are considered equal.

Technical and past performance, when combined, is less important than price.

Recency: in order for past performance to be considered recent, performance must be ongoing or must have been performed within the last three (3) years from date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

Relevancy: relevant performance information will be based on; performance involving the service and/or support and complexity as this solicitation requires.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Past Performance will be evaluated by using Contractor Performance Assessment Reporting System (CPARS) and

Past Performance Information Retrieval System (PPIRS). For Non-Governmental contracts, provide contact

References in accordance with Addendum to 52.212-1(b)(10) which includes Quality of Service.

(b) Options. To determine price fair and reasonable, the Government will evaluate offers under FAR Part 12.209 in accordance with FAR 13.106-3, 14.408-2, or Subpart 15.4 as applicable. All elements of the price proposal required in FAR Provision 52.212-1 will be evaluated. Price reasonableness will be determined based on the offeror’s total overall price. The total overall price consists of the offeror’s base price and all price options (two options years and six month extension). IAW FAR Clause 52.217-8, the six month extension shall be priced by the offeror using the rates proposed for the last option period (option period 2). This calculation will be used in the evaluation of the total overall price. IAW Local Requirements (Non-construction), Paragraph J, if the extension is exercised, the price for the current option period will be pro-rated IAW FAR Clause 52.217-8 at the rates specified for the option period.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
