Attachment 12 Pre-Proposal Offeror Questions and Government Responses Flooring MACC IDIQ

1. Is the carpet shipped directly to the contractor? Who is responsible for storage & delivery?
a. The carpet is delivered to the contractor. It is the contractor’s responsibility to store and deliver the flooring.
2. Can tools (i.e. Spacers) be non-Buy American compliant?
a. Installed materials must be compliant with FAR clause 52.225-9 Buy American-Construction Materials.
3. Are performance/bid/payment bonds required for seed project? Later projects?
a. A bid bond is required, see 1442 block 13b. Per FAR clause 52.228-1 the bid guarantee should be 20% of the proposed seed project value. Future projects will designate the bonding requirements in the Fair Opportunity Proposal Request for that project.
4. How long do we need to have price validity (e.g. bid ‘valid until’ date) good for?
a. The acceptance period is 120 days per 1442 block 13d.
5. Will Liquidated Damages be required on the seed project? On further projects?
a. See paragraph 11 of Attachment 6 – FOPR Seed Project. The Liquidated Damages rate for the seed is $237.60 for the first day and $187.47 for each additional day. The Fair Opportunity Proposal Request for future projects will indicate if Liquidated Damages will be incorporated.
6. What is the Period of Performance for the seed project?
a. 90 days after the receipt of the Notice to Proceed (NTP), see Attachment 6 – FOPR Seed Project paragraph 12.
7. Is there asbestos underneath the carpet? Will a skim coat/encapsulate be sufficient? What if tiles break?
a. It is not known if there is asbestos under the existing carpet. If asbestos is found it will be encapsulated. Broken tiles are ok as long as it is not crushed or ground into powder.
8. Who is responsible for prepping the work area/moving furniture?
a. The occupant will prep work areas/move furniture for the contractor, see Attachment 10 – Seed SOW Bldg 165 Flooring paragraph 1.2.1.
9. What are Air Quality/OSHA standards going to look like? Will these need to be done on each individual requirement?
a. The contractor will be required to comply with all applicable OSHA standards when they work on projects. Any additional special requirements will be identified in the project SOW.
10. What should contractor be doing about the difference in wall gap between vinyl cove vs. cove base gap?
a. The flooring should be installed to where there would be no gap from the cove base.
11. Where can the contractor store the carpet on base? Will a trailer/permanent conex be available?
a. See response to question 1.
12. Where will the acclimation area (for acclimation of product) be for the ~7000 sq/ft. of flooring?
a. This will be coordinated with the building occupant after contract award. The seed project will be completed in phases since the building will be occupied during construction.
13. Will the undulation of the ground need to be fixed? Will floors require skim coat?
i. Patch Flooring
Repair of minor holes, cracks, and depressions in the concrete, wood or tile floor shall be made with compatible patching compound per manufacturer recommendations. The contractor shall not exceed manufacturer’s recommendations for patching thickness. Patched areas shall be primed in accordance with manufacturer specifications. The contractor’s responsibility for such floor repair preparation shall be limited to the use of no more than one gallon of patching compound per ten square yards of floor area to be covered. The contractor must notify the contracting officer if floor repairs in excess of this amount are identified and request further instruction. Comment by FILBERT, RICHARD C JR GS-09 USAF AFGSC 5 CES/CEOE: We need to leave it to the manufacturer’s instructions for any warranty claims.
It states in the SOW in floor patching to notify the CO and wait for further instructions. The skim coat will be some type of primer that is in the manufacturer’s instructions.
ii. Surface Preparation
All surface preparation shall conform to the manufacturer’s installation specifications. All materials must be removed as required as part of the surface preparation. The surface must be cleaned. The contractor is responsible for testing the moisture content and alkalinity of the substrate of the flooring materials to ensure conditions conform to the manufacturer’s installation specification.
iii. Installation
All installation shall comply with manufacturer’s instructions and recommendations, applicable UFGS, the task order, and as described elsewhere in this document. The contractor shall accomplish all initial cleaning and application of surface coatings as required. Unless explicitly noted in the task order, the contractor is responsible for determining installation method as required for a “turn-key” project ready for full use/traffic/service.
14. Will floor prep be necessary—will self-level standard be specified?
a. Yes. Products should be installed per manufacturer’s installation specifications, see Attachment 1 – Flooring IDIQ SOW paragraph 3.2.4 and 3.2.5
15. Are we doing installation to product (read: Core tech) standards?
a. Yes. Products should be installed per manufacturer’s installation specifications, see Attachment 1 – Flooring IDIQ SOW paragraph 3.2.4 and 3.2.5
16. Is ‘or equal’ acceptable regarding Core Tech?
a. Yes, see Attachment 10 – Seed SOW Bldg 165 paragraph 2.4.
17. Will metal door jams need to be cut?
a. No, the metal door jams will not need to be undercut, the contractor will caulk around the metal door jams. Attachment 1 – Flooring IDIQ SOW paragraph 2.13
18. Will the contractor be installing in the (4x) entrance areas to the building?
a. No, the entrances are in good condition and were not accounted for while preparing this flooring project. The Government will be looking at installing walk off carpeting at the entrances. Attachment 11 ––Seed Drawing Building 165.. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: We should add a note to either the SOW or project drawing to indicate these areas will not be replaced. 19. For the bathroom—will the contractor be going over the VCT? Where are plumbers coming from?
a. Yes, we will be laying the flooring over the VCT. The plumbers will be from 5th CES. Reference paragraph 3.2.5.1 Installation Over Existing Flooring. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: This should be noted on the SOW or project drawings. Comment by FILBERT, RICHARD C JR GS-09 USAF AFGSC 5 CES/CEOE: It is in the SOW to not do this unless in the task order. Added fixtures to SOW
20. Will the contractor be running down the long halls?
a. Yes, the flooring will run down the long halls. Reference Attachment 11 ––Seed Drawing Building 165. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: The project drawing should indicate which areas get flooring replaced It Does
21. Will the doors need trimming?
a. We will not know this until the project is under way, due to the uneven flooring we may not need to trim all the doors. Reference paragraph 1.1 Work To Be Done Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: We should specify if needed in the SOW, “trim doors as needed…” Changed in SOW
22. Will the contractor be responsible for wall repair above the base? Below the base?
a. If the contractor damaged the wall above the base, they will be required to fix the damage. We are requesting a more rigid cove base so there is no need for repairing the wall below. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: Need to revised SOW paragraph 2.2, we call for 4 or 6 inch cove base need to specify which. The Task order will tell them 4” or 6”. We use both on base
23. Can the floor be ground down for prep-work (if necessary)? Does the floor need to be self-leveled?
a. The flooring under the carpet will let us know if we can grind the floor or not. Some self-leveling will need to be used. Reference 3.4. Patching and Preparation of Surfaces. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: Does master or project SOW indicate? Wade’s opinion is up to contractor to achieve the smoothness/level required to install per manufacturer yes this in the SOW
24. Can a contractor submit 2 separate bids (i.e. 1 for core tech and one with light product)?
a. Yes, submittal of 2 separate bids will be allowed.No. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: Disagree, only one proposal will be accepted. If they want to use an approved equal they should submit their price with that product. OK Agree CO told contractor that 2 would be accepted.
25. I have worked with the vendors providing carpet for the Enterprise Carpet program before. It appears that the Manufacturers are in a position to offer discounts from their NTE price for any reason or no reason at all. Will this be the case on this MACC IDIQ?
a. Per the SOW contractors are required to use the enterprise carpet program, see Attachment 1 – Flooring IDIQ SOW paragraph 1.2.
26. Concerning section Attachment 1 – Flooring IDIQ paragraph 1.6.2. Response Time: does the onsite response time refer to active task order only?
a. Yes. This applies to project under construction.
27. Will an offer of a concern with the primary NAICS of 238330 be ranked the same as an offer from a concern which list their NAICS of 238330 as a secondary NAICS?
a. To be eligible for award your SAM registration must include 238330. Attachment 8 – Section M – Evaluation, paragraph B.1.a. Requires a project manager and lead installer experience with projects valued at $50,000.00 under NAICS 238330.
28. I have a similar Air Force project that was awarded slightly below $50,000.00, but changes in the job brought the project to over $50,000.00. May I use this project as one of my PPIF's?
a. Evaluation of efforts is based upon total contract value.
29. The Solicitation documents state, "...wage rates will be specific to each subsequent task order under this contract", how will this be determined and a contractor notified of the change?
a. Wage determinations will be listed with the Fair Opportunity Proposal request for each project.
30. Attachment 7 section e.g. states that "Each Page of the offeror's proposal and any EN responses should contain the following legend at the bottom of each sheet:” What is the legend?
a. The legend has been removed. Please see revised Attachment 7 – Instruction to Offerors
31. In the Flooring MACC IDIQ SOW dated 26 April 2021, section 1.6.1. States the contractor is responsible for testing the moisture content and alkalinity of the substrate..... Are the test reports to be submitted immediately?
a. Yes. Please reference 1.6.1 Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: I recommend we revise master SOW to detail timing of this test
32. There are other flooring related specialty products categories. Should these be submitted similar to other SOW 1.11.2? Material Submittals
a. Yes, all materials are to be included in the submittal. Reference 1.11 Submittals. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: Recommend adding list of materials that need approval prior to construction in each project SOW
33. Where can we find the estimated flooring and covebase quantities for the seed project?
a. The flooring/cove base estimated quantities are listed on the IGE. Comment by VINJE, WADE CIV USAF AFGSC 5 CONS/PKA: Need to revise comment, project drawing should provide dimension so contractor can calculate
