Administrative Support/Data Entry Questions & Answers

1. Will all personnel for Data Entry Work be required to work at the Base? (Just curious based on COVID guidelines)

i. I notice some personnel are required for physical tasks (eg meet and greet visitors), but as it concerns data entry only tasks or remote tasks, can any resource be 100% remote?

A. COVID guidelines are fluid as the situation changes. It is our hope that at some point during the duration of this contract the Center will be open for business as usual, however effective 1 June 2020, the Center will be manned for appointments only Tues, Wed, and Thur from 0730-1630. The expectation is that the contracted position would also physically report for those hours to complete most tasks –answering phone calls, inputting data, etc. Mondays and Fridays would be telework days (data entry). This is subject to change as COVID restrictions/guidelines change.

2. Does this require a resume?

A. Yes, a candidate specific resume is required.

3. Do you have a specific SCA code you wish all bidders to meet

A. 01052 – Data Entry Operator II per the Service Contract Act WD # 2015-5384

4. Verify type of set aside.

A. 100% small business concerns

5. Verify number of Full Time Equivalents.

A. None, there is no incumbent.

6. Is there an incumbent? Who is the incumbent? If no, are these services currently being provided by a

Government employee(s) or not at all?

A. There is no incumbent. Currently the front desk and position requirements are rotated among the GS staff members.

7. Can the incumbent rebid?

A. There is no incumbent.

8. If incumbent FTE’s. How soon can we contact current FTEs?

9. If procured in the past, was it procured through a vehicle?

A. This is a new requirement.

10. What are the required hours for this position and what is the lunch period (30 min or 1 hr)?

A. M-F, 0730-1630 with a one hour lunch.

11. What is the period of performance?

A. Base Year PoP: 1 July 2020 – 30 June 2021

12. Is there any clearance requirements that need to be met by the resource or the offeror (company) providing data entry services?

A. Yes – a background check is required in order for the person to obtain the credentials necessary to gain access to the government computer system.

13. Is there any past performance requirements that needs to be met by the offeror?

A. No.

14. Is there any format for the submitting the offeror’s quotation which will be considered technically acceptable?

A. Quotes must be submitted on the attached quote sheet.

15. Is the quote sheet the only proposal submission requirement?

A. A resume is also requested.

16. Are firms outside of North Dakota eligible to bid?

A. Yes

17. When would you announce the final awardees?

A. Post-award.

18. Considering the current situation with COVID-19, what is the customer’s stance on tele-work/remote working options?

A. See response to Questions 1.

19. What is the type of set-aide?

A. 100% small business.

20. Can the incumbent rebid?

21. Can the Government please confirm that there is no page limit for Technical Capability Volume?

A. Maximum of 10 pages (one sided)

22. Please provide the number of Full time Equivalents (FTE’S) for this Contract.

23. Are letters of commitment required?

24. Can the Government please provide the current total contract life cycle value?

A. This is a new requirement.

25. Can the Government please specify whether there is any personnel security clearance required or not if required please specify which security clearance?

A. Yes – a clearance is required for access to the government computer system (NIPR). The lowest clearance level for NIPR access, is a favorably adjudicated NACI.

26. In the instructions to offers, the information requested in item 5, is it okay to include this information in a cover letter or would you like it in the format of item 5?

A. Please add information into the current format.

27. In item 3.3 of the SOW, it references temporary connection of lines. How many does the AF anticipate, for what duration and what type of lines?

A. No additional lines will be required. All phone lines are currently installed and no additional lines are needed.

28. Are we correct in assuming this does not require any security clearances for the contractor; other than the training outlined in 4.5.4?

A. See response to questions 12 and 25 above.

29. Can the government please provide historical workload data for the position?

A. Data is not available since this is a new position.

30. Can the government please ensure that all questions provided to the government are responded to? We understand that some may appear to be duplicates between vendors, however this help ensures all questions are accounted for.

A. Answers will be provided to questions.

31. Can the government please update the size standard for this NAICS code. SBA has updated this NAICS to

$8M.

32. Can the government please define what is expected to be provided within the Technical capability volume for proposal submission?

A. Submit Attachment 3 – Quote Sheet and a separate technical volume/resume.

33. Can the government please provide page limitations for this volume?

A. Maximum 10 pages (one sided)

34. Are Cover Pages, Table of Contents, and Compliance Matrices subject to the page limitation?

35. Can the government please clarify what is required for proposal submission? Does the government just want the ”Attachment 3 - Quote Sheet” prepared and then a separate Technical volume for the proposal submission?

A. Submit Attachment 3 – Quote Sheet and a separate technical volume/resume.

36. Will labor category selection be evaluated?

A. I don’t know what this means.

37. Is this a Lowest Price Technically Acceptable (LPTA) Evaluation?

A. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced, technically acceptable offeror. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest.

38. Should we submit this information in the Technical Volume or within the Attachment 3 – Quote Sheet?

A. They can be submitted separately.

39. Does EO 13495 apply to this solicitation?

A. There is no current contract for this position as such FAR 222.1207 does not apply.

40. Does EO 13706 apply to this solicitation?

41. In order to affectively respond to the solicitation, can the government please provide a one-week extension once the Q/As are posted?

A. Please check the amendment for any updates or extensions.

42. There is no reference to EO 13706 in the solicitation. Can you confirm that 52.222-62, Paid Sick Leave Under Executive Order 13706 (JAN 2017) (E.O. 13706) is not incorporated in this contract?

A.FAR 52.222-62 is not incorporated.

43. Is there a minimum required experience level?

A. No
