Attachment 12 Pre-Proposal Offeror Questions and Government Responses

1. Does the temporary FSC office have to be ground level or can it be on wheels with stairways?
A) The temporary FSC office may be on wheels with stairs.
2. The temporary FSC trailer is called out to 8’x20’ one room office but if you look at Note t8 inprocessing area, must have physical barrier from rest of the office but have a window and mail slot in door for personnel verification.
Can the government please clarify which is correct? Also the physical size of trailer looks to be more like 28’ long versus 20’ length called out.
A) Smallest trailer space can be is 8’x20’. ‘Inprocessing’ area maybe inside as shown or outside the trailer. If outside the trailer, the exterior door must have a window large/low enough for the personnel to be seen and contain a mail slot to pass ID cards and then sealed in bad weather. See revised drawing G0.01
3. Plans sheet G0.01 plans do not state who is to provide countertop for temp FSC trailer, please clarify who is to provide.
A) See revised drawing G0.01
4. The temporary enclosed walkway can you please indicate what materials this is to be made of and how this will be attached to existing structure and temp FSC trailer.
A) Material/connections to be used will be the discretion of the contractor but must be weather proof. Should allow for easy tear down in case larger equipment must go into the elevator. See revised drawing G0.01
5. Is the Gov’t moving the existing concrete barriers away from wall so windows can be replaced?
A) Contractor to move concrete/jersey barriers. See revised drawing G0.01
6. There is not a wall type listed for elevator room walls, basically the interior walls only. Are those walls required to have the Kevlar panels?
A) Kevlar panels are only installed to exterior walls.
7. How many escorts/inspectors will be available for this project?
A) One escort/inspector will be available for this project
8. Will we have a staging area for this project, if so how big and location?
A) Construction trailers will be allowed on site but will have to be moved/coordinated such that it does not interfere with other traffic. Space could be available in the Facility Manager garage as temporary storage for construction material.
9. Will safety fencing/field office be required on this project as stated in specification 01 50 00?
A) See revised Specification 01 50 00 with section 2.2 removed. Fencing/field office not required.
10. With this small of a project, can the Project Superintendent act as Quality Control Person and Site Safety Health Officer or do we need to employ a separate SSHO as stated in specification 01 35 26?

A) See revised Specification 01 35 26 section 1.5.2.1.3
11. Plans sheet A5.00 Door Schedule Opening 107 show the glazing to be bullet resistant glazing but doesn’t indicate on the plans that the door and frame need to be bullet resistant rated, the specification do indicate the door and frame to be bullet resistant, can the gov’t please clarify this.
A) See revised drawing A5.00. Door 107 and its frame need to be bullet resistant rated in accordance with the specifications.
12. Specification section 09 06 90/2.3.3.2 CT-1 calls for a tile that is manufactured in Mexico is this the gov’t intent to use a product that is made in Mexico?
A) See revised Specification 09 06 90 section 2.3.3.2. All materials must be in accordance with FAR clause 52.225- 9 Buy American – Construction Materials and DFARS clause 252.225-7001 Buy American and Balance of Payments Program
13. How long will it take the gov’t to move out of the FSC Office into the temp office? And the opposite?
A) The Government estimates a full day to move into the trailer and a full day to move back into the office
14. The wage determination for the project looks to be incorrect, can the gov’t verify or provide the correct wage determination?
A) See revised Attachment 5 - Wage Determinations
15. At Opening 107, there is quarry tile flooring butting up to door frame and the quarry tile is all cracked/broken that abuts to door opening, when this door gets removed/replaced who’s responsible for replacing the existing cracked/broken quarry tiles?
A) See revised specification 09 30 13 para 3.4. Any tile that is broken during removal/installation of door/frame will be replaced by the contractor.
16. Pg. 3 states that emailed proposal will be accepted, however Pg. 3 also states that there is to be an original and a copy of the Price Proposal. Will the government please confirm that an electronic submission only is required?
A) A hard copy is not required.
17. Pg. 1 requires Attachment 7 (PPIF) to be completed by three references and returned directly to the government.
Due to the overwhelming request of PPQs/PPIs needed from government customers, we would response in lieu of asking our reference to complete an additional form and send to the government?
A) IAW Section L (C)(2) para a.: Please note that the PPIF will only be accepted if it is received directly from the reference.
18. Over the course of the site visit, it was mentioned the government may be issuing an Amendment. Can you please confirm?
A) See Amendment 0003
19. Will the government allow the Contractor to stage tool and material containers?
A) Tool and material containers will be allowed to be staged in the office during demolition and construction but will have to provide access to the Facility Manager in the event they must get to the circuit breakers in the office
