General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Total Small Business Competition

Requirement Information Description:
Contractor shall provide all management, tools, supplies, equipment, parts, and labor necessary to remove proprietary equipment and replace it with non-proprietary Vertical Transportation Equipment (VTE) at building 1034 and 744 in accordance With (IAW) Attachment 1 - PWS. The contractor will be responsible for the removal and replacement of the proprietary controls with a non-proprietary Elevator Controller and required components (compatible with Thyssen Krupp elevators) as well as the removal of the rail guide system and installation of a roller system in Building 1034. Both elevators are Thyssen Krupp. For details read through the Performance Work Statement (PWS).
Place of Delivery/Performance/Acceptance/FOB Point:
Installation will take place at F.O.B. Destination; Minot AFB, ND 58705 (exact customer address will be provided in the resulting contract). Period of Performance for this requirement is 100 days.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. An organized site visit has been scheduled for 5 December 2018 at 10:00 A.M CDT. Please contact SrA Ryan Onesto no later than 2:00 PM CDT 4 December 2018 at ryan.onesto@us.af.mil or at (701)723-3260 to confirm your attendance. 2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

4. All price quotations must be submitted on Attachment 2 - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the Lowest Price Technically Acceptable. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the specifications in the Performance Work Statement. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
