Firing Range Cleanup Performance Work Statement (PWS)

Minot AFB, ND 7 September 2018

1.0. DESCRIPTION OF SERVICES:

The contractor will clean the small arms firing range at Minot Air Force base. The contractor must have expertise on the materials being handled.

2.0. WORK QUALITY:

All work will be certified/accepted by the Security Forces Squadron (SFS) Combat Arms NCOIC.

3.0. RANGE CLEAN UP:

3.1. Range clean up will consist of:

3.1.1. Vacuum bullet trap plates

3.1.2. Empty lead from catch buckets (bldg. 2020). If catch buckets are cracked/broken, new buckets will be provided by 5 SFS and replaced by the contractor. 5 SFS will dispose of cracked/broken catch buckets through proper channels.

3.1.3. All bucket and vacuum contents will be placed in 30 gallon drums (provided by 5 SFS).

3.1.3.1 The 30 gallon drums will be filled no more than 50% of the capacity to meet weight standards.

3.1.3.2 The debris from the bullet traps will be annotated on each drum that they are filled into.

3.1.4. Range clean up will take place three times a year, after the snow melts (Apr & May time frame), during the summer (Aug time frame) and before it snows (October time frame). If an additional clean up will need to be done due to firing tempo, CATM will contact contractor to arrange an additional clean up.

3.1.5. Range clean up will be scheduled a month out from clean up date. CATM will schedule actual clean up date and a back up date in case of weather issues.

**NOTE: Hazardous Materials gathered as a result of the cleanup will be disposed of by 5 SFS.

4.0. AREA PREPARATION:

The contractor will be responsible for providing necessary cleaning equipment/materials.

5.0. SECURITY REQUIREMENTS

5.1 The Contractor shall be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the CO by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after contract award. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted. Pass requests will be forwarded by the CO to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center. 3.4. Causes for Barment and Installation Pass Denial:

3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.

3.4.2. Base Pass Denial. Personnel will be denied base access if;

3.5.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.

3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.

3.4.2.4. The individual has an active warrant

3.4.2.5. The individual is barred by another DoD Installation/Activity

3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.

3.4.2.7. The individual has been convicted of a firearms or explosive violation.

3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.

3.4.2.9. Has a felony conviction within the last 10 years.

3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.

3.4.2.11. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.

5.2 Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

5.3 Reporting Requirements. Contractor personnel shall report to security forces any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor's employees shall be briefed by their immediate supervisor upon initial on-base assignment.

5.4 Physical Security. The Contractor shall be responsible for safe guarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment and material shall be secured.

5.5 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state and requirements regarding environmental protection to include AFI 32-7042, 133 Waste Management, North Dakota Administrative Code 33-24-02-06, and base Hazardous Waste Management Plan. In the event environmental laws/regulation/requirements change during the term of this contract, the contractor shall comply with such regulations as changed.

5.6 The Contractor and their employees are subject to all base regulations.

5.7 Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.

5.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Minot Air Force Base.

5.9 Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.

5.10 Fire and Emergency Reporting. Dial 911 from a standard phone. Dial 723-2461 from a cellular phone.

6.0 Hours of Operation

6.1 Work hours are from 7:30 AM to 4:30 PM (CST), Monday through Friday, excluding Saturday, Sunday, Federal Holidays and the workdays Federal Holidays are observed. The Contractor may request and be authorized to work outside of these normal work hours by submitting a request in writing to the CO with coordination from the Site POC and approval from the CO at no additional cost to the Government. Work shall be performed in a manner to create minimum disturbance to the facility. Contactor personnel will be limited to work areas.

Federal Holidays.

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

7.0. GOVERNMENT FURNISHED PROPERTY:

7.1. The Contractor shall not use property provided by the Government for any purpose other than as required for performance of this contract, as outlined in paragraph 3.1.5.

7.2. Availabilities of Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be used, required or removed by the contractor will be at the contractor's expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.

8.0. STORAGE OF MATERIAL.

8.1. The Contractor shall not store material and equipment in the work area without the approval and coordination with 5 SFS. Material and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall follow appropriate safety guidelines.
