2.4.14. FENCE REPAIR. Fence repair line items will be listed in work item explanations and basis for payments section.

2.4.15. ANIMAL BARRIER. Animal barrier shall be connected to chain link fence with a minimum of six (6) inches overlap. Attachment shall be made with nine (9) gauge hog ring ties at fourteen (14) inch intervals on each fabric edge.

Level, smooth, and shape soil as necessary to correct erosion damage and to provide a suitable surface prior to installation.

2.4.16. MAF or LF GROUNDING CLAMPS. Grounding clamps for existing cathodic protection system shall be relocated to new fence. Any steel grounding wire damaged shall be replaced. Grounding wire is typically located on the interior of the south side fence, and also the southern portions of the east and west fence interior. All old fencing material becomes property of Contractor and needs to be removed from site area before a new site can be started.

2.4.17. MAF and LF FENCING REQUIRMENTS. Refer to drawings in Appendix 3, Attachment A 1-8 thru A1-16 for construction of chain link fence at MAF/LF.

2.5. PERSONNEL GATES. Where access control is required into a restricted area, turnstile gates are required for controlling pedestrian traffic unless otherwise directed. (See Appendix 3, Attachment A 1-7). Swing gates are a second alternative when turnstile personnel gates are not practical (see Appendix 3, Attachment A1-7). Personnel gates will be designed so that only one person may approach the guard/enter at a time.

SECTION 3.0 – CONCRETE

3.1. GENERAL. This item shall consist of either plain or reinforced Portland Cement Concrete, which is composed of coarse aggregate, fine aggregate, Portland cement, water and permitted admixtures. Only approved materials conforming to the requirements of these specifications shall be used in the work. Materials may be subjected to inspection and test at any time during the progress of their preparation or use. In no case shall the use of pit-run or naturally mixed aggregates be permitted. All fine and coarse aggregates shall be stored separately and kept clean.

3.2. MATERIALS.

3.2.1. CEMENT. Cement shall be high-early-strength ASTM Type III or IIIA.

3.2.2. FINE AGGREGATE. Except as noted herein, the fine aggregate shall conform to the requirements of ASTM C33. Fine aggregate shall be natural sands washed clean, consisting of hard, strong, sharp uncoated grains, free of dust, lumps, mica, shale, organic matter or other deleterious substances. Fine aggregate shall be graded within the following limits when tested in conformity with ASTM C136:

SIEVE SIZE PERCENT PASSING

3/8” 100 No. 4 95-100 No. 8 80-100

No. 16 50-85 No. 30 25-60 No. 50 10-30

No. 100 2-10

3.2.3. COURSE AGGREGATE. Except as noted herein, the coarse aggregate used shall conform to the requirements of ASTM C33. Coarse aggregate shall consist of gravel or broken stone, composed of strong, hard, durable, uncoated pebbles or rock fragments, washed clean, and free from injurious amounts of shale, coal, clay, lumps, soft fragments, dirt, glass, organic or any other deleterious substances. Coarse aggregate shall be graded within the following limits when tested in conformity with ASTM C136:

SIEVE SIZE PERCENT PASSING

1-1/2” 100

1” 95-100 1/2” 25-60 No. 4 0-10 No. 8 0-5

3.2.4. WATER. Water used in concrete shall be clean and free from injurious amounts of oils, acids, alkalis, salts, organic materials, or other substances that may be deleterious to concrete or reinforcement.

3.2.5. ADMIXTURES. Substances other than cement, water, aggregates, and air-entraining agents shall not be used in concrete except as otherwise approved by the Contracting Officer. Permission to use any admixtures may be withdrawn at any time if the properties of the admixture are not uniform or if satisfactory results are not being obtained. Should the Contractor request and obtain permission to use admixtures for his own benefit, no additional compensation will be allowed for the cost of furnishing the admixtures and incorporating them into the concrete mixture.

3.3. CONSTRUCTION REQUIREMENTS.

3.3.1. CONCRETE MIX. The concrete mix shall contain not less than six (6) sacks of cement per cubic yard and not more than 6.25 gallons of water per sack of cement. The 28 day compressive strength (ASTM C192 & C39) shall not be less than 3000 psi. The maximum allowable slump (ASTM C143) of the concrete mix shall be three (3) inches. The air content (ASTM C231) of the mix shall fall within the range of three (3) percent to six (6) percent. The amounts and proportions of fine and coarse aggregates to be used in each mix shall be such as to produce a plastic, workable, mix, free from harshness, which can be readily placed into the corners and angles of the forms and around reinforcement and other embedded work without undue accumulation of water on the surface, and such that there will be no honeycombing in the structure.

3.3.2. CONCRETE FORMING TUBES. Concrete forming tubes shall be used on all installations requiring concrete.

This includes galvanized and vinyl fence posts as well as I-beams. The concrete forming tube will extend above final grade 1 ½” and below grade 10 ½” as specified by detail drawing. Posts or I beams will be centered in the concrete form. Concrete will be mechanically compacted with a vibrator after it is poured. The concrete will be finished smooth with a trowel and crowned ¼” per foot to allow water shed away from post or I-beam. All posts shall be set plumb and to the required grade and alignment. No material shall be installed on the posts or I- beams nor shall they be disturbed in any manner within 72 hours of pouring concrete. After the 72 hour cure time; the concrete forming tubes will be removed to a point where they are not visible above final grade. The remaining forming tube may be left in place below grade to decompose naturally.

3.3.3. CONCRETE PLACEMENT. All concrete shall be placed during daylight, unless otherwise approved. All water shall be pumped from post holes prior to concrete placement. Concrete shall be placed as soon as practical after mixing and in no case later than one (1) hour after water has been added to the mix. The method and manner of placing shall be such to avoid segregation and displacement of the reinforcement. The concrete shall be consolidated by suitable mechanical vibrators, or other methods approved by the Contracting Officer. When necessary, vibrating shall be supplemented by hand tamping with suitable tools to assure proper and adequate consolidation. Before placing concrete, any items that are to be embedded shall be firmly and securely fastened in place as indicated. All such items shall be clean and free from rust, scale, oil, or any foreign matter. All concrete shall be installed in one continuous pour completely filling holes. No partial pours will be accepted.

3.3.4. ENVIROMENTAL CONDITIONS. Concrete shall not be placed when the atmospheric temperature is below 40 degrees or when there is a probability the temperature will go below that in the next twenty-four (24) hours unless the concrete is protected in a manner suitable to the Contracting Officer or his designated representative. Frozen concrete shall be immediately removed upon direction of the Engineer and replaced with new work at no expense to the government.
