The following is a question that was received in response to solicitation FA4528-14-R-0031 and the answer provided by the contracting office.
Question Why is a Winter Exclusion not included? With the lateness of the season, if the weather should turn before completion, concrete cannot be poured. If the ground freezes, installing fence posts will not be possible.
Answer The Government intends to have the project completed before the weather becomes too cold for work. In the event that temperatures fall too low to pour concrete, or the ground freezes before the end of the period of performance, the Government will consider suspending work until after winter.
