1. DESCRIPTION OF WORK:

1.1 GENERAL: The work covered by these specifications consists of furnishing all plant, labor, equipment, materials, insurance, and duties for performing all operations in connection with replacing the sewage lift station at Foxtrot 01 (F-01) Missile Alert Facility (MAF) in strict accordance with these specifications and applicable drawings and subject to the terms and conditions of the contract. Work includes demolition of existing sewer and electrical utilities along with existing concrete features; providing new lift station; sewer and electrical utilities; excavation, embankment and backfill;

constructing concrete pads; and excavation dewatering.

1.1.1 The drawings attached to the specifications show the general arrangement and approximate dimensions at the site. THE CONTRACTOR SHALL BE

RESPONSIBLE FOR ACCURACY REQUIRED FOR THE PROPER ACCOMPLISHMENT OF THE WORK.

1.2 PRINCIPAL FEATURES:

1.2.1 This work is in a limited access area above ground which must remain in use during and after working hours, including weekends, Federal Holidays and the workdays Federal Holidays are observed. The work to be performed is in a restricted area and the contractor shall comply with all Air Force security requirements.

1.2.2 The Contractor shall prepare and submit to the Contracting Officer for approval prior to construction beginning a Construction Progress Schedule (AF IMT 3064, see Attachment No. 01) showing the order in which the Contractor proposes to perform the work. The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the Contractor contemplates starting and completing the salient elements of the work. The Contractor shall also specifically identify on each Contract Progress Report (AF IMT 3065, see Attachment No. 02), any apparent, anticipated or proposed deviation from the previously approved schedule.

1.2.3 The Construction Progress Schedule shall be prepared in coordination with the Contracting Officer to help maximize the efficiency of the Contractor’s schedule. Wing operational requirements, both real and exercise, however, take precedence over the scheduling of this work. The site shall be worked as determined by the Contracting Officer/Government Representative, without exception. The schedule, once established, shall be considered firm.

1.2.4 The contractor shall provide the MAF with an operating

sanitary sewer system for the duration of the contract except for one (1) ten

(10) hour period for change over to the new lift station system. During this ten hour period the contractor shall coordinate with the Government to shutdown sewer flows from the MAF building. The contractor shall provide the Government with a portable privy for the building occupant’s use during this

01005-1 ten hour period. The contractor may divert sewer flows from the MAF into the lower lagoon and also drain the upper lagoon into the lower lagoon for the duration of the contract to facilitate construction operations. The contractor shall provide the Contracting Officer with a work plan including a time schedule describing how they intend to provide the MAF with an operating sanitary sewer system for the duration of the contract for the Contracting Officer’s approval.

1.3 GOVERNMENT RESPONSIBILITIES IN THESE SPECIFICATIONS: The Government shall accomplish or provide the following:

with the following: GENERAL REQUIREMENTS FOR WELDING AIR FORCE TECHNICAL

ORDER (T.O.) 21M-LGM30F-12.

1.7 OTHER CONTRACTOR REQUIREMENTS: In addition to those requirements outlined in this specification, the Contractor is responsible for the following:

1.7.1 Concealed Work: All items of work to be concealed shall be Government inspected prior to concealment.

1.7.2 Minot AFB, as a facility owner, has the responsibility to ensure that our contractors are aware of asbestos and lead-based paint hazards at our facilities. This responsibility is outlined in the “Right to Know” sections of the Occupational Safety and Health Administration (OSHA) standards 29 CFR §1926.58, General Industry; 29 CFR §1910.1025 General Industry Lead Standard; 29 CFR §1926.58, Construction Industry; 29 CFR §1910.1200 and 29 CFR §1910.1001(j) Communication of Hazards to Employees.

1.7.2.1 Asbestos: Federal law (Asbestos NESHAP regulation)

requires that the owner or operator of a demolition or renovation activity, prior to the commencement of the activity, inspect the facility or part of the facility where the renovation or demolition will occur to determine the presence of asbestos, including category I and category II non-friable asbestos-containing material; all regulated asbestos-containing material that will be disturbed as part of a renovation or demolition must be properly removed by state-certified individuals before beginning the project; all asbestos-containing waste material must be properly disposed of in an approved landfill; and the "Notification of Demolition and Renovation" form must be submitted to the Department ten days prior to beginning any demolition activity, whether or not asbestos is present, and for a renovation activity, it must be submitted ten days prior to beginning the removal if more than 160 square feet of asbestos-containing surfacing material or more than 260 linear feet of asbestos-containing thermal system insulation will be disturbed.

1.7.2.2 Polychlorinated Biphenyls (PCB): Historically, conduits in the MAF facilities which potentially contain an outer coating of polychlorinated B-phenol coal tar with or without an asbestos wrap are restricted to locations outside the facility. If a material is encountered which is suspected of containing asbestos work must be stopped immediately.

The North Dakota Department of Health has determined that this type of coating is a regulated asbestos-containing material in a friable state. When this is the case, work on the conduit must be performed by a certified asbestos worker under the supervision of a licensed asbestos abatement Contractor. Any contaminated soil material must be segregated from other excavated material and removed and disposed of off-site in a legal manner.

Any waste identified as Resource Conservation and Recovery Act (RCRA) Hazardous Waste must be marked, labeled, stored, and transported in accordance with RCRA, DOT, and all State Regulations.

1.7.2.3 Lead-based paint: The painted surfaces in the

facilities involved with this project have not been tested for lead-based paint (LBP) and therefore must be assumed to contain LBP exceeding the 1.0 milligrams per square centimeter (m/cm2) or 0.5% by weight. The work under this contract is routine maintenance, not LBP abatement. Occupational Safety

01005-8 and Health Administration (OSHA) standards 29 CFR §1910.1001, General Industry; 29 CFR §1910.1025 General Industry Lead Standard; and 29 CFR §1926.58, Construction Industry will apply in these facilities. Projects involving building improvements, maintenance or repair are not considered a lead-based paint abatement action even if the effect of the work removes or controls lead exposure potentials to the occupants. However, appropriate precautions for protecting occupants and leaving the building clean (clearance) after concluding any work disturbing paint with lead must be considered. Specific training and certification requirements (29 CFR §1926.21 or authorized state program requirements) may not be necessary for all projects. Nevertheless, it is strongly recommended that the contractor have appropriate training regarding lead-based paint. The Contractor is responsible for ensuring that no employee is exposed to lead from lead-base paint.

1.8 AVAILABILITY OF UTILITY SERVICES: Except where restricted in these specifications in other sections for certain tasks, all reasonable quantities of utilities including power up to 20 amps shall be made available to the Contractor. No temporary connections will be permitted, which may be of a semi-permanent nature. All connections shall be made by plugging into existing receptacles while work is in progress for electrical service. All extension cords must be GFI protected. All electrical cords shall be unplugged at the end of each work period. The Contractor must make arrangements for furnishing additional external electrical power for welding, drilling or additional lighting. The power generator must be located topside at a minimum distance of 10 feet from the building. Water connections, where required, shall be made with standard garden hose and hose bib fittings.

This refers only to service water for contractual work requirements. All hoses will be disconnected and valves closed to hose outlets at the end of each work shift. All hoses and/or power cords will be removed at the close of work each day so that all doors, elevator doors, and blast doors may be operated in their normal manner during Contractor non-working hours.

Electrical power plug-ins and water connections will be cleared by the Government inspector/escort before they are made.

1.9 COORDINATION AND VERIFICATION OF DIMENSIONS: The Contractor shall be responsible for coordinating his work so as to minimize interference to the operational equipment and personnel in the building, as the facility will remain operational during construction. Extreme caution shall be exercised to prevent damage to the equipment from dust, water, etc. It shall be the Contractor's responsibility to furnish drop cloths and whatever material may be required to keep equipment safe at all times from dust and debris. The Contractor, in a manner in accordance with Federal, State, and County rules and regulations, shall properly dispose of debris off site.

1.9.1 The Contractor shall visit the premises and thoroughly

familiarize himself with the details of the work and conditions prior to starting work. THE DIMENSIONS GIVEN ON THE DRAWINGS ARE FOR GENERAL

REFERENCE ONLY AND SHALL BE FIELD VERIFIED BY THE CONTRACTOR PRIOR TO

COMMENCEMENT OF THE WORK.

1.9.2 Coordinate work of the various Sections of specifications to assure efficient and orderly sequence of installation of construction elements, with provisions for accommodating items installed later.

01005-9

1.9.3 Verify characteristics of elements of interrelated operating interdependent responsibilities for installing, connecting to and placing in service, such equipment.
