Section B: Description of the Supplies/Services Required

The reliability of the current air compressors and dryers in the aircraft maintenance buildings and hangars of the 436th Maintenance Squadron have surpassed their operational lifespan, resulting in frequent failures and downtime. As a result, there is an urgent need for replacement and upgrade. Hangar 715 requires the installation of a Kaeser KBS-75 breathing air system.

This procurement also includes the incidental installation.

Section C: Justification for Soliciting from a Single Source or Brand Name

Dominion Air & Machinery is designated as the exclusive authorized source by Kaeser Compressors, Inc. for purchasing and installing Kaeser air compressors along the East Coast region. Deviating from this authorized source would require modifications to the building or hangar's infrastructure to accommodate the installation of new air tanks/reservoirs, consequently escalating the overall cost. Moreover, Kaeser air compressors are specifically utilized within the aircraft maintenance buildings and hangars across the 436th Maintenance Squadron. Transitioning to a different brand and engaging another service contractor for installation and maintenance would not be cost-effective.

Section D: Efforts to Obtain Competition

A notice of intent to award to DOMINION AIR & MACHINERY CO, and a solicitation for small businesses were posted on SAM.gov on 06 November 2024.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For future replacements of shop air compressors in the 436th Maintenance Squadron's aircraft maintenance buildings and hangars, alternative retailers and manufacturers capable of supplying compatible air compressors for the preexisting infrastructure will be considered and utilized. Additionally, a market survey will be conducted to identify potential future sources, ensuring competitive options are evaluated.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
