436 Airlift Wing/Operations Support Squadron C-5 Aircrew Training Systems, Building 206, Section “C” Transition to Air Mobility Command, Mobility Air Force Distributed Mission Operations Contractor/Bidders Questions
1. How old is the facility?
Answer: this facility has been pieced together over multiple decades. The most correct answer to this question is that the facility supporting MAF DMO (building 206, section C) had an in-depth renovation that ended in 2016. During the renovation, the infrastructure was upgraded to support the base “Open Storage” certification guidelines. These requirements are managed by base Communication Squadron EMSEC section with Wing oversight from the Wing Information Protection agency.
2. How much square footage is in the facility?
Answer: the Statement of Work (SOW), paragraph 1.1 outlines section “C” with an outside diameter that will be incorporated into the MAF DMO Open Storage as approximately 106’ X 80’. Additionally, the SOW also states that there are two high bays with an approximate dimension of 46’L X 45’W X 51’H with two computer rooms at approximately 37’L X 22’W with a raised floor at a depth of 2 feet. Section “C” is also a two-level section with two stairwells and 8 classrooms/briefing rooms, a storage closet, and a large open learning center with 17 computer workstations that have dividers that are approximately 80” high.
3. How stable is the power?
Answer: the facility power is very reliable. Base Civil Engineering does require work on base infrastructure that will cause facility power to be removed periodically. This is planned well in advance.
4. Is there a dropped ceiling in all areas of installation?
Answer: There are dropped ceilings in every area except for the simulator training bays.
5. What type of walls are in the perimeter areas?
Answer: The perimeter walls are concrete, internal walls are either concrete or standard drywall.
6. Do we need to drill between the walls, to run our cable infrastructure?
Answer: Although there are some available conduits, depending on your cabling route, I would say that some drilling may be necessary.
7. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?
Answer: Use of conduit is part of the Statement of Work, page 3. Conduit footage will need to be determined by the contractor installing the security devices and existing conduit that can be used.
8. Are the door frames metal and concrete filled?
Answer: All exterior doors meet the 436 AW Intrusion Protection standards. The external doors are metal as well as the two entry control point doors, internal emergency exit doors, and the internal debrief room door.
9. Please provide a comprehensive list of quantities of all IDS items needed (e.g. total number of motion sensors, glass breaks, etc.) per location.
Answer: A list of security devices needed will be based on the security contractor’s evaluation and quote. In addition, please refer to the Statement of Work and attachment 3; Non-Nuclear Intrusion Detection System (IDS) Equipment Approval dated 12/08/2023. These documents have been provided to base contracting as part of this acquisition process.
10. Do you currently have existing IDS Sensors in your doors? Please specify which doors.
Answer: No.
11. What is the manufacturer of the existing IDS system?
Answer: Training site does not currently have an IDS system. Refer to the Statement of Work and attachment 3, which was provided by the base Security Forces Alarm section.
12. Will we be able to reuse the existing cable? If so, what type of cable is there currently?
Answer: No cabling is currently installed for the MAF DMO security system. All work is to be performed by a contractor specializing in installing security systems in facilities that require Air Force Open Storage Certification.
13. Are Ceilings Suspended? Or Hard Lid?
Answer: Ceilings are suspended via panels which allow removal and easy access.
14. Are there existing Cable Trays for wiring above ceilings?
Answer: There were cable trays added when the facility was renovated in 2016. I can only confirm first floor level. Second floor cabling trays unknown at this time.
15. Can Existing Wiring be utilized?
Answer: There should not be any excess wiring since those were removed during renovation. I would recommend that all necessary items are supplied by the security installer.
16. Is a “UPS” required? If so, What Time/Power Duration is required?
Answer: No specific UPS required for this project.
17. Are “Or Equal” Equipment substitutions allowed?
Answer: Yes, as long as they meet the base Security Forces (SF) guidelines. When necessary, we can coordinate with SF Alarm section. This agency is the base security alarm system focal points. Also refer to the SOW, attachment 3.
18. Is “Plenum Wire” acceptable?
Answer: based on the definition of “Plenum Wires,” “Plenum cables are engineered with fire-retardant materials, emitting minimal smoke and toxic fumes in case of fire. Non-plenum cables may not possess the same level of fire resistance.”
Based on the definition for Plenum wires, any ability to safeguard our facility would be acceptable for this project.
19. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?
Answer: Yes. This facility is capable of operate 24/7. Typical operating hours are from 0600 (6am) to 0200 (2am). Facility is unmanned for only four hours per day. Also, as the training site COR/government liaison, I can adjust my duty hours to accommodate any hour and/or days required.
20. What is the height of Exterior Cameras? (If any) Answer: We do not have external cameras on this facility.
21. Please provide/post other “Q & A” requests.
Answer: All information is contained in the SOW and three attachments to the SOW.
22. Please provide a list of equipment to be installed.
Answer: Equipment is decided by the security installer and in accordance with the SOW and attachment 3.
23. Are there pipe chases between floors?
Answer: There are pipe chases or previously drilled holes; however, it will need to be up to the security installer to determine if additional access is required.
24. What is the range of the budget for this project, and is it already appropriated?
Answer: Funding has been allocated; however, this is an acquisition requirement where the owning organization will work with base contracting to ensure that the bidders meet Air Force solicitation requirements. No range shall be given and an award cannot be made without the funds being appropriated – companies should submit their most competitive quotation.
25. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?
Answer: Bidders will be responsible for providing an accurate quote for this project. Payment will be based on Air Force acquisition guidelines; however, owning organization will allocate full cost for the project that will be provided to base contracting via approved funding guidelines. For the delivery and installation of the IDS, no progress/advance payments will apply. After a positive Government inspection, the awardee may invoice.
26. How many feet of new wire will have to be run?
Answer: This will be the responsibility of the security installer to determine.
27. What kind of cipher lock and quantities are required e.g. X-10 Answer: Per the SOW, there are two entry control points that will require both a card swipe device and an X-10 or newer cipher lock. There are two internal rooms that require a card swipe device only. All locks and card swipe devices will need to meet the Wing Intrusion Protection office and Security Forces requirements.
