SOLICITATION FA4497-23-Q-0035 FREQUENCY CONVERTER MAINTENANCE SERVICE
QUESTIONS AND ANSWERS
1. Can the government provide the model numbers for the Frequency Converters so we can pull up the specific PM requirements per the manufacturer?
Model Numbers of the Frequency Converters are as follows:
FC-400-90-1-90 (ITW GSE)
AJS C8-1-R-90-400/200-5/40-G-B (Piller)
FCX PFC072-V-40-FM-12P-2 (FCX Systems)
3GWF–200/260-N (Hobart Power Master 2300) *We have 3 of these*
2. Is the government aware of any Remedial Maintenance or repairs needed once the contract is awarded on any of the Frequency Converters? We are not looking for in depth detail, just to be aware that 1 is not working at the moment, etc.
Yes. One of the Frequency converters currently has a broken circuit breaker and emergency stop switch.
3. Is possession of electrical license truly required?
The Requirement Owner (RO) is unaware of the specific categories pertaining to electrician licenses however a general license that showcases the contractor’s capability operate and fix the Frequency Converters would be sufficient for what is being required.
4. Number of inspections per year.
The Frequency Converters will require an annual inspection as part of its Annual Preventative Maintenance. However, an inspection is REQUIRED any time a REMEDIAL MAINTENANCE (RM) is needed. RM is only needed if the system malfunctions outside the PM schedule and the RO needs the equipment fixed before the scheduled PM. Per Para 1.4.1 RM Procedures (B) An inspection is required so the contractor can assess the malfunctioning equipment and to also help the contractor to produce the proper quote for its repair.
5. Load banking during PM.
Load banking is only required if it is included in the OEM specifications for the PM. Load banking is only needed when conducting the remedial maintenance.
