Summary of Site Visit (if applicable)
Question Answer
1. Does Buy American Act Requirement apply to this contract? Yes.
2. Please provide complete as-built drawings to include any and all renovation projects that have impacted our scope.
GIS map showing all known underground utilities will be provided with contract award.
3. Is an on Base office required for this contract? No.
4. Is a full-time superintendent required for this contract that has to be on site whenever work is ongoing? Yes.
5. Is a full-time dedicated quality control manager required for this contract? Yes.
6. Is a SSHO required for this contract? Yes.
7. Can the QC be dual-hatted or part time to this effort? QC can be dual-hatted.
8. Can the Super also serve as the SSHO for this project? Yes.
9. Please advise on how differing site conditions will be handled contractually.
Differing site conditions will be addressed when they come up as potential modifications to the contract. POP extension or cost changes would be negotiated as-needed depending on the severity of the issue.
10. Please confirm that the Traffic Plan referenced in the SOW is required to comply with DelDot standards, including signage, flaggers, etc.
Per Dover AFB Installation Facility Standard, requirement is to comply with US Department of Transportation Federal Highway Administration Manual of Uniform Traffic Control Devices (MUTCD) and the DoD Supplement to the MUTCD. DelDot standards for signage, flaggers, etc shall be utilized when closing multiple lanes on Atlantic Street due to the increased traffic congestion this will cause.
11. Will any off-Base signage or notification be required for the traffic plan? No.
12. Will we be able to utilize neighboring parking lots along Atlantic as lift locations were possible to minimize impacts to traffic on Atlantic St?
Yes. However please note that per Dover AFB guidance parking lot closures shall be coordinated with 21 days notice.
13. Several existing poles have lighting and PA speakers attached to them. Please confirm that these are in working condition and should be relocated to the new poles as part of this contract.
For the purposes of this solicitation, assume that all equipment on the existing wooden poles is to be relocated to the new concrete poles. Dover AFB will coordinate w/ base entities to confirm equipment is in working condition before relocating.
14. Is the POP negotiable? Crane Permits and Airfield Construction Waivers can take months to approve.
No. Crane permit has been submitted. I don't believe there is any requirement for an Airfield Construction waiver on Atlantic St.

15. Both existing and new poles are/will be in close proximity to existing CMU walls, footings, trees, sidewalks, utilities, etc.
Barring unforeseen conditions, please confirm that site restoration and replacement/repair to existing government property should be included as part of this contract.
Site restoration shall be included as part of this contract, to include but not limited to regrading soil, replacing grass, and repairing any government property damaged during the course of construction. In the event that trees are removed as part of construction, per Dover AFB design guide trees shall be replaced by a volume of trees with equal total caliper, i.e replacing a 6" diameter tree with another 6" tree, or three (3) 2" diameter trees.
16. There are several support poles located near the existing power poles scheduled for demolition. If these supports are deemed not necessary by the new pole design, should they be removed as part of this contract?
Yes.
17. Will new hardware need to be provided, or will existing hardware be transferred to the new poles?
Per SOW, existing hardware is to be transferred to the new poles.
18. Please confirm that if existing poles are tested and found to be below the action level for hazardous waste, that they do not need to be disposed of as hazardous materials.
Confirmed.
19. If existing poles are found to be located in close proximity to existing utilities or embedded in neighboring structures such as foundations for the wall, can they be cut off below grade and abandoned?
Where impractical to fully remove, cut off wooden poles to 12" below grade and cover with topsoil/seed.
20. Please provide GIS data for the entire run along Atlantic St of the poles to be replaced.
GIS data will be provided upon contract award of all known utilities in project area.
21. Will we be able to use the GIS data as an accurate depiction of what utilities are located in that area?
Per SOW, the Government cannot confirm that GIS data as provided is a 100% accurate representation of conditions as they actually exist.
22. If DAFB is unwilling to confirm the accuracy of the GIS data, how will differing site condition be determined if utilities are found that were not identified, abandoned or in another location then what is shown/marked?
Gov't will make every effort to accurately locate utilities in the project area and provide that information to the Contractor. Per DAFB General Requirements document "In the event that any unknown existing underground utilities are discovered, the contractor shall immediately notify the the Government Inspector to permit Government survey of the discovered utilities." Hand digging in the proximity of known utilities is recommended. Contractually, determination of differing site conditions would need to be coordinated with CONS.
23. If DAFB is unwilling to confirm the accuracy of the GIS data, have you considered adding GPR as a requirement in the
SOW?
GPR is not a requirement of this contract.
24. Will DAFB also mark abandoned utilities along the run as part of the dig permit? Yes.
25. Can a dig permit be requested during the design phase so we can check utilities prior to locating new poles.
Yes. However please note that utilities will only be marked by base organizations one time - any re-marking required due to weather or grass cutting would have to be accomplished by the contractor.
