PERFORMANCE WORK STATEMENT

FOR

MAINTENANCE AND REPAIR

OF THE

CRASH FIRE RESCUE & LIVE BURN TRAINING

FACILITIES & TRAINING PROPS

Dover Air Force Base 7 February 2019

PERFORMANCE WORK STATEMENT

FOR

MAINTENANCE AND REPAIR

OF THE

CRASH FIRE RESCUE & LIVE BURN TRAINING FACILITIES

1.0. DESCRIPTION OF SERVICES: The Contractor shall provide all tools, supplies, equipment, and labor necessary to inspect, maintain and repair the Crash Fire Rescue Training Facility (CFRTF) and Live Burn Training Facility (LBTF) as well as training props to include the car trainer, Liquid Petroleum Vessel, Confined Space Maze System and HAZMAT Prop at Dover AFB, Delaware in a manner that will ensure their serviceability and prevent deterioration in value or effectiveness. The contractor shall be experienced in providing maintenance and repair services for these training props. The Contractor shall comply with manufacturers’ recommendations and procedure and the most recent revision of Air Force Technical Order 35E1-2-13-1, NFPA 1402 and local, State, and Federal guidelines as applicable.

1.1. MAINTENANCE AND REPAIR SERVICES. The Contractor shall maintain, repair, and service the CFRTF, LBTF and props to include the car trainer, Liquid Petroleum Vessel, Confined Space Maze System and HAZMAT Prop by conducting inspections and provide a written report of repairs needed. The Contractor shall repair these training facilities’ systems to include, but not limited to: air compressor, air dryer, filters, oil, and refrigerant (annually), propane system, control stand, cathodic protection system, burn pit equipment, sump pit equipment, holding pond, re-weld/replace metal panels and structural steel on mock aircraft hull as necessary, replacement of damaged equipment, faulty valve re-building, sample/analyze water from two polyvinyl chloride (PVC) monitor pipes for Aqueous Film Forming Foam (AFFF), and all associated components based on inspection results. The contractor shall inspect and repair as necessary the manifold in the Structural Trainer first floor burn room to verify safe operation for switching gas for burner appliance activation. The contractor shall provide the Government with service records and water sample lab reports when work is accomplished. The contractor shall identify repairs during inspections necessary to keep the CFRTF and LBTF fully operational. The contractor shall arrive on site with materials necessary to make repairs to prevent the need to re-mobilize. The contractor shall provide a field estimate for repairs to the Contracting Officer Representative (COR) for approval prior to making repairs. Materials, supplies, and parts needed for maintenance and/or repairs shall be reimbursed at cost plus negotiated mark-up.

1.1.1. CRASH FIRE RESCUE TRAINING FACILITY (CFRTF) MAINTENANCE.

1.1.1.1. INSPECTION. Inspection services shall include but not be limited to:

- Propane system consisting of piping, fittings, tank (flanges, gaskets, valves, actuators Controlair Model Number 231-101-136, regulator General Equipment Manufacturer Co. Model Number 7A-73261-99, Quake Master Model Number 25, exterior tank surface, structural supports, paint, and water spray nozzles and sprinkler heads.

- Compressed air system check for leaks, service compressor, and dryer units

- Cathodic protection system, test and record millivoltage per typical procedures

- Gravity drainage and weir

- Berm liner and holding pond liner for leakage

- One 200 GPM holding pond 3Hp fire pumps, inlet screens, foot valves, bronze strainers and check valves

- 2 each 3/4Hp sump pump 10 GPM and actuation control of pump via holding pond level

- Drainage pump

- Solenoid Actuators of pump water flow valves

- Verify control stand regulator valve settings and integrity

- Verify Co-Ax propane valves Model No. VMK202C140VTN3/4XX1VBXXP1 2 each, 2 way valves including matching piston control actuator operation

- Verify igniter operation Federal Stock Number 2920-00-776-4482

- Verify pigtail leads for igniters Champion Aviation Product P/N 204085

- Verify facility operation, ignition, and shutdown including emergency shutdown

- 3/4Hp Sump pump and float and pump switch

- Inspect fire pump enclosure (house) and maintain its integrity.

- Inspect rig’s accessories and fasteners for wear and weather damage

- Inspect facility for any loose material - to help keep airfield free from Foreign Object Damage.

1.1.1.2. IGNITOR SERVICE / REPLACEMENT. The Contractor shall clean and/or remove and replace the igniters and pigtail leads in accordance with manufacturer’s instructions and industry practices. All contractor-furnished materials used in the maintenance and repair of CFRTF & LBTF as specified in this contract, shall be of a quality equal to or better than the items replaced. There are 15 igniters, 6 are located on the ground in the burn area and 9 are located on the mock-up. Safely verify the operational capability of the igniter(s) by proper procedures i.e.

locking out and isolating the propane system before setting ignition paper next to each igniter and remotely turning igniters on and off and checking if paper singes, or other safe method.

1.1.1.3. CUTOUT PANEL REPAIR / REPLACEMENT. If the training scenario included forced entry extrication through the structure’s pre-installed cutout panels, the Contractor shall remove cut section of sheet metal and provide and weld in place new patch and/or complete cutout panel. The Contractor shall remove and replace damaged cutout panels in accordance with manufacturer’s instructions and standard industry practices.

Replacement panels are to be made of equal or higher quality material. Cutout panels are located on the aft left and right sides of the mock-up. The panels are 36 inches wide and 84 inches high and constructed of .036 inch thick sheet metal.

1.1.1.4. WATER PUMP IINSPECTION. The Contractor shall inspect the water pumps for proper operation and repair or replace with same as necessary in accordance with manufacturer’s instructions and standard industry practices.

1.1.1.5. HIGH DENSITY POLYETHYLENE (HDPE) LINER MAINTENANCE. The 80-mil thick HDPE liners are located in the water conservation pond, burn area, and trench. The liners in the trench and burn pit are buried. The Contractor shall take water samples from test pipes (between double layers) and have analyzed at a lab for detection of foam. If samples prove heavy concentrations of foam, the suspect liner(s) will need to be exposed and searched for leaks and patched. Locate the liner leak and repair in accordance with extrusion welder manufacturer’s instructions (Nation Seal Company, 1245 Corporate Blvd., Suite 300, Aurora, IL 60504. Telephone

(708) 898-1161 or (800) 323-3820). The Contractor shall submit the repair procedures, materials, and techniques to the COR for approval prior to the specific repair of the HDPE liners.

1.1.1.6. REGULATOR ADJUSTMENT. The Contractor shall adjust regulator pressure as follows:

Burner Location Optimal Flame Height Engine burners Fully Engulfed Internal burners 6-8 feet

1.1.1.7. ACCESSORIES AND FASTENERS. Inspect rig’s bolts and pipe supports, connections and remove and replace those that visually show wear or damage making it suspect of failure.

1.1.1.8. WINTERIZATION. The contractor shall conduct an inspection of the CFRTF in accordance with paragraph 1.1.1.1. of this performance work statement in unison with the winterization. The Contractor shall winterize facilities and burn pit by draining the above ground water supply pipes to nozzles/sprinkler heads, drain water lines containing solenoid valves, and water pumps and electrically disconnect pumps, and cover controls from atmospheric winter elements. Purge propane back to angle valve at 10,000 gal tank. Open all water jacket drain caps at the base of the water jackets. The contractor shall purge the air system for the CFRTF. Winterization shall take place no later than 15 November each year.

1.1.1.9. DE-WINTERIZATION. The contractor shall conduct an inspection of the CFRTF in accordance with paragraph 1.1.1.1. of this performance work statement in unison with the de-winterization. The contractor shall perform all tasks necessary to de-winterize the CFRTF no later than 31 March each year. As a minimum, the contractor shall reconnect all open lines and reinstall all water jacket drain caps at the base of the water jackets, run a complete system check and make necessary correction for an operational facility.

1.1.1.10. PREVENTION OF FOREIGN OBJECT DAMAGE. Inspect facility for loose material that can be blown free from high winds and remove or refasten so material will not blow away from facility.

1.1.2. LIVE BURN TRAINING FACILITY (LBTF) MAINTENANCE.

1.1.2.1. INPECTION. Inspection services shall include but not be limited to:

- Ventilation fan

- Electrical system (all switches, wiring, and circuit breakers)

- Inspect rig’s accessories and fasteners for wear and weather damage

- Inspect facility for any loose material to help keep airfield free from Foreign Object Damage

1.1.2.3. ACCESSORIES AND FASTENERS. Inspect rig’s bolts and pipe supports, connections and remove and replace those that visually show wear or damage making it suspect of failure.

1.1.2.4. PREVENTION OF FOREIGN OBJECT DAMAGE. Inspect facility for loose material that can be blown free from high winds and remove or refasten so material will not blow away from facility.

1.2. SERVICE CALLS. The Contractor shall respond within three (3) working days for minor repairs except propane leaks. The Contractor shall respond to propane leak service calls within one (1) hour, 24 hours a day, 7 days a week. After the leak has been stopped, the Contractor shall complete the repairs by the next workday. Liner maintenance response shall be determined by the severity of the damage. The contractor, upon notification of needed service calls, shall report to job location, then notify the COR of being on the job. Upon completion of service repairs, the contractor shall contact the Contracting Officer Representative to present a signed service ticket to the COR after each job order completion. The service ticket shall include the following information:

a. Time of arrival and departure

b. Type of repairs made and parts replaced

c. List of personnel performing work

d. Estimated cost of repairs

Note: Labor time for service ticket begins and ends at the job site.

1.3 TRAINING PROPS (Car Trainer, Liquid Petroleum Vessel, Confined Space Maze, HAZMAT Prop)

1.3.1 INSPECTION. Inspection services shall include but not be limited to:

- Inspect rig’s accessories and fasteners for wear and weather damage

- Inspect prop for any loose material to help keep airfield free from Foreign Object Damage

- Inspect for sharp edges on metal surfaces

- Inspect for leaks

1.3.2 Prop Maintenance & Repairs

- Make repairs as necessary to provide safe and operational props

- Make repairs in accordance with manufacturers recommendations

1.4. REIMBURSEMENT: All invoices submitted for payment of services shall also include a line(s) for materials, parts and supplies that the contractor has procured. Parts are reimbursed at the actual cost of acquisition less discounts, rebates, allowances and commissions. Each contractor acquisition request for reimbursement must be supported by a copy of the sales document from the source of acquisition. This document shall include:

a. Identification of source that the item was obtained from

b. Manufacturer or brand name of item

c. Unit of issue

d. Suggested list price

e. Actual cost to contractor (government reimbursable)

f. Identification of where the material, part or supply was used, such as building number of government system.

Note: Freight charges are not reimbursed

1.5. REPORTS. Reports shall be provided by the contractor for the inspection, service, maintenance, repairs, and service calls within three (3) working days of the work event to the Contracting Officer (CO) and Contracting Officer Representative (COR). Exceptions to this reporting requirement are propane leaks and liner leaks that shall be reported immediately upon completion to the CO and COR.

2.0. SERVICE DELIVERY SUMMARY. The Contractor’s fire training facilities’ service requirements are summarized into the specific “Performance Objectives” listed below and that relate directly to essential items. The corresponding “Performance Threshold” briefly describes the minimum acceptable levels of service required for each objective--these thresholds are critical to success. The listed “Performance Thresholds” are the Government’s acceptable tolerances of Contractor performance and represent the limits of “acceptable work”. Any Contractor performance that does not meet or exceed these thresholds shall be considered “unacceptable work”. Any unacceptable work performed by the Contractor must be corrected by the Contractor at no additional cost to the Government. Re-performance is the preferred method of correcting “unacceptable work”.

Performance Objective PWS Para Performance Threshold Maintain, Repair & Service The Fire Training Facilities and Props Provide the required maintenance, repair, and service per manufacturer’s and industry standards.

The CFRTF & LBTF and Props are fully operational to permit training when needed 95% of the time.

Winterization Both facilities are winterized before the onset of cold weather or no later than (NLT) 15 November.

1.1.1.8 The CFRTF is winterized before the start

of winter weather (NLT 15 November) 100% of the time.

De-Winterization Both facilities are de-winterized NLT 31 March each year 100% of the time.

1.1.1.9 The CFRTF is de-winterized NLT 31

March each year 100% of the time.

Service Calls Response to minor repairs, propane leaks, and liner maintenance are timely.

1.2 Response to minor repairs within 3

working days 95% of the time. Response to propane and liner leaks within one hour 100% of the time.

Reports Routine maintenance, repair, and service within three days. Propane and liner leaks after event.

1.4 Submit reports within 3 working days

after completion of work 100% of the time. Leaks immediately after event 100% of the time.

Environmental Controls Contractor shall comply with all federal, state, local, Department of Defense, and Air Force environmental requirements, regulations, laws, and instructions.

5.0 No Notice of Violations (NOVs)

incurred. Receipt of an NOV results in failure of all performance objectives until NOV is resolved. All reports are accurate 100% of the time.

All reports are submitted on schedule 100% of the time.

3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government shall provide the Contractor with the following utilities: electricity, water, and propane.

3.1. POLICE PROTECTION. Base Security Forces shall provide initial law enforcement response and services to the Contractor. The Base Security Operations Desk can be reached at phone number (302) 677-6664.

3.2. FIRE PROTECTION. Base Fire Department shall provide initial response and fire protection services to the Contractor. The Base Fire Alarm Control Center can be reached at phone number 911.

3.3. WELDING PERMITS. USAF Welding, Cutting and Brazing Permit, AF Form 592, if required, shall be obtained before any welding, cutting, or brazing is performed on site. The Hot Work Permit may be obtained from the Dover AFB Fire Dept. in Bldg. 140.

4.0. GENERAL INFORMATION.

4.1. QUALITY CONTROL. The Contractor shall develop, submit for CO review, and maintain a quality control program and the necessary quality control procedures to ensure that maintenance services are performed in accordance with the established commercial standards. The Contractor shall develop and implement the necessary quality control and inspection procedures to self-identify, prevent, and ensure non-recurrence of unacceptable maintenance services. The Contractor shall designate a Quality Control inspector and provide the inspector’s name and contact information to the CO and COR. The Contractor’s designated Quality Control inspector shall be on-call and available at all times. The Contractor’s designated Quality Control inspector shall be available to meet with the CO or COR within one (1) hour during normal work hours and within two (2) hours after normal work hours to respond to any customer complaints, report of non-compliance in services, or other related Quality Control issues.

4.1.1. QUALITY ASSURANCE. The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance.

4.2. HOURS OF OPERATION. The normal hours of operation for the Contractor to perform the services required under this contract are 7:00 AM to 4:00 PM, Monday through Friday. The Contractor is not required to provide normal service except for emergencies on the following days: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. The CO or COR must approve in advance any exceptions to the negotiated work hours and designated workdays. The Contractor shall submit their request to the CO and COR no later than two (2) working days in advance of the requested change(s).

4.3. CONTRACTOR PERSONNEL. The Contractor and their employees shall comply with all base regulations at all times and shall conduct themselves in a professional manner. Uniforms, badges, and good behavioral conduct will be mandatory. The Contractor shall provide a primary and an alternate site manager or foreman who shall be responsible for the daily performance of services under this contract and who shall have full authority to act on the Contractor’s behalf in the Contractor’s absence. The Contractor shall designate in writing to the CO and COR the names of these individuals and their phone and/or beeper numbers. The primary and alternate site manager or foreman must be able to proficiently read, write, speak, and understand English. The Contractor’s primary and site alternate manager or foreman shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract and must be available within one (1) hour during normal duty hours and within two

(2) hours after normal duty hours to meet with the CO or COR concerning any matter or issue associated with this contract to include quality control, customer complaints, and emergency services.

4.3.1. ROSTERS. The Contractor shall provide a complete and current employee roster to the CO within ten (10) working days of the contract award. The Contractor’s employee roster shall identify the primary and alternate site manager or foreman and the Quality Control inspector and their contact numbers. As required, the Contractor shall provide updated copies of their employee roster to the CO.

4.3.2. AIR FORCE TOBACCO POLICY. The Contractor shall ensure that all Contractor employees do not use tobacco products within any base facility, around fuel tanks and generators, within any clearly marked “No Smoking” areas or within any flight line aircraft parking areas.

4.4. RECORDS MANAGEMENT. The contractor understands that when creating, handling and maintaining records for the Air Force, either electronic or paper, you must meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Manage Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records. In order to meet the requirement established IAW the above mentioned regulations contact the Base Records Management Office (436 CS/SCOSK, Bldg. 310).

4.5. SECURITY AND SAFETY REQUIREMENTS. In performing any work under this contract on premises which are under the direct control of the Government, the Contractor shall conform to all safety rules and requirements prescribed in Air Force Pamphlet 91-210, Contract Safety and Public Law 91-596, The Occupational Safety and Health Act of 1970. Effective on the date of this contract, the contractor shall take such additional precautions as the Contracting Officer may reasonably require for security, safety, traffic fire, personnel clearances and accident prevention purposes. The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any way coming in contact with the performance of this contract on such premises. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health (OSHA) Act. In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply. Any violation of such rules and requirements, unless promptly corrected, as directed by the Contracting Officer, may be considered grounds for termination of this contract in accordance with the default provisions hereof.

4.5.1. SECURITY. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.

4.5.1.1. At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.

4.5.1.2. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).

4.5.1.3. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.

4.5.1.4. The contractor shall submit any request for compensation on delays to the Contracting Office for approval.

The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.

4.5.1.5. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.

4.5.2. Contractor Badge Policies: All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-101. As a minimum the ORM will be submitted 72-hours prior to the requested date of employment.

4.5.2.1. All contractor employees who’ll be granted unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.

4.5.2.2. Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor.

The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge before a new badge can be reissued.

4.5.2.3. Base Contracting Office or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.

4.5.3. Installation Access: The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.

4.5.3.1. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

4.5.3.2. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.

4.5.3.3. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.

4.5.3.4. During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.

4.6. Flightline Driving: Contractors will have to adhere to the provisions in DAFBI 13-202 if operating on the airfield.

4.7. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR THE LOCAL INSTALLTION COMMANDER. This service does not meet the criteria for continuation of performance during a crisis in accordance with Department of Defense Instruction (DODI) 3020.

5.0 HAZMAT REQUIREMENTS: The contractor shall submit Material Safety Data Sheets (MSDS) of all chemicals planned for usage on Dover AFB.

5.1. Purpose. As required by AFI 32-7086, paragraphs 2.5.5.2.4, 2.5.5.2.8 and 2.5.5.2.9; requires Dover AFB to account for all hazardous materials (HAZMATs) brought on the facility to include contractors as well as providing procedures for the reporting of those items.

5.1.1. This part outlines actions to be taken by the contractor in the request for approval of hazardous materials prior to initiating field activities associated with the subject project and the reporting of approved hazardous materials usage during contract performance.

5.1.2. Compliance with this part is mandatory and contractor failure to comply will result in the contractor not being allowed to bring any hazardous materials on Dover AFB. Contractors must also comply with mandatory Federal, State and local guidelines, regarding storage and management of hazardous materials, failure to comply can result in legal action by Federal, State or local enforcement officers against the offender.

5.2. RESPONSIBILITIES: Contractor Reported Usage of HAZMAT.

5.2.1. Contractors must submit to the associated Contracting Office the information and supporting documentation (including Material Safety Data Sheets (MSDSs)) necessary to obtain HAZMAT usage authorization. Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by Dover

AFB.

5.2.2. The contractor shall provide a completed Dover AFB HAZMAT Chemical Worksheet for each HAZMAT to be used during the duration of the contract to include MSDS. This list of all HAZMATs shall be provided at the beginning of the contract. Any additional HAZMATs required during the course of the contract shall be requested for approval at that time. In addition, the quantity of chemicals expended will be reported to the Dover AFB Hazardous Materials Pharmacy (HAZMART) by filling out the Contractor’s Monthly Report for HAZMATS. Both the Worksheet and Monthly Report forms shall be provided upon award of contract. (Appendices C and D).

5.3. WASTE and HAZARDOUS WASTE REMOVAL: The contractor shall dispose of all wastes generated in the performance of their task. No hazardous waste or solid waste materials shall be placed in any trash receptacle on Dover AFB. The Contractor must comply with all federal, state, and local regulations regarding the transport and disposal of any and all hazardous wastes generated as a result of maintenance and repairs completed under this contract.

5.4. MATERIALS. All materials used in the performance of services on the installation shall be in compliance with industry standards, local, Federal and State laws, and will be used according to manufactures' recommendations. Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. The Contractor will submit Material Safety Data Sheets on all materials to be used fifteen (15) days prior use for approval by the COR and the Environmental Flight Hazardous Waste Coordinator.
