Solicitation No. FA449719RA026, Repair Perimeter Swing Gate at North Gate (Project No.
1007981) – PreBid RFIs – 26April2019
1) Can DAFB provide us any as‐built drawings for the existing north and south perimeter swing gates?
Any As-built drawings that exist for the north and south perimeter swing gates can be accessed at Dover AFB Building 600, 2nd floor or by contacting our Technical Support
Team at 302 677-6455.
2) Can DAFB provide us any as‐built drawings on similar existing buried concrete anchor for securing the wire rope, visited during the 24April site visit?
See answer 1.
3) Are there any work restrictions at either gate outside of the limitations stated in the SOW?
This is a very broad question. If I understand you correctly, the primary restrictions working anywhere near the perimeter of Dover AFB are to properly coordinate your work with Dover AFB Security Forces and to be badged appropriately for the work you intend to perform (this includes the proposed hours of work).
4) Please confirm a revised SOW will be distributed to change the scope of the requested one foot tall barbed wire outrigger as mentioned at the 24April site visit.
A revised SOW is attached dated 27 Apr 2019.
5) Please confirm a revised SOW will be distributed to change the size of the requested steel dowel lynch pin from 1” in diameter to 1‐1/2” in diameter, matching typical existing gates on DAFB as mentioned at the 24April site visit.
See answer #4.
6) Please confirm when the mentioned revision to the SOW will be distributed.
See answer #4.
7) Please confirm with the mentioned revision to the SOW, will the sealed bids still be due
02MAY2019 at 1630 hours as listed in the solicitation.
All information changed in the SOW revision was made available at the site visit.
There is no reason to delay the bids.
8) Please confirm current work being performed at the North gate will not affect the performance of this contract.
The work at the North Gate should be complete by that time.
9) Will gates be closed during the installation of the perimeter swing gates?
Offerors should request potential closures in their proposals. Both gates involved already have limited hours. Offerors shall take advantage of closed hours to the maximum extent possible.
Gates can be closed to provide safety for workers. However, most of the fabrication work can be done prior to swinging the gates. We will request limited closures (if necessary) during the installation to ensure worker safety. Offerors should plan on the closure times to be minimal.
At the end of each day the perimeter of the base must be secure. Offerors need to work with Security Forces to ensure that security.
10) If gates are not closed, is the contractor responsible for traffic control?
See answer 9. Offerors should not need to work on the gates when open
a) Will the traffic control require a MOT Plan? No
b) Will the traffic control require any signage off base on Route 1? No.
11) Is a full time superintendent required for this contract?
Work at Dover AFB requires someone on-site to be responsible while work is being performed at all times. An additional full time superintendent is not necessary.
12) Is a full time QA/QC position required for this contract?
No, however, the contractor is always responsible for the quality of work performed.
13) Does the contractor own supplying jersey barriers and/or star barriers for prevention of unauthorized vehicular entry or will these be provided by DAFB?
If necessary, Jersey Barriers or other available barriers can be made available for use by the contractor. Each contractor will have to arrange for the use of the barriers.
14) Please confirm as mentioned at the 24April site visit that reusing the existing perimeter swing gates support stanchion is acceptable?
These supports are in good shape. The contractor should propose any replacement necessary due to incompatibility with their proposal. Contractors should plan on painting the existing posts to ensure compatibility with the new gate colors.
15) Will the commercial perimeter swing gate for the outbound lane be replaced matching existing dimensions? This is the only existing gate that is a single leaf.
Yes
a) If the existing single leaf is to be matched, will the wire rope and steel dowel lynch pin system be required?
Yes, all gates are to be reinforced. The single leaf gate will require the same wire rope and lynch pin.
16) What is the spacing required between the upper and lower ¾” diameter wire rope? As this is not an existing element is the current perimeter gate.
Please see attached excerpt from UFC-710
17) What is the required height from the pavement to the lower ¾” diameter wire rope?
See answer 16
18) Does the contractor own supplying the mentioned padlocks and cotter pins as part of this contract?
Padlocks –No
Cotter pins-yes
19) Please confirm the SOW for the temporary fencing as this seems to be excessive and cost prohibitive for a temporary contract.
If planned well, there should be no need for temporary fencing. However, the perimeter shall be secured properly each night. See further details in answer 9.
20) Please confirm the POP. Based on the design requirements, an approved design on the first submittal would be a min of 45 days which would only allow 45 days for fabrication and construction. If the initial design is rejected with request for revisions, it could possibly extend well beyond 60 days.
The POP is negotiable with the successful bidder.
21) Please confirm if IFC design is required. It is listed as N/A in the table of deliverables, but it required under section 3E within 30 days of 100% design review mtg which would completely burn the entire POP on design alone.
Not required—3E deleted in new SOW
22) Since this is a fencing project, please confirm the intent of the design submittals and what DAFB would like to see included. For instance, are civil dwgs required including a site survey, topos, etc.
No design submittals required other than that listed in the Table of Deliverables
23) What design is required for the concrete dead men at each gate? Are these simply intended to be concrete anchors for the wire or do they need to be designed to meet a min K rating with rebar, testing documents, etc?
24) Will inbound traffic need to use the North Gate at all?
All gate use decisions are made by Wing leadership.
25) Have any of the existing gates, posts or fencing been tested for LBP to see if that would be disturbed during demo and removal? If it is, how would this be handled on this contract?
No, please explain in your proposal (if necessary) how that would applicable to this project.
File details come from the government source that posted it.
