Section B: Description of the Supplies/Services Required
WichiTech Composite Repair Sets to replace non-repairable equipment which is no longer supported by the manufacturer. The current equipment has out-lived its recommended service life and is not repairable due to outdated technology. This equipment is essential for bonding metal and composite patches on C-5/C-17 aircraft structure, commonly referred to as a"Hot Bond".
Section C: Justification for Soliciting from a Single Source or Brand Name
436 MXS is requesting a brand name only purchase of WichiTech "Hot Bond" Composite Repair Systems and accessories manufactured by WichiTech Industries Inc. WichiTech Industries provides the only known Hot Bonder that does not require pneumatic air pressure to operate while also complying with Air Force Technical Order standards. This would eliminate the need for the purchase and repair of air/water separators, saving the Air Force an estimated $3,000 per separator unit plus subsequent repair costs. It would also eliminate the need to run pneumatic AGE equipment during repair operations, saving the Air Force support equipment delivery, repair man hours, as well as $26,125 in fuel costs per year. All existing repair systems and their accessories (i.e.: power cords and heat blankets) are not compatible between manufacturers, therefore, Dover AFB must select the same brand for all components. Additionally, the mandatory Air Force technical training program trains newly assigned personnel to operate the WichiTech brand equipment. Procuring a brand other than WichiTech would significantly increase manhours and manpower coordination for bonding metal and composite patches on C-5/C-17 aircraft structure, double the cost of accessories, double the storage space required, double the training time required of Aircraft Structural Maintenance Technicians, and would reduce interchangeability of spare parts.
Section D: Efforts to Obtain Competition
The contracting officer originally solicited for WichiTech brand name or an equal product. The solicitation process, plus extensive market research, showed that only the WichiTech brand could meet the minimum salient characteristics. At that time, the minimum salient characteristics were further scrutinized in a continued effort to obtain competition. However, due to the Air Force standards and standard operating procedures, the minimum salient characteristics could not be revised enough to avoid limiting competition.

Technology is constantly changing. Continuous market research will be conducted to identify other brands/products that can meet future similar requirements.
