Single Source Justification (FAR Part 13 Acquisition Below Simplified Acquisition Threshold)
Section A: General Contract Information
Contracting Activity: 436th Contracting Squadron Purchase Request/ Identification Number:
Project/Program Name: Aircraft Tow Mats Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
436th MXS requires a Mobi Mats/MM3C25 kit which is a portable roadway material used to create ground reinforcements and towing rescue pathways for the recovery aircraft. The product will be stored in a facility until needed for emergency situations and must be able to sustain a 10 year shelf life. The product will be transported to the incident site by a trailer and must be able to be moved manually in a single piece.
Section C: Justification for Soliciting from a Single Source
The Mats being requested are built by Deschamps Mat Systems. These Mats will accommodate the capability of recovering all aircraft stationed here at Dover AFB. The Mobi Mat's load bearing strengthening bars are installed every 15 cm (6"), and increase the load bearing capability of the ground while reducing rutting. Air Force requires, per AFOSH standards, each mat weigh no more than 200lbs to accomplish the task with two personnel. The Mobi Mats can be easily lifted and installed by two operators due to their low weight. The Mobi Mats have a patented tridimensional surface that provides additional grip, reduces traction efforts, and avoids the risk of secondary landing gear damage. The Mobi Mats have zero risk of puncturing the aircraft tires unlike metal counterparts, and are easily removed due to their size, shape, and weight.
The 436 MXS already possesses one set of Mobi Mats, but requires an additional to complete the kit. If a different manufactured portable roadway material is purchased, it could lead to aircraft slippage, and subsequent damage.
Section D: Efforts to Obtain Competition
Market Research was conducted via GSA Advantage. There is only one source available that can provide the mobi mats on GSA, a Mandatory Federal Supply Schedule. That one source is Deschamps Mats Systems Inc.
Section E: Steps to Preclude Future Single Source Awards
Restriction to competition will remain as long as the current standard for mobi mats exists throughout the Air Force.
If the Air Force decides to replace the entire system for any reason, then other brands can propose and accomplish effective competition. Continuous market research will be conducted to find new contractors that can provide this requirement.

Section F: Contracting Officer's Determination
I have determined, in accordance with 10 USC 2304(f) as implemented in FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
