About this file

This document is a Questions & Answers attachment providing clarification for a federal procurement opportunity involving shipping merchandise to Lajes Field in the Azores. The procurement is a new requirement with a 120-calendar-day delivery timeline to New Cumberland, Pennsylvania, after which the U.S. Government will manage shipment to the final destination in Portugal. Vendors are expected to manage shipping to New Cumberland, and the Government will coordinate internal logistics for transporting the items to Terceira Island. Customs documentation will be coordinated between the transitory agent and Lajes Field. The Government has determined delivery to the consolidation point is the most cost-effective solution, and vendors are invited to propose alternative solutions if they have them.

Attachment 3 – Questions & Answers

1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: This is a new requirement.

2. Should vendors include two separate shipping costs in the quote (one to New Cumberland, PA, and one to Lajes Field, Azores), or will shipping from New Cumberland to Portugal be handled by the government?

Answer: The Government has determined delivery to the consolidation point is the most cost-effective solution due to the size and weight of the required items. If there is a solution to this issue, please feel free to propose.

3. If our responsibility is only to deliver to New Cumberland, should the 120-calendar-day delivery requirement apply to that location, or to final delivery in Portugal?

Answer: The 120-day delivery requirement applies to New Cumberland. Once it’s delivered to New Cumberland, the shipment to Lajes Field will be handled by the Government.

4. If vendors are expected to manage the shipping to Portugal, how should this be coordinated in partnership with the New Cumberland facility?

Answer: Vendors are expected to manage the shipping to New Cumberland. Once the award is made, the Government will coordinate internally to ensure the shipment’s final destination is Lajes Field.

5. The merchandise is to be sent to Cumberland and then sent to Terceira Island to your installations. How will customs be processed? Is it treated between the agent in Cumberland and the transitory agent, or we treat the merchandise between the transitory in Portugal to be sent to Terceira Island?

Answer: All customs documents will be coordinated between the transitory agent and Lajes Field.
