86TH AIRLIFT WING (USAFE)
COMBINED SYNOPSIS/SOLICITATION
GENERAL INFORMATION
1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through:

2. This solicitation is for a Wideband HF/VHF Tactical Radio System in addition to delivery of all items. This acquisition is based on requiring the brand name L3Harris with a NAICS code of 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Complete specifications of each item required are attached to this solicitation as Product Description.
3. The Government intends to award a Firm Fixed Price contract IAW FAR 16.202. A single source justification document prepared IAW DAFFARS 5313.106-1(b) is attached. This solicitation will result in a single award. Please be advised that this RFQ in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation. Vendors must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for award.
4. To ensure timely and equitable evaluation of the quote, the offerors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result an offer being ineligible for award. The response shall consist of two (2) separate parts: PART I- Price Quote, PART II- Technical Acceptability.
4.1. Price Quote Instructions: Vendors are requested to use Attachment 2 – Price Schedule to submit their unit prices and total amount or any other format if the unit price for each contract line item (CLIN) and the TOTAL PRICE are provided in a clear and legible manner. Price shall be submitted in USD currency.
Quotes in any other currency are not accepted, and the quote will be considered ineligible for award.
4.2. Technical Acceptability Instructions: The Government is soliciting all items with the brand name L3Harris. Each item shall demonstrate that it meets the salient physical, functional, and performance characteristics IAW attached Product Description. Vendors shall clearly indicate in their submission that they are fully capable of providing and shipping all items to New Cumberland consolidation point. All items must be received 294 calendar days after award date.

THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION
Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Products and Commercial Services (September 2023)
Clarification of language used. This solicitation is a request for quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean "quote," the word "offeror" or “vendor” shall mean "quoter," "contract" shall mean "purchase order" and “item” shall mean “product.”
To ensure timely and equitable award process, interested Quoters must follow the instructions contained herein. Quotes must be complete, self-sufficient and respond directly to the requirements of this solicitation. Quoters are required to meet all solicitation terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors. Quoters must also acknowledge all amendments. Failure to meet any requirement may result in a quote being ineligible for award.
Vendor Information: Please fill the vendor information table above and submit this document along with your quotation.
Price instructions. Quoters can use Attachment 2 of this solicitation to submit their unit prices and total amount or any other format if the unit price for each contract line item (CLIN) and the TOTAL PRICE are provided in a clear and legible manner. Prices must be submitted in USD; quotes in any other currency will be considered ineligible for award.
Technical instructions. A complete product description is included as attachment one (1) to this solicitation. When presenting quotes, illustrative literature shall be included to enable the Government to evaluate the compliance of the items with the minimum salient characteristics specified in this attachment.
The Government is soliciting items based on brand name L3Harris. Each item must be clearly identified by brand name, if any and make or model number. Descriptive literature shall be used to demonstrate that the items meet the salient physical, functional, and performance characteristics IAW attached Product Description. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. There is no page or attachment limit for demonstration of technical capability.
Solicitation questions. Any solicitation questions may be submitted electronically up to 10:00AM local time on Monday, 10 February 2025. If required, responses to these questions will be publicly posted as an amendment to this solicitation, prior to the quote submission deadline.
Submitting your quote. Quotes must be submitted to the following three email addresses:

Upon submission of quote, please acknowledge any amendments if applicable and provide confirmation that your SAM registration is currently active, signifying that you are in compliance with annual representation and certification requirements.
It is not the Government’s responsibility to ensure that quotes arrive in a timely manner. Government will respond to all submissions to acknowledge receipt of quotes. If a response is not received, it is the Quoter’s responsibility to contact a Government’s point of contact provided on page 1 of this solicitation before the submission deadline.
Vendors are cautioned to submit all the information, in the specific format requested. The Government reserves the right to conduct interchanges with some, all, or none of the vendors. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (NOV 2021)
Quotes will be evaluated IAW FAR 13.106, which will be based on price and technical capability.
Price factor. The quoted price will be determined by the total price provided in the pricing schedule. All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount.
Technical factor. The vendor shall provide a complete description and specifications of the items included in the quote. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same end result as the solicited specifications. The technical ratings are below:
ACCEPTABLE Quoted items clearly meet the minimum requirements of the solicitation.
UNACCEPTABLE Quoted items do not clearly meet the minimum requirements of the solicitation.
Award process. The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation, on a name brand basis, to the responsible offeror who provides the lowest priced, deemed technically acceptable. The evaluation process will go as follows:
a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.
b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.
c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
