SOLICITATION DATE: 14 August 2024
SUBJECT: DASR Testing Equipment, at Lajes Field, Azores, Portugal.
SUBMISSION DEADLINE: Quotes for this solicitation must be submitted electronically by Friday, 30 August 2024, 2:00PM local time. Contents of quotes must adhere to the requirements outlined in the addenda to FAR provisions and additional information provided within this solicitation.

1 – General Information This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this document. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 12. This solicitation document and incorporated provisions and clauses are those in effect through:
Federal Acquisition Circular 2024-05, effective 22 May 2024 Defense Federal Acquisition Regulation DPN, effective 29 July 2024 Department of the Air Force Federal Acquisition Regulation Supplement, effective 12 June 2024
This procurement is unrestricted. For informational purposes, the North American Industrial Classification System (NAICS) code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
IAW FAR 16.202, the Government intends to award one Firm Fixed-Price contract to the quoter that provides the lowest priced, technically acceptable quote. Quotes are required to be submitted using the quoters standard quote format to be considered for award.
2 – Requirement Information
2.1. Description: This is a brand name commercial commodities requirement to provide DASR Testing Equipment at Lajes Field, Portugal.
2.2. Requirement: The purpose of this contract is defined in the table below.
3 – Schedule
The unit price for each contract line item (CLIN) and the TOTAL PRICE must be provided in a clear and legible manner.
Prices must be submitted in USD currency; quotes in any other currency are not accepted and the quote will be considered ineligible for award.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (November 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Price and Technical.
Quoters shall provide specification sheets from the manufacturer for the quoted IFF45TS and FieldFox. In addition, quotes shall include the manufacturer and part number for each item and accessory in an itemized format. The information submitted must be sufficient for the Government to assess the technical capability to perform as required.
Award process. The Government intends to award to the lowest priced technically acceptable quote. The evaluation process will go as follows:
a) The Government will rank all quotes by total evaluated price, from lowest to highest, and award to the lowest priced quote that meets the technical requirements.
b) If the lowest priced quote does not meet the qualification requirements the following lowest priced quote will also be evaluated. This process shall continue until two quotes meet the requirements.
c) To be eligible for contract award, vendors must be registered in the System for Award Management (SAM), (End of Addendum)
