Request for Quotation Mobile Air Compressor
Lajes Field, Terceira, Portugal 17 April 2024
GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial products prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through:

This procurement is a full and open competition, with a NAICS code of 333912 – Air and Gas Compressor Manufacturing. The Government intends to award a Firm Fixed Price contract IAW FAR 16.202 to the Quoter that provides the most advantageous price to the Government, while meeting the technical requirements described in Attachment 1, Product Salient Characteristics and adhering to the terms of this solicitation. A single award will be made as a result of the evaluation of the quotes received, to the offer who submits the lowest priced, technically acceptable quote.
Please be advised that this RFQ in no manner obligates the Government to award as a result of this solicitation.

Contents of quote must adhere to the requirements outlined in the addenda to FAR provision 52.212-1 below and additional information provided within this solicitation. Quotes must be valid until 31 July 2024.

REQUIREMENT INFORMATION
DESCRIPTION: 765 ABS/CONF/PKA has a brand name or equal requirement for a mobile air compressor. The product must be a Bauer dual drive trailer mounted compressor system or equal, as illustrated in Attachment 1 – Product Salient Characteristics. All items must be shipped directly to Lajes Field - AZORES PORTUGAL. The ultimate delivery date of this action should not exceed 150 calendar days and shall accommodate for all action milestones, to include the completion of the onsite OCONUS training.
ATTENTION: Commercial shipping is to a remote location. Submission of quote must include shipping costs.

THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION
Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Products and Commercial Services (Sep 2023)
Clarification of language used. This solicitation is a request for quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean "quote," the word "offeror" or “vendor” shall mean "quoter," "contract" shall mean "purchase order" and “item” shall mean “product.”
To ensure timely and equitable award process, interested Quoters must follow the instructions contained herein. Quotes must be complete, self-sufficient and respond directly to the requirements of this solicitation. Quoters are required to meet all solicitation terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factures. Quoters must also acknowledge all amendments. Failure to meet any requirement may result in a quote being ineligible for award.
Price instructions. Quoters shall use the pricing schedule table provided on page 2 of this solicitation to submit their proposed prices. The CLIN unit price and the TOTAL PRICE must be provided in a clear and legible manner. Prices must be submitted in USD; quotes in any other currency will be considered ineligible for award.
ATTENTION: Commercial shipping is to a remote location.
Technical instructions. Complete description is included as attachment one (1) to this solicitation.
When presenting quotes, illustrative literature shall be included to enable the Government to evaluate the compliance of the items with the minimum salient characteristics specified in this attachment. Page limit is 5 pages total. The Government is soliciting items based on brand name Bauer dual drive trailer mounted compressor system, however, quotes of other brands will be considered if the item’s description reflects the characteristics and level of quality that will satisfy the Government's needs. Each item must be clearly identified by brand name, if any and make or model number. Descriptive literature shall be used to demonstrate that the items meet the salient physical, functional, and performance characteristics IAW attached Product Salient Characteristics. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. There is no page or attachment limit for demonstration of technical capability.
Provide a confirmation statement that your company can provide maintenance/repair assistance, if required, at Lajes Field - AZORES PORTUGAL.
Solicitation questions. Any solicitation questions may be submitted electronically up to 2:00pm local time on Tuesday, 23 April 2024. If required, responses to these questions will be publicly posted as an amendment to this solicitation, prior to the quote submission deadline.
Submitting your quote. Quotes must be submitted to the following three email addresses:
jovita.salvador.pt@us.af.mil, claudia.silva.pt@us.af.mil; and 65conf.lgc.all@us.af.mil no later than 2:00pm local time on Monday, 17 May 2024. Upon submission of quote, please acknowledge any amendments if applicable and provide confirmation that your SAM registration is currently active, signifying that you are in compliance with annual representation and certification requirements.
It is not the Government’s responsibility to ensure that quotes arrive in a timely manner.
Government will respond to all submissions to acknowledge receipt of quotes. If a response is not received, it is the Firm’s responsibility to contact the Contracting Officer, or the organization inbox provided on page 1 of this solicitation before the submission deadline.
Vendors are cautioned to submit all the information, in the specific format requested. The Government reserves the right to conduct exchanges with some, all, or none of the vendors. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes.
AVAILABILITY OF FUNDS
Notice to Offeror: Depending on funds availability Government will award none, some or all the items solicited. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any preparation costs.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (Nov 2021)
Quotes will be evaluated IAW FAR 13.106, which will be based on price and technical capability.
Price factor. The quoted price will be determined by the total price provided in the pricing schedule.
All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount. Adequate price competition is expected. In the event adequate competition does not exist, the CO may also obtain additional information from the vendor, to determine the reasonableness of the quoted prices.
Technical factor. The vendor shall provide a quotation the same or comparable to Bauer. If comparable items are offered, the item descriptive literature IAW FAR 52.214-21, shall be sent to assess technical acceptability. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end result as the solicited specifications.
The vendor shall have the capability to provide maintenance/repair assistance, if required, at Lajes Field - AZORES PORTUGAL and provide a statement confirming it.
The technical ratings are below:
ACCEPTABLE Quoted items clearly meet the minimum requirements of the solicitation.
UNACCEPTABLE Quoted items do not clearly meet the minimum requirements of the solicitation.
Award process. The Government intends to award to the lowest priced, technically acceptable vendor. The evaluation process will go as follows:
a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.
b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.
c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
