About this file

This is an antiterrorism awareness pamphlet distributed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office to contractors working on the base. The document provides contractors with guidance on recognizing potential terrorist threats and suspicious activity in the Global War on Terrorism context.

The pamphlet outlines key awareness indicators contractors should monitor, including surveillance activities (unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles, repeated passing vehicles), elicitation attempts to gather information about military operations and capabilities, security tests to probe physical barriers, acquisition of controlled supplies, and deployment of assets positioning. It defines three categories of potential terrorist victims: by association (wrong friends in wrong place/time), by location (wrong place at wrong time), and by opportunity (random circumstance at soft targets). The document establishes Force Protection Condition (FPCON) levels—Normal, Alpha, Charlie, Bravo, and Delta—with corresponding security posture increases and response requirements. Contractors are instructed to report suspicious activity to the 87th Security Forces Squadron at (609) 754-6001 or (609) 754-6001 for cell phones, with landline emergency dial 91-1. When reporting, contractors must provide their name, company name, specific location with building details, and callback phone number, then remain in contact with Security Forces until directed to move by authorized personnel via the Emergency Control Center.
