Q&A:

RFQ Notice ID FA448424Q0005

Catholic Religious Education Coordinator

Questions that may be of general interest of all offerors will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the offerors for information purposes only.

Q1. What is the past award contract number?

A. FA448419PA008

Q2. When is the anticipated release date for the contract award?

A. At this time, an award date is not known.

Q3. Is there a current incumbent for this contract, and are they registered in sam.gov?

A. Yes. Contractors must have an active registration in System for Award Management

(SAM) in order to be eligible to be awarded a Department of Defense (DoD) contract.

Q4. Are there any volunteers currently providing services at the base chapel?

A. Yes. We have a large team of volunteers providing a variety of services at the base chapel. Part of the role of the Catholic Coordinator is to manage the volunteers and equip them to participate in the ministries of the Chapel. As far as the tasks of the coordinator position itself, the priest is currently performing those tasks on top of his duties as priest because there are multiple tasks that cannot be left to volunteers to perform.

Q5. Is there an incumbent in place? If so, please provide the contract award number, awardee name and amount of the contract.

A. Yes.

B. Contract number: FA448419PA008

C. Awardee/Vendor Name: Daniels, Kristal M

D. Total cost of contract: $136,491.24

Q6. Can you tell me if the 2 hours of service required for Sundays should be added to the quote to reflect a total of 26 hours per week?

Per the PWS page 6, the following is stated:

"6.1.1 Contractor must work in the office a minimum of 24 regularly scheduled office hours per week during normal duty hours, 0730-1630 on Monday - Friday, and on at least three (3) different weekdays: mandatory Mondays/mandatory Tuesdays and third day of the week during normal duty hours as collaborated with and approved by the Catholic Chaplain. Office hours must be collaborated and approved by the Catholic Chaplain within 14 days of contract start date or employee replacement. Office hours include coordination, meetings, consultation, and program planning.

6.1.1.1 In addition to office hours, contractor must fulfill RE class requirements on Sundays, 0830-1030, during the months of September through May."

A. The two hours on Sunday are part of the 24-hour total. The contractor does not have to work 8-hour days (3 days, 8 hours per day). Instead, the contractor may break up those hours throughout the week based on the needs of the program and the Catholic Chaplain. For example, the contractor would work 2 hours Sunday and could break up the remaining 22 hours into 2 six-hour days and two 5-hour days.

Q7. Are remote work opportunities available?

A. No. The job requires interaction in person and coverage at the chapel. There may be some rare instances of accomplishing work remotely, but those would be few and would have to be coordinated with the Catholic Chaplain.

Q8. Per the answer to question Q4: “As far as the tasks of the coordinator position itself, the priest is currently performing those tasks on top of his duties as priest because there are multiple tasks that cannot be left to volunteers to perform.”

Being that the priest is currently performing the tasks the coordinator is expected to assume, but there is an incumbent in place. Is the coordinator being sought an addition to the incumbent (an extra person) to cover duties the incumbent is not responsible for OR will someone be covering responsibilities inclusive of what the current incumbent is performing and what the priest is trying to pass along?

A. I need to clarify this answer. Initially, when I answered Q4, I had in mind our

Catholic Parish Coordinator job which is currently vacant. The Religious Education

Coordinator position is currently filled. That person is covering all of their required duties. I apologize for the misunderstanding and confusion on my part. So, to be clear, the current contractor is fulfilling all of the requirements of the Religious

Education Coordinator position.
