IVC VIDEO SECURITY SURVEILLANCE SYSTEM

JOINT BASE MDL

20 SEPTEMBER 2018

SOW QUESTIONS:

1. Please advise if Davis – Bacon act rates are applicable to this project? YES

2. Please confirm that all new IVC Thermal Imaging cameras and Up-View cameras (all of which require 120-V power) can be powered from the nearest existing power source identified in the SOW Section 4.4? YES

3. Please advise if MC is acceptable to be installed for the 120-v power requirements if concealed within ceilings & walls and exposed in electric & tele-data room without conduit? YES

4. Please advise if EMT with raintight fittings and liquid tight flexible metal conduit and fittings is acceptable in exposed exterior locations for 120-V power and data cabling. YES

5. Please advise if new data cabling can be concealed within ceilings & walls and exposed in tele-data room without conduit? YES

6. Please confirm that the contractor can re-use all existing infrastructure and cabling at all existing camera locations where new cameras will be installed as identified in the SOW Section 4.4? YES

7. Please confirm that the Government certifies that all existing infrastructure and cabling at all existing camera locations is operational and in good working condition. YES

8. Please confirm that a new single mode fiber cable pair with LC connectors will be installed by the Government from inside the building to the flight line pole collocated at Building 1821? YES I will submit the Work Order on Monday, Also was power identified for the media convertors?

9. Please confirm that the PTZ cameras identified in the spreadsheet at Buildings 1821, 1757, 3336 and HCLA are deleted from this project and that only Thermal Imaging cameras will be installed at these locations? Yes, this is correct.

10. Please confirm that Building 3010 does not exist and that this PTZ camera is deleted from this project? YES However the correct BLDG # is 3210 and the camera should be installed in this location

11. Please confirm that all new camera locations require Cat6 plenum-rated cabling? YES installed IAW BISCI Standards.

12. Please confirm that SOW Section 3.4.1 can be deleted in its entirety and that EMT with raintight fitting and liquid tight flexible metal conduit and fittings are acceptable in exposed exterior locations for data cabling and 120-V power? YES

13. Please confirm that EMT is required for all 120-V power when exposed inside buildings? CES

14. Please confirm that any Cat6 data cabling exposed within a building (but it is not subject to physical harm) does not require conduit? Confirmed.

15. Please confirm that the contractor can store an aerial work platform and other work vehicles (as required) on the installation on a continual basis throughout the duration of the project. Storage area to designate by the Government.Yes, SFS will work with the contractor to allow them storage on base.

16. Please confirm that as per SOW 5.1 removing an existing camera and replacing with the new camera is considered being a service interruption and that this must be scheduled in advance as described in this article of the SOW. Yes, SFS needs to know if the camera system goes down or roads need to be closed with 72 hours advanced notice or a schedule provided.

17. Please confirm that any hammer-drilling or core drilling required can be done during the normal work hours of 0700 – 1530? Yes, this shouldn’t be a problem. We ask that the contractor please provide a schedule of work to be complete and revise and publish when necessary.

18. Please confirm that the contractor can place an aerial work platform or other work vehicles near buildings, gates and other structures as the project progresses and will not be delayed or deterred from completing the work progress due to location restrictions (while complying with Government security rules and procedures). Contractor needs to provide SFS 72 hours advance notice of road/area interruption.

19. Please confirm that the contractor will be permitted to complete the work in a timely, contiguous manner that follows an agreed-upon schedule which will be submitted prior to work commencement. If the contractor experiences excessive delays for reasons beyond our control, the excessive time delayed will be communicated to the COR and will billed separately as appropriate.

Contractor will need to follow all required security processing. SFS/government cannot be responsible if contractor is unable to process through the base for security and legal reasons. Contractor should allow for extra time in the morning for commercial vehicle processing.

20. Please confirm that the exact camera placement for all new locations will be field-verified during the pre-installation process following the general locations identified during the on-site survey. Placement has been identified in the Site visit with the contractor, revised on Attachment 1. If the contractor has any further questions, please contact SFS.

21. Please confirm that the Government is providing all network infrastructure to include, but not limited to: network switches, network servers, network storage and uninterrupted power supplies. YES However the Contractor will have to provide media convertors for the Thermal Camera at BLDG 1821

22. Please confirm that the contractor is solely responsible for: camera installation, camera cabling, camera software, camera licensing, camera commissioning and training only.

Yes, additionally, integration and storage and ensuring that all cameras are working through the government provided infrastructure.

23. Please confirm that the Government will not restrict the contractor from timely access to the video system servers required to complete all commissioning of cameras and storage. Confirmed, However Contractor needs to provide three days prior notice

24. Please confirm that the Government has been advised of the minimum workstation specifications required for operators to view multiple High Definition cameras across the NIPRNET. No, the government has not been advised.

25. Please confirm the Period of Performance? The intended period of performance is 12 months, while the government has the rights to

26. In reference to SOW Section 1.3.2., please advise what the Government considers existing assets that need to be compatible with the new video system? Previous camera installations.

27. Please advise what bid submittal document(s) are required by the Government to satisfy the solicitation? Preferred quotes per building, proposed milestone plan

28. In reference to SOW Section 7.0, please confirm that the Government is requesting On-Site Support pricing in lieu of standard hardware warranty? Please be advised that standard hardware warranty is Return To Factory for one year and is included with camera purchase. SFS/CONS From an SFS standpoint, warranty is needed for the cameras, to the extent of who would need to take down and repair and transport would need to be answered by CONS

29. Please advise if the Government is interested in extended warranty or on-site support? Not at this time.

30. Please provide photos for the following locations: Bldg 1757, HCLA.

We will provide photos once approved by base leadership.

September 21 Questions

1.The contractor can re-use all existing infrastructure and cabling at all existing camera locations where replacement cameras will be installed as identified in the SOW Section 4.4?
Yes, the contractor can reuse existing infrastructure.
2.The Government certifies that all existing network infrastructure (switches, Cat5/6 cabling and fiber) and cabling at all existing camera locations is operational and in good working condition. Yes, the all the locations have AFNET present.
3.The Government confirms that all network switches at each existing and new camera locations has enough available ports to support the numbers of cameras required at each location. Yes, this was confirmed by Comm on the site visit.
4.Where possible, the contractor can re-use all existing camera mounts for fixed or PTZ cameras. Yes, this is acceptable.
5.The Government has identified that all existing PTZ cameras require corner mount brackets. Yes, this was confirmed by SSgt Lombardi and Comm during the site visit.
6.The Government confirms that all new interior and exterior fixed cameras are bullet-type models. Yes, this will be the standard.

7. The existing network infrastructure at Gate 68 (switches, Cat5/6 cabling and fiber) is operational and in good working condition and the contractor is only required to remove and replace (2) fixed cameras with (2) new fixed cameras. This is not known due to not being able to test, but if it does not work, the government will accept as long as the camera works. We had an issue with terminating the cable during the last camera upgrade at the 68 Gate. The Contractor will have to run the CAT 6 or Fiber cabling for the two new cameras and terminate the cabling to the network switch in the gate house.

8. Please confirm that Building 3201 does not exist as listed on the spreadsheet and that PTZ and fixed cameras are deleted from this project? Yes, this is correct.

9. Please confirm that Building 2301 requires (11) interior fixed cameras and not (12) as listed on the spreadsheet? Yes, this is correct.

10. Please confirm that that any new exposed Cat6 cabling can be installed where there is existing exposed data cabling installed and not subject to physical damage? Yes, this is acceptable.
