TERPS Tree Removal Questions

FA4484-18-Q-0013

1. Is an Erosion and Sedimentation Control Plan required for this work and, if so, is that the responsibility of the contractor to prepare?

a. Yes, an erosion control plan is required. The plan must be prepared by a professional engineer.

2. Is a county permit required for this work and, if so, is that the responsibility of the contractor to purchase/obtain?

a. Yes, it is the contractors responsibility.

3. When will the contract be award?

a. The contract will be awarded before end of the government’s fiscal year, which ends

September 30.

4. Will working on weekends be permitted?

a. No, working on weekends is not permitted unless prior coordination has been approved by the COR.

5. Is chipping or grinding permitted off site?

a. Yes, the contractor may remove or transport waste/debris to offsite location. If the contractor chooses to chip/grind onsite however, all chips/grindings and any other debris, roots, stumps, branches, etc., must be removed and properly disposed of before seeding process.

6. Do current stumps need to be grubbed?

a. Yes, current stumps/roots will need to be grubbed. (completely removed)

7. Who will determine the mixture of seed for the area?

a. USAF AMC 787 CES CEIEA Chief, John Joyce.

8. Would it be possible to request a copy of the Burlington county conversation district certificate of specifications for this requirement? After calling the Burlington County Conversation office, there should be a certificate of compliance already filed for this project stating the required seed, fertilizer and mulch specifics

a. After talking with Burlington county official (Robert Reitmeyer), the cert. of compliance or report of compliance will be done after the permit is issued from the Burlington County Soil Conservation office, upon completion of job. For inspection of soil erosion and seed establishment.

9. What is the timber mix/type of wood within the 27.5 acres?

a. Oak, maple, pine, locust, cherry, sassafras.

10. What a the preferred access roads for equipment and truck to travel in and out of Joint Base MDL?

a. The site is best accessed by Rt. 530 Trenton Rd. And is located outside of cantonment area so no gate access or passes are required in this location.

11. In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the Tree Removal project? If this requirement is a services or supply contract (not construction), please indicate so and disregard this request for magnitude.

a. This is a service contract so FAR 36.204 does not apply.

12. Can you please advise what seed mix is required to be used?

a. Switchgrass.

13. Can the government, please clarify what kind of references it will be required? Do you need POC information? Previously contract number?

a. POC information.
