QUALITY ASSURANCE SURVEILLANCE PLAN
TO
PROVIDE PREVENTIVE MAINTENANCE, SERVICE AND REPAIR OF MANLIFTS
LAKEHURST, NEW JERSEY
INTRODUCTION. This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate the Contractor's actions while implementing this Performance Work Statement (PWS). This document is designed to provide an effective surveillance method of monitoring the Contractor's performance for each listed objective on the Service Delivery Summary (SDS), in the all management, tools, supplies, equipment, and labor necessary to provide preventive maintenance, inspections, service and repair of man lifts located at Joint Base MDL, Lakehurst, New Jersey. The scope of work includes, but is not limited to: preventive maintenance, inspections, and servicing of the man lifts listed in Paragraph 1.1, and Appendix B , in accordance with manufacturer’s specifications and American National Standard Boom-Supported Elevating Work Platforms (ANSI/SIA), Occupational Safety and Health (OSHA).
The Contractor shall perform inspections, overhauls, and repairs of all systems and accessories, listed under this contract, including field service that provides, but not limited to annual oil, filters (oil and air) and coolant changes, shop repairs, maintaining proper levels of coolants, oils and lubricants. All testing and certifications shall be scheduled and coordinated with the Contracting Officer’s Representative (COR).
The QASP provides a systematic method to evaluate the services that the Contractor is required to furnish.
This QASP is based on the premise that the Government requires a quality standard in the preventive maintenance, service and repair of man lifts. This QASP is the best means of achieving that objective.
The Contractor, and not the Government, is responsible for the management and quality control actions required to meet the terms of the preventive maintenance, inspections, service and repair of man lifts. The role of the Government is quality assurance to ensure contract standards are achieved.
In this contract the quality control program is the driver for product quality. The Contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program provides the measures needed for the Contractor's success. Once the quality control program is developed, a careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
