1. Place of Performance
The services stipulated in this Statement of Work shall be performed at the McGuire and Dix
Chapels, buildings 2503 and 5240, Joint Base McGuire-Dix-Lakehurst, NJ 08641 or within the confines or as directed by the Senior Faith Group Chaplains in support of the Service.
Contractor Supervision
The U.S. Government will not supervise the contractor in any manner.
Continuity of Service
The contractor shall be responsible to locate and arrange for a suitable replacement if prime contractor is not available for any required service(s). The contractor shall be responsible to ensure the replacement can perform subject services as called for in the Statement of Work.
The substitute must meet or exceed the qualifications of the Prime Contractor. The
Protestant/Catholic Chaplain will determine the acceptability of substitute personnel.
Performance during a Crisis
Performance during a crisis declared by the President, Secretary of Defense, or overseas combatant commander: Provide 24-hour contact, and comply with all provisions of this
Statement of work during crisis declared by the President, Secretary of Defense, or overseas combatant commander. Workloads may significantly increase during wartime contingencies as directed by the contracting officer.
Background Check
a. All personnel under this contract must complete a positive background investigation as specified herein and by DoDI 1402.5.

2. Period of Performance and Work Hours
1. Services will be performed during the period 30 September 2014 to 29 September 2015 with 4 option years in support of the Joint Base McGuire-Dix-Lakehurst Chapel Program.
2. In the event of inclement weather, contractor will refer to 609-754-BASE and Chapel personnel for base closure information and/or procedures.
3. Work Hours
a. A minimum of one scheduled performance per week and one scheduled rehearsal per week. To include any special rehearsals, memorial services, Christmas and Easter seasonal services; as required in writing by the Senior Protestant or Catholic Chaplain or his/her designate.
3. Description/Duties & Responsibilities
1. The director of music will provide the necessary support to facilitate worship music at the
Protestant and Catholic Service.
2. Programming will emphasize music within the Protestant or Catholic tradition, as directed by the Senior Faith Group Chaplain.
3. Characteristics of the Music Program
a. This position supports the worship component of the Protestant/Catholic and Mission statements as identified by the Protestant and Catholic Advisory Council and authorized by the Senior Faith Group Chaplain. The Music Program will meet the needs of a diverse multi-denominational Protestant/Catholic Community.
b. The music program will be designed to provide appropriate music ministry within the
Protestant/Catholic worship setting.
c. The Senior Faith Group Chaplain is solely responsible for all activities conducted during worship, including music. At no time will the director deviate from programmed activities without the permission of the Senior Faith Group Chaplain.
4. The nature of the work requires active participation in the Protestant/Catholic community at
Joint Base McGuire-Dix-Lakehurst.
5. Specific tasks: The Contractor shall:
a. Direct all worship music at the Protestant/Catholic services, Joint Base McGuire-Dix-
Lakehurst chapel as instructed by the Senior Faith Group Chaplain.
b. Select the music to be performed in coordination with the Senior Faith Group Chaplain or his/her designate.
c. Submit requests for music resources to the Senior Faith Group Chaplain or his/her designate for approval.
d. Observe all safety and security requirements at the designated facility.
e. Ensures that newly acquired music is properly cataloged, identified and filed.
f. Provide personal arrangements and compositions for the choir to match their capabilities.
g. Monitor chapel musical instruments. Advise the chaplain in charge of the service of any needed repair, preventative maintenance, or replacement.
h. Ensure that chapel equipment used outside the chapel facility for chapel sponsored programs is signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures are taken for the period the equipment is outside the chapel.
i. Recruit and train choir members in technique and musical notation. When appropriate, arrange for the choir to participate in clinics, workshops and basic music education instruction opportunities.
j. Request logistical support using established AF and chapel policies and procedures.
k. Coordinates all music activities with the Senior Faith Group Chaplain.
l. The contractor will ensure that all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Service Support Personnel are not present.
m. Research and organize selections to become familiar with music on hand.
n. Plan the year’s music and calendar in accordance with the guidelines set forth by the
Senior Faith Group Chaplain. Assist in selecting hymns and other music in the
Protestant/Catholic tradition when requested by the Senior Faith Group Chaplain.
o. Organize and direct informal efforts to familiarize congregation with new and alternative music as presented in the Protestant/Catholic tradition.
p. If necessary and with the approval of the Senior Faith Group Chaplain, coordinates and cooperates with the service musician on music selection, rehearsal, and performance.
q. Provide choir support for military and civilian community events as an outreach.
r. Contractor shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.
s. While in the performance of their duties, must wear appropriate professional business attire. Must present a neat and clean image.
t. Other related duties as assigned.
4. Qualifications
Documented evidence of the following is preferred: An undergraduate degree in music with an organ proficiency in Protestant/Catholic music and able to direct and accompany a
Protestant choir OR a minimum of five years’ experience in leading a congregation and choir on the organ in Protestant/Catholic music.
1. Volunteer experience and/or documented musical abilities are prerequisites.
2. Demonstrate a commitment to and a familiarity with the Christian faith as practiced in the Protestant/Catholic tradition.
3. Possess high competence in organ and piano techniques, music selection, and ability to accompany choirs, other musicians and congregational singing.
4. Ability to coordinate music decisions with the Senior Faith Group Chaplain to ensure appropriate music is provided for worship.
5. Highly effective communicator, skilled in conflict resolution and working with adults, ability transpose rhythmic accuracy, music sensitivity, and appreciation of liturgical aesthetics.
6. The Contractor will provide any contractor specific supplies and equipment to include:
a. Personal transportation
b. Contractor preferred or specific office equipment or supplies
c. The Contractor will provide the personal skills, training, competency attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW).
5. Contractor will not perform the following tasks:
a. Receptionist duties.
b. Tasking(s) received from anyone other than the Protestant/Catholic Chaplain or his/her designee. This includes tasking from other Joint Base Mission Partners not coordinated through the Protestant/Catholic Chaplain.
c. Fill out forms for other contractors or volunteers. The contractor may assist in filling out purchase requests electronically for volunteers without access to government computer system.
6. The Contractor shall provide any contractor specific supplies and equipment to include:
a. Personal transportation
b. Contractor preferred or specific office equipment or supplies
c. The Contractor will provide the personal skills, training, competency attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW).
Have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.
7. Program Specific Government Furnished Property and Services
The chapel will provide reasonable programming, and storage space to include scheduled access to the required chapel facilities
a. Storage space as available and negotiated for through the Senior Faith Group Chaplain, (storage space priorities are set by the senior chaplain and chapel NCOIC).
b. The chapel will provide necessary program specific supplies and equipment as negotiated for through the Senior Faith Group Chaplain. Supplies and equipment can include:
i. Tuned instruments for performances and rehearsals
ii. Budget support for purchase of music and musical supplies
