McGuire Locations:

Main Gate Entrance- located on McGuire Boulevard at the intersection Wrightstown-Cookstown Road and Defense Access Highway. The main gate entrance system consists of four (4) “Phalanx” Style Barrier (PSB) and two (2) “Catsclaw” Tire Shredder (CCTS) installed below pavement grade that deploy within seconds upon activation.

Commercial Truck Entrance Gate 9- located 2.5 miles northwest of the main gate entrance off of Saylor Pond Road. The gate 9 entrance system consists of two (2) “Phalanx” Style Barriers installed below pavement grade that deploy within seconds upon activation.

Lakehurst Locations:

Main Gate Entrance- located on Route 547 approximately 0.75 mile north of the Route 70 and Route 547 intersection. The main gate entrance consists of two (2) DAB systems for each direction of traffic flow.

Commercial Truck Entrance- located on Route 547 approximately 1.25 miles north of the Route 70 and Route 547 intersection. The commercial gate entrance consists of two (2) DAB systems for each direction of traffic flow.

1.1 BASIC SERVICE. The PSB, CCTS, and DAB systems consist of mechanical, electrical, hydraulic, and control systems. The contractor shall maintain and inspect all barrier systems per manufacturer’s operations and maintenance requirements. Contractor shall perform all repairs as needed and in accordance with commercial standards and practices.

1.2 INITIAL ASSESSMENT: All barrier systems were activated in Jan 14 and fully operational in Aug 12. The contractor will be responsible for the initial inspection, maintenance and certification of operability at the four locations. If repairs are required, the contractor will submit an estimate for the repair to the COR to include hours and parts for approval.

1.3 MAINTENANCE AND INSPECTION SERVICES. The contractor shall inspect and maintain the barrier systems to include but not limited to: barrier hardware and components, tire shredder blade pads and components, drive motor units, hydraulic tanks, hydraulic valves, hydraulic lines, electrical wiring, electrical conduits, batteries, unit heaters, housing pits, control panels, programming, LED indicators, traffic lights, siren and all associated components.

The contractor shall strictly adhere to the manufacturer’s monthly and annual maintenance / inspection schedules. Reference Appendices A, B and C. Scheduling the maintenance and inspection services shall be mutually agreed upon by the Contract Officer Representative (COR) and the contractor. The scope of work does not include equipment foundations, roadway surfaces, or subsurface conditions. The intent of this work is to maintain and repair actual barrier system equipment.

NOTE: For Environmental Reasons, Vegtable based hydraulic fluid must be used.

1.4 SERVICE CALLS. The contractor shall not be compensated for repeated responses to service calls that are not repaired correctly the first time. In the event that the barriers, tire shedders or drop arm barriers are activated due to an operational failure, the Government reserves the right to power down the system in order to restore the deployed barriers and tire shedders to street level grade or the drop arm barriers to an upright position for normal vehicular traffic flow. The contractor shall respond to service calls within one (1) business day upon notification by COR or Contracting Officer (CO).

1.5. REPAIRS. The contractor shall coordinate the repair of all mechanical / structural / electrical / control deficiencies as a result of service calls and the inspection / maintenance with the COR.

The contractor shall absorb the labor expenditure. The contractor shall ensure all minor repair work is completed within two (2) days of COR approval; however, the contractor is encouraged to keep equipment downtime to a minimum. The contractor shall provide a written report to include but not limited to: mechanical / electrical / control / safety deficiencies found, actual parts replaced, parts cost, and man hours per repair. A copy of the repair report shall be provided to the COR.

1.5.2. MAJOR REPAIRS. If the repair work is between $100.00 and $2,500.00 in total costs, the contractor shall provide a written repair cost estimate to the COR within two (2) business days of finding the deficiency requesting authorization to proceed. The written repair cost estimate shall include, at a minimum, the following: the estimated cost of material, the labor hours needed to complete repairs, and the projected time the equipment will be out of service. The contractor shall be financially compensated for material and labor costs only if COR authorization is granted. At no time shall work in excess of $100.00 be completed without COR approval.

If the work exceeds $2,500.00 in total costs, the contractor shall provide a written repair cost estimate directly to the CO only (not to the COR) within two (2) business days of finding the deficiency unless authorized otherwise. The security entrance barrier systems are located on high volume roads necessitating that the contractor, in conjunction with Security Forces, to restrict vehicular traffic flow according to standard industry requirements. If possible, all routine maintenance and repair actions shall be scheduled during periods of low vehicular traffic volume. To allow coordination with Security Forces, scheduling shall be coordinated through the assigned COR at least five (5) days prior to the performance of monthly and annual maintenance.

2.0. SERVICE DELIVERY SUMMARY. The corresponding “Performance Threshold” briefly describes the minimum acceptable levels of service required for each objective - these thresholds are critical to success. The listed “Performance Thresholds” are the Government’s acceptable tolerances of contractor performance and represent the limits of “acceptable work”. Any contractor performance that does not meet or exceed these thresholds shall be considered “unacceptable work”. Any unacceptable work performed by the contractor must be corrected by the contractor within specified timeframes set forth in the performance work statement (PWS).
