About this file
This is a Questions and Answers document for federal contract FA446026Q0002, addressing an Organizational Network Analysis (ONA) and Leadership Seminars requirement at Little Rock Air Force Base (LRAFB). The contract is newly issued with no incumbent contractor. The Government anticipates a possible contract start date of February 1, 2026, pending governmental funding approval, with all offerors notified of award information following evaluation of proposals. No estimated budget or preferred vendor has been identified.
The requirement involves conducting pre- and post-measurement Organizational Network Analysis assessments on approximately 300 personnel (maximum), with survey distribution to 100% of personnel and a targeted 75% response rate goal. The contractor must deliver four leadership seminars, each consisting of 16 hours minimum of consecutive in-person instruction (2-3 days preferred but not within the same month), with fixed cohort sizes of 18-25 participants with flexibility for operational constraints. The ONA must utilize machine learning-enabled clustering and pattern recognition capabilities and comply with NIST SP 800-171 cybersecurity standards. Contractor-hosted survey and analytics platforms must meet specified cybersecurity requirements. The contractor may use positional associations or names for linking pre- and post-measurement data; the Government prefers names for targeted seminars. Seminar developers and facilitators may be different team members, with military organizational knowledge prioritized in selection. Pricing should assume separate travel for each seminar with scheduling spread throughout the contract period. The Government will accept detailed resumes demonstrating qualifications; no separate Technical Volume is required as evaluation is based on Price and Past Performance factors only. Results must be comparable across pre-post assessments and into option years, with debrief conducted internally and presented to the MXG/CC, and both in-person and electronic survey assessments are acceptable for the ONA.

Questions and Answers: FA446026Q0002 - Organizational Network Analysis and Leadership Seminars – LRAFB.
• Does 'assess 100% of personnel' mean survey distribution to 100% or receipt of completed responses from 100% of personnel?
Survey distribution to 100%
• If the contractor demonstrates good-faith outreach and indirect assessment methods, will failure to achieve a 75% response rate be considered a performance deficiency?
No, but we will send follow up emails to the organization to get a completion of 75%
• Should pricing assume a fixed population of 300 personnel, or accommodate fluctuations due to PCS, deployments, or manning changes?
300 Personnel is max
• Does the machine learning requirement include predictive modeling, or is ML-enabled clustering and pattern recognition sufficient?
ML-enabled clustering and pattern recognition may be sufficient.
• Is the post-measurement ONA a full re-administration of the survey or a targeted follow-up instrument focused on seminar effectiveness?
Full re-distribution, targeting is for the seminar course to improve areas
• How will the Government interpret causality between ONA findings, seminar participation, and post-measurement results given external operational factors?
Operational factors that may affect results will be discussed internally
• Is there flexibility to adjust cohort sizes (e.g., 18–25 participants) to accommodate operational constraints?
Yes
• Will limited hybrid participation be considered if mission requirements restrict in-person attendance?
No, in person seminars will be required.
• May the required 16 hours of instruction be delivered over non-consecutive days if required by mission schedules?
No, must be consecutive.
• Would senior civilian federal leadership experience (GS-15/SES equivalent) qualify as a 'similar governmental position'?
Yes, but we would like to understand the positions to see if they align with the military.
• May seminar developer and facilitator qualification requirements be met by different team members?
Yes
• Are anonymized unique identifiers acceptable for linking pre- and post-measurement data if no PII is retained?
Positional associations may be used but we would like names for targeted seminars
• Are contractor-hosted survey and analytics platforms required to comply with NIST SP 800-171 or other cybersecurity standards?
Yes
• Do the two ONA CLIN quantities per period represent baseline and post-measurement, or two separate assessments?
Two separate assessments that can be interpreted from pre to post
• Should pricing assume separate travel for each seminar or consolidated travel where feasible?
Separate travel for each seminar. Scheduling of seminars must be spread out throughout the period.
• Is there a current incumbent contractor performing these services? If so, please provide the incumbent name.
No
• Can the Government confirm the anticipated contract start date is 1 February 2026?
Possible delay due to governmental funding
• Does your customer have a preferred vendor identified?
• Are there proprietary assessment tools or brand names that your customer prefers (Clifton Strengths, Hogan, MBTI, etc.)?
• Is this new or existing work? If existing, who is the incumbent and contract details?
New
• Is 100% of the work on site in Little Rock, or is a hybrid approach acceptable with the work required on site (ONA, assessments, training) on site, and the remainer of the work conducted at the contractor location?
Hybrid is acceptable as long as ONA, assessments, training and presentation is on site.
• Do you have workload data, an estimate of workload, or an FTE estimate?
No
• Missing Technical Volume Instructions: The Instructions to Offerors (52.212-1) only list Price and Past Performance as required quote components. However, PWS
1.6.2.3 requires the contractor to "propose a timeline." Should offerors submit a separate Technical Volume or timeline document, and if so, is there a page limit?
The timeline is to schedule the ONA, assessments, and trainings with the organization to ensure optimal timing not to disrupt operational readiness.
Suggestions is that the seminar courses are no more than 1 per month to not disrupt operations.
• Past Performance Quantity: The evaluation criteria require "documentation of at least two years of experience." Does the Government require a specific number of past performance references (e.g., 1, 3, 5), or is a single contract with a 2-year duration sufficient?
Qualifications listed in 1.7 of the PWS
• We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
New
• Question 1: PWS 1.6 Specific Tasks; Section 1.6.2 - Organizational Network Analysis Objective. To support continuity and comparability with any past assessments, are there any existing wellbeing metrics, question sets, or data collection tools that the government prefers to maintain or align with?
Results have to be comparable from pre to post assessment and then into the option years as well if we were to continue. As this is a new requirement, there are no past assessments or metrics.
• The solicitation describes a 12-month Base Period with subsequent option periods but does not specify a definitive start mechanism. Please confirm whether the Base Period of Performance begins upon contract award/Notice to Proceed or on a Government-defined calendar start date. If a target start date is anticipated, please advise.
Contract performance will start upon award. Contractor will work with the Mission Owner to develop class schedules and timeframes in accordance with the Performance Work Statement.
• Is there an anticipated timeframe for Notice of Award?
After receipt of offers, and evaluations – all offerors will be notified of award information.
• Does the Government anticipate any fluctuation in the quantity of personnel participating in leadership seminars and Organizational Network Analysis activities across the base and option periods?
Yes, availability of personnel may change from course to course but the ONA should be for the entire organization weather they attend the seminar or not. Schedules will be agreed upon for the delivery of the seminar and class seats will be organized depending on dates. Expecting class sizes as outlined in the PWS.
• For planning purposes, does the Government anticipate leadership seminars being delivered to fixed cohort sizes, or may cohort size vary by session based on mission requirements?
Government anticipates leadership seminars to be delivered to fixed cohort sizes
• One thing that wasn’t clear on the 4 Leadership Seminars- You want them to last for a minimum of 16 hours of in-person learning each? That would defiantly stretch them to 2-3 days each, probably 3 days if the NCOs couldn’t devote a full 8 hour day to them?
Yes - 2-3 days is preferred but must be not within the same month and schedule agreed to.
• Incumbent Information: Is there an incumbent contractor currently performing these or similar services for the 19th Airlift Wing or 314 MXG? If so, could you please provide the incumbent contractor's name and the previous contract number/value?
This is a New requirement.
• Estimated Budget: Is there an estimated budget or a funding magnitude available for this requirement?
No.
• Commercial Experience: Regarding PWS 1.7 (Minimum Qualifications), the text specifies experience in "producing and delivering leadership or training in a military environment." Will the Government accept relevant commercial or corporate experience of similar scope and magnitude to satisfy this requirement, or is military-specific performance mandatory?
Military organizational knowledge is a top priority in selection process.
• Submission of Resumes: The "Instructions to Offerors" section lists only Price and Past Performance as the required components for a complete quote. However, PWS
1.7 lists strict qualification requirements for developers and facilitators (e.g., 3-5 years of experience). Are offerors required to submit resumes or a Technical Volume to prove these qualifications at the time of proposal, or will these be validated post-award? Also, please tell if a letter of intent is required for employees not currently on our payroll?
The qualifications and requirements are required in accordance with the PWS.
Resumes may be accepted as long as resumes provide adequate details and requirements to prove contractors can meet the necessary qualifications.
• Clarification on Technical Evaluation: The "Evaluation - Commercial Products and Commercial Services" section (52.212-2) indicates that award will be based on Price and Past Performance. It does not mention a Technical acceptability factor.
Can the Government clarify how it intends to verify that an offeror meets the technical requirements of the PWS (such as the specific ONA machine learning capabilities and personnel qualifications) if no Technical Volume is requested?
The evaluation criteria listed in FAR 52.212-2 are Price and Past Performance. A technical factor is not being utilized. Contractors should submit detailed information in order for the government to determine acceptable Past Performance capability.

• For clarity, does the quantity 2 for the ONA suggest the pre and post assessment or something else?
If this is in regards to the deliverable Briefings visuals, yes. A picture of how the organization is from the beginning and then again after the seminars are provided.
For clarity, for the option years, would a debrief be expected after the ONA?
