Addendum to 52.212-1 Instructions to Offerors – Commercial Items
INSTRUCTIONS TO OFFERORS
1. In order to be determined responsive, all quotes must be complete on the Combined/Synopsis Solicitation (see COMBO), responding directly to the requirements of this solicitation and sent to all the identified POC's email.
A complete quote consists of the following:
a) Complete the unit price and extended price (under "Pricing Schedule" on Page 4 of the Combined/Synopsis Solicitation),
b) Fill in required provisions and clauses. FAR 52.204-24 must be completed. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to be completed.
c) All vendors must have an active registration in SAM at time of quote submission.
2. A responsive quote will also include the following documents and information:
•Detailed breakdown of proposed prices.
•Detailed project outline & timeline for delivery and installation.
•Strict adherence to the completion date listed on the solicitation is required (PWS 1.1)
•Information regarding similar contracts held at other Federal installations (if applicable).
•A statement of capability.
•Quotes in response to this solicitation must be submitted via email to the primary and secondary POC’s listed on SAM solicitation no later than Friday, August 23, 2024 at 4:00pm CST.
3. A site visit will not be held at this time.
4. All questions are due via email to all POC's listed on the solicitation NLT Monday, August 19, 2024 at 4:00pm CST. Answers will subsequently be posted on the solicitation page via SAM.gov.
Addendum to FAR 52.212-2 Evaluation--Commercial Products and Commercial Services.
As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are in descending order of importance:
• Technical acceptability
• Price
• Lead time to completion
IAW FAR 12.602(b), technical acceptability may be evaluated by how well the proposed products and services meet the Governments requirement instead of predetermined subfactors. Technical evaluation would normally include examination of such things as product or service literature, product samples (if requested), technical features, and warranty provisions.
Technical capability will be evaluated based on how well the proposed service meets the Government's requirement based on specifications/salient characteristics outlined and listed in this solicitation and Attachment 1 - Performance Work Statement dated 29 May 2024. Strict adherence to the completion date is equally as important Price.
Lack of information regarding similar contracts held at other Federal installations is not considered a negative.
All offers received will be ranked based on their overall price based on the quantities and services provided. Starting with the lowest price offer, evaluations will be conducted to validate compliance with the Performance Work Statement and the instruction outlined in Attachment 4, 52.212-1 Instruction to Offerors. Once two (2) offers have been determined technically acceptable, evaluations will be concluded.
Both price and technical factors are approximately equally important in value for this determination.
This evaluation process allows the Government to make an award to other than the lowest priced offer if it is determined that a higher priced offer provides better value to the Government.
