About this file
This document contains questions and answers related to a fiber cable installation project at Little Rock Air Force Base, Arkansas. The key details are:
The project requires the contractor to engineer, furnish, install, and test a new 12-strand single mode fiber optic cable between two locations on the base. The contractor must provide all necessary equipment, materials, labor, and other incidentals to meet the requirements outlined in the Statement of Objectives. Preferred manufacturers and part numbers are not specified, but the contractor must comply with all base installation standards and telecommunications industry standards. Specific requirements include minimum burial depths, trenching, backfilling, and surface restoration. The government will assist with pathway location details. Quotes are due by 4:00 PM CDT on June 5, 2024, and the government intends to award a single purchase order on a Lowest Price Technically Acceptable basis.

1. Who will be responsible for the 811 locates and/or private locates as required.
CSI Comment: 19 CS personnel
SCXP: Concur
2. Per page (1) one of the "Combined Synopsis Solicitation" there is a note that references that the contractor is responsible for engineering this project. Will the base provide CAD background drawings for us to use and will the plans require a PE stamp.
CSI Comment: CVC Pic attached. The approximated distance for the pathway is about 3,700 feet.
SCXP comment: Our local 19 CS phone contractor will assist in providing pathway location assistance. See SOO, page 17.
3. Does there exist a list of preferred manufactures and model/part numbers for this project.
IE: FO Cable, Manholes, Conduit, Splices, FODP and other related materials needed for this installation.
CSI Comment: No preferred manufactures due to brand name justification unless LRAFB requires a certain brand name.
SCXP: Concur
4. Does there exist a list of preferred manufactures and model/part numbers for this project.
IE: FO Cable, Manholes, Conduit, Splices, FODP and other related materials needed for this installation.
CSI Comment: Same as above #3.
SCXP: Concur
5. Is there a compaction requirement for areas that are required to be backfilled.
CSI Comment: Listed in SOO page 8 section 2.2.1.11. “The Contractor shall be responsible for any required trenching and/or boring necessary to lay the duct system. Contractor is also responsible for backfilling ditch lines and compaction of fill materials with appropriate compaction tools.
Provide a minimum of 12" cover of clean fill above the conduit. Backfill material shall be clean and free from all organic material, clay, marl or unstable materials, debris, lumps, or broken paving. No rocks or stones larger than 3 inches in diameter shall be allowed in backfill. Material for backfill may be material resulting from excavation, if it meets the above requirements. Directional drilling will be used for major road crossings. Otherwise, crossing of paved surfaces may be performed by pavement cuts and resurfacing with appropriate matching road material. This does not prevent the Contractor from using directional drilling if it is more cost effective. Ducts will be appropriately protected when placed under paved surfaces.” Also, The Contractor shall restore all disturbed grounds to the “as found” condition or better after installation. The Contractor shall comply with all base grounds restoration requirements. Common use areas shall be restored with sod.
SCXP: Concur
6. In the SOO page (10) ten section 2.2.1.12 there is a reference to "Coordinate with 19 CS/SCXP for details.". Can these details be provided on the FODP as referenced above.
SCXP: Our local 19 CS phone contractor will assist in providing pathway location assistance.
7. In the SOO page (10) ten section 2.2.1.11.9 conduit protection. Can you note the locations that this specific type of protection will be required.
SCXP: Yes, 19 CS will identify. There are two locations, which will be below road sections.
See SOO, page 17.
8. In the SOO page (8) eight section 2.2.1.11.2 references minimum burial depth of 36" in areas installed across roads, sidewalks, parking areas or areas to be paved vs Section
2.2.1.11 "Provide a minimum of 12" coverage of clean fill above conduit."
CSI Comment: Listed in SOO page 8 section 2.2.1.11. This is when new duct and FOC are nearing surface from the minimum burial depth of 36" to termination and/or for final destination and/or where it must be started or ending in burial.
“The Contractor shall be responsible for any required trenching and/or boring necessary to lay the duct system. Contractor is also responsible for backfilling ditch lines and compaction of fill materials with appropriate compaction tools. Provide a minimum of 12" cover of clean fill above the conduit.
