Performance Work Statement Ecumenical Musician
1. Contract Position Title. Ecumenical Musician 06 May 2024
2. Scope of Responsibilities.
2.1. The Ecumenical Musician provides accompaniment, as required, for Little Rock AFB Ecumenical worship services, special/holy day services, and practice sessions (piano preferred).
The Ecumenical Musician shall assist the Little Rock AFB Chapel by performing services in accordance with the terms and conditions in this Performance Work Statement (PWS).
2.2. The maximum number of units that may be expended for services is 236 units per year.
2.3. A unit is defined as services one worship service, special/holy day service, or practice session. Other than musician services each unit also includes (as applicable) time for pre-service coordination, setup, warm up, clean up, and opening/closing of facility.
2.4. From here on the Ecumenical Musician will be referred to as Contractor.
3. Education and Experience and Requirements. The Contractor must:
3.1. Have the ability to maintain healthy, functional interpersonal relationships with personnel including chapel staff, contractors and parishioners. There will be zero tolerance for disrespect, harassment, or any other behavior toward a staff member that might adversely affect the Air Force by eroding morale, good order, discipline, and respect for authority, unit cohesion, or mission accomplishment.
3.2. Have the ability and willingness to provide services in a pluralistic and multi-faith chapel setting.
3.3. Must possess the ability to read music and play piano proficiently. Experience in playing for a military chapel or civilian equivalent is preferred.
3.4. Have knowledge and experience of musical traditions of worship/praise (i.e., liturgical, traditional, and contemporary music) and have the ability to play with other musicians (i.e., guitar, drums, trumpet, etc.)
3.5. Attend meetings if determined necessary by the Wing Chaplain or designee to report on programs.
3.6. Successfully complete a DOD background check for working in the Chapel community. In accordance with Dept. Of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete the criminal history background check. Failure to complete the criminal history background check shall result in termination of the contract. (Background check will be completed at government expense and will be accomplished after award of the contract.)
4. General Responsibilities:
Mission – Airmen – Partners
4.1. Provide piano musician services, as required, for the Little Rock AFB Chapel. The Chaplain in charge of the service will determine the requirements for the service.
4.2. Responsible for coordinating all facility, publicity, and supply requests (with applicable outside agencies if necessary) in support of Ecumenical music requirements. Ensures that volunteers are available for special setup requirements, and that the facility is set up and returned to its previous state and ensuring area(s) used are clean prior to departure.
4.3. No government-owned equipment should be removed from base chapel without prior approval of the Chapel Primary POC. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
4.4. Provide personal transportation. Valid state registration, proof of insurance and a valid driver’s license are required to operate a privately owned vehicle on base.
4.5. Wear appropriate attire consistent with a professional appearance.
4.6. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions which are found to apply to this position.
4.7. Comply with mandatory training required for all contractors and maintain current training records.
4.8. The Government will provide the shared use of telephones for the transmission of official Government information only. The Contractor shall not use Government telephones to transact personal business. The Government is not responsible for charges for collect calls accepted by contractor employees. The use of Government phones by the Contractor constitutes consent to monitoring, in accordance with Department of Defense Directive (DoDD) 4640.6, Communications Security Telephone Monitoring and Recording.
4.9. The Contractor will be responsible for the paying of any Social Security taxes, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as for any individual employed or subcontracted by them to provide services under this contract.
4.10. The Contractor will refrain from smoking on chapel properties as it is a smoke and tobacco free environment. The Contractor will refrain from smoking on the chapel premises as it is a smoke and tobacco free property. This includes smokeless and chewing tobacco also including vape pens of any kind.
5. Specific Responsibilities. The Contractor will:
5.1. Perform for each service by playing for congregational hymns, preludes and postludes, and special music. Worship services are usually held on Sundays, and rehearsals are usually performed once per week. Schedules are subject to change, and additional performances may be required for special events and holy days (special performances etc. are considered a unit).
Services and rehearsals are approximately 1 hour in length.
5.2. In consultation with the Chaplain/Religious Affairs staff, develop an annual calendar of events and provide recommendations on anticipated funds required for music, equipment, supplies, etc. This information is submitted as required by local Chaplain Corps operating procedures.
5.3. Coordinate with the Lead Chaplain and Music Director to determine musical requirements for all services/rehearsals. Music for hymns/praise songs, preludes, postludes, offertories, and special music must be approved in advance by the Chaplain conducting the service.
5.4. Be available in the performance area at least 30 minutes prior to service for prelude and while services are being conducted. If warm-up time with choir/musicians is needed, contractor will need to be available at least 30 minutes prior to service.
5.5. Be responsible for preparation and restoration of piano areas. Will ensure equipment used is put back into its correct place or assigned storage area, that items are arranged so that tripping hazards are minimized, and that trash is removed.
6. SAFETY:
6.1. Contractor shall comply with all applicable OSHA and AFOSH standards
6.2. Contractor shall not bring any hazardous materials onto Little Rock AFB or use hazardous materials in any Little Rock AFB Facility.
6.3. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles while on Little Rock AFB.
6.4. The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
7. Chapel Primary Point of Contact.
7.1. The Chapel Primary Point of Contact (POC) for this requirement will be the Chaplain/Religious Affairs staff to be named upon contract award.
7.2. The Chapel POC shall monitor and inspect the Contractor’s performance in accordance with this Performance Work Statement. Chapel Primary POC shall document discrepancies and contact the Contracting Squadron Contracting Officer for resolution.
8. TIME/LOCATION/FREQUENCY OF SERVICES: Contractor will maintain a schedule in accordance with this PWS or less upon coordination with the Chaplain/Religious Affairs staff or designee. Vacation time is not authorized. Any compensation time, or shift of scheduled work hours, will be coordinated through the Chaplain/Religious Affairs staff. Most services will be conducted at the Base Chapel (Bldg 950) unless otherwise coordinated by the Chaplain/Religious Affairs staff Unapproved absences or absences without an approved substitute will not count as units worked and will not be paid on contractor’s monthly statement (The rate of pay is calculated by unit in accordance with this Performance Work Statement). More than 2 unapproved absences per quarter will be grounds for termination of contract. The table below list expected practice and performance units. Practices and performances may be subject to change according to mission requirements:

9. CHAPEL EQUIPMENT PROVIDED: The government shall provide common office area, equipment and music supplies i.e. piano, microphones, and speaker equipment for use by the contractor in performance of official duties.
10. SUBCONTRACTING: The Contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by Wing Chaplain or his/her designee. Submit the names and qualifications of proposed subcontractors to the Wing Chaplain or his/her designee for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Performance Work Statement (PWS). Contractor is responsible for payment of this substitute.
