Contractor-Submitted Questions 19 CES B259 Epoxy Flooring
FA446024Q0017
21 June 24 Updated 24 June 24 Final Update 25 June 24 Solicitation Offer Due Date: 26 JUN 24, 1300 KTR Questions Due Date: 25 JUN 24, 1300
1. Who do I the contact for the site visit? SrA Alexis Johnson, 501-987-3728, Alexis.johnson.12@us.af.mil
2. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? This is a new requirement.
3. What are the work hours and days for this project? Normal Hours Mon-Fri 7am to 4pm. Contractor is allowed to work nights and weekends to minimize overlap with occupants as long and the facility user can provide escort.
3.1 Will weekend work and extended hours be allowed to minimize disruption? Yes
4. Will there be an area for a 20yd dumpster? Yes
5. Are there any pictures of the work areas that can be provided? None at this time.
6. The PWS states “new static-free epoxy finish in a light gray approx. 8,855 square feet in enough coats and texture for warehouse applications”. What is the minimum number of coats for the new epoxy system? (We would recommend a minimum of 3 being a primer, body, and urethane topcoat.) Manufacturer specifications should dictate minimum and maximum. Understand minimum may not meet the standards of the specified a 5 year warranty you will have to provide.
6.1 Also, does the “texture” mean to include non-skid aggregate in the topcoat? Minimum texture on the parachute area to keep from snagging the silk. Walkway area should require more if the material manufacture allows.
7. The PWS states that work may have to be done in phases as well as at night to complete the project. These items will greatly impact the cost and scheduling of the project.
Could you confirm if phases are necessary? Yes, the facility will need to stay in operational status during the removal and installation. If you’re working off hours from the occupants, it might not take as long.
7.1 If so, how many and what are the phased areas? Depends on how quick you work. Phased areas will be set between the contractor and occupant.
7.2 Also, will night work be required or not? Not required but you’ll have to be able to work around 50 occupants that will be in full operation during the day.
8. Is there a cost estimate, budget or ballpark figure for the project listed? We have a government estimate of the project. Not sharable with the potential vendors/solicitors.
9. Is there an actual start date for the project? Once contract is awarded you have 90 days to complete the work and pass inspection.
10. The PWS states “Contractor shall guarantee all material, workmanship and labor from defects for a period of 60 months (5 Years) from the date of acceptance of the work.” This warranty period is well beyond industry standards as well as FAR 52.246–21 Warranty of Construction which is only for 1 year as is typical. Material warranties are the ones that typically carry longer warranties for 5-10 years, not the contractor’s warranty. Can the warranty be in accordance with FAR 52.246–21 as it standard? I agree.
11. Does the floor have asbestos? No. The floor was sampled and tested for asbestos prior to soliciting this requirement.
12. Can you please clarify which items the contractors and occupants are responsible for removing from the space? As stated in Section 3.1 of the PWS “Contractor shall remove an estimated 8,050 square feet of vinyl tile and 557 linear feet of base. Contractor is responsible for removal and replacement of all parachute tables, lockers and other items excluding electronics from the area prior to start.”
13. What type of space is Building 529? 529 is a typo. The correct facility number is 259 and it’s used as an aircraft pallet build center.
14. The NAICS Code listed on the solicitation is 325510 - Paint and Coating Manufacturing. Since this project is for flooring replacement, shouldn't the appropriate NAICS Code be 238330 - Flooring Contractors? Due to the nature of the requirement, the CO has decided to press on with the NAICS 325510.
15. Who is responsible for the reinstallation of parachute tables, lockers, etc.? Contractor
16. The SCA Wage determination provided does not include wage rates for construction categories. Typically, Davis-Bacon Act Wage Determinations are used on construction projects. Davis-Bacon Act WD #AR20240032 "Building" is what has been used on past construction projects at Little Rock AFB. Please advise if this is the correct Wage Determination to use on this project. The 19th Contracting Squadron is running this requirement as a one-time service, not a construction project. An amendment will be published IF the CO wants to reassess that decision.
17. Has an asbestos survey been completed in this area? Yes
17.1 If so, will the government please provide the most recent asbestos survey? Yes. Please find the asbestos report in the attachments/documents section of the Solicitation.
18. Will the government confirm that the work hours for this project will be mainly nights and weekends, as this facility must remain functional at all times? Nights and weekends are an option for the contractor to work.
19. Will the government confirm that this project will have to be phased so that this facility can remain functional at all times? Looks to be no more than 3 phases at most. Due to mission requirements the facility cannot shutdown for the amount of time it will take to do the floor complete. So yes, I anticipate that the work will have to be completed in phases.
20. Will the government confirm that they are requiring a 5 year material, workmanship, and labor warranty period for this project? See Question 10.
21. What is required standard conductivity/dissipative range? Unknown.
22. Is there a UFGS specification for this project?
22.1 What is needed, as there is nothing in the Scope of Work that specifies. This is a service. You are required by the PWS to follow all Federal, State and Local regulations regarding static-free flooring. If there is a UFGS specification for the work, you are required to follow it.
23. If RFI’s cannot be answered by Close of Business today [Tuesday June 24] will the government push back the bid date for a week? All questions and answers will be posted June 24 by COB. The Proposal due date remains June 26, 2024 1300 (1pm)
*Please note* The remaining questions were electronically submitted by a contractor accompanied by Attachment Q 1 and Attachment Q 2, the attachments are not issued by the government and this does not alter nor reflect the governments standard for this requirement.
24. What level of ohms resistance is required for the floor? None. Static-free is required due to the parachutes to eliminate possible static during the stretching and folding.
25. Is there texture required for the floor or smooth? Smooth in the parachute area. Texture in the walkway area if possible.
26. Is there any chemical exposure? No
27. Is there direct sunlight or UV exposure? Only in doorways.
28. Is there a special color requirement? Light to medium gray.
29. How many days will the area being coated be available? Min of 5 days is required for most systems. The area being coated will be blocked off as long as it’s needed for curing of the floor to meet manufacturers specifications.
29.1 Note. After tile removal and grinding there will most likely need some self-leveling epoxy to smooth the substrate prior to the ESD system. Noted. We are dealing with a concrete floor poured in 1957 that has had many changes over the years. Not expecting a perfect level floor, but expecting all the divots, cracks, and holes to be filled and smoothed out the best possible.
