About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for forestry/tree clearance at the East End All American Landing Zone (AALZ) at Camp Joseph T. Robinson in Arkansas.
The key details are: The contractor shall provide all personnel, transportation, tools, equipment, materials, and services required to clear/remove all trees and brush impacting the approach/departure surface on the east end of the airfield at AALZ. The work must be completed within 120 days of award and in compliance with all federal, state, and local regulations. The agency involved is the Department of the Air Force Air Mobility Command. The questions cover topics such as existing vegetation, equipment storage, working hours, partial payments, award/NTP dates, lodging, unexploded ordinance, and wet ground conditions. Some additional details are provided, such as the approximate size of the largest trees to be mulched, an estimate of the number of trees, and the possibility of working overtime or on weekends with permission.

QUESTIONS
2. If not, do you have pictures of the existing vegetation? Yes. They are attached.
3. Has this area been cleared or logged previously? Yes all the marketable timber has been removed.
4. Please provide the diameter and height of the largest trees to be mulched as part of the RFQ. As seen in the pics around 12 to 14 inches. There might be one or two at 18 inches.
5. the average trees that need to be mulched? Do not have an accurate count, but in 65 acres of clearing I estimate over 1000.
6. Diameter at Breast Height? See question 4 above.
7.Are we able to leave equipment (mulchers, 1500 gallon mobile fuel tank, 55 gal drum of DEF or other DEF container, etc) on the actual work site or will it need to be removed daily? Equipment may be left on site at you own risk. Need to make Camp Robinson Range Control aware of it.
8. Attachment 1 PERFORMANCE WORK STATEMENT section 2.1 states 'This operation may require the contractor to work on weekends to accomplish the task due to operations.’ Please specify what days and hours we’re able to start and stop work. Normal working hours are 7am to 4pm Monday-Friday. You have the option to work 6am to 6pm as long as Camp Robinson Range Control is okay with it. That goes for weekend work as well.
9. Will partial or progress payments be allowed? Progress payments will not be available.
10. Please specify an approximate award date and estimated NTP (notice to proceed) date. Estimate 24 May for award and 14 days after award for the NTP if needed.
11. Is Camp Robinson RV Park available for contractor lodging during this contract or is offsite lodging required? You will have to use off-site lodging.
12. is there a possibility of uxo’s being found on work site. Its an active army post and yes there is always a possibility of UXO’s on the range.
13. Will working at night be allowed? Normally no, but that will be up to Camp Robinson Range Control if they will allow you to work past 6pm.
14. What area of work is swamp and or bog? It varies. If we have a wet spring and early summer, I estimate up to 25% could be a bog or really soft. So far it’s less than 10%.
15. Due to the proximity to unexploded ordinance will the survey boundaries of the work area be marked prior to job? Will shaving size be specified? The boundaries are marked with pipe and flags at each corner. No exact shaving size is specified but it shouldn’t be over 4-6 inches.
16. Is the Basal area per acre known for this 65 acre track? See question 5.
17. Are there any ground level pictures you can provide for this project? See question 2.
Note – One contractor brought up concern that ground will be too wet and cause delays or higher prices and recommended that this project be done in the summer. See question 14. If we have an abundance of unexpected rain, the work can be delayed and the contract extended until its dry enough to proceed.
