Performance Work Statement (PWS)
For
Installation of a Vehicle Guida nce Safety System at Little Rock Air Force Base
PART 1
General Information
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to provide, install and integrate a comprehensive Vehicle Guidance Safety System, except as Specified in section C-3 as government furnished property and services at Little Rock AFB. The contractor shall perform to the standards in this contract.
1.2 Background: Backing accidents are the most common, and costly accidents that occur in the fire department. Most notable was the recent accident at Kadena AB where a firefighter was struck and killed by a backing apparatus. This proposed system provides visual and audible feedback to the operator to significantly reduce the potential for a mishap. Failure to invest in improved safety systems leaves additional potential for catastrophic accidents.
Little Rock AFB Fire and Emergency Services (LRAFB FES) currently has no technical safety solutions emplaced to prevent vehicle backing accidents within the fire station. The proposed solution will provide for the installation of a complete vehicle guidance safety system in the fire station apparatus bays and apparatus. This system will provide real time feedback to the vehicle operator, through visual and audible cues and alerts. This system will alert the operator if they are out of alignment to safely back into the facility, when it is safe to pull out of the facility, as well as when to stop. Additionally, there are handheld dead-man remotes for each ground spotter, allowing the spotter to immediately alert the operator to stop. This removes the limitations emplaced by hand signals and verbal communications.
1.3 Objectives: The contractor will design, install and integrate a comprehensive vehicle guidance safety system to be installed in all apparatus bays, and major response apparatus within the fire department.
1.4 Scope: The proposed solution will provide the following capabilities, and be installed on LRAFB:
Provide and install sixteen (16) side guidance light system, one (1) at each apparatus bay door. This system must provide visual indications when it is safe, and not safe for a vehicle to proceed through the bay door. The visual indications must be viewable on the interior of the bay, from the driver seat of the apparatus, as well as from the exterior of the bay, when viewed from both the driver and passenger mirrors. Guidance and warning lights must be tied to photo eye sensors to validate vehicle positioning and clearances. Guidance light systems must include an enable/disable capability to allow for the disabling of the automated systems during periods of maintenance.
Provide and install sixteen (16) vehicle mounted warning system, one (1) in each major apparatus, which will provide audible and visual alerts to the apparatus operator, when it is unsafe to move the vehicle, or when a stop order is given remotely by either front or rear spotters. This system must be automated to engage when the vehicle is started, and placed into reverse.
Provide and integrate forty eight (48) remote spotter emergency stops, two (2) for each apparatus, and one
(1) additional for each apparatus bay door. These remote stops must trigger the side guidance light systems, as well as the vehicle mounted warning systems.
Provide and install sixteen (16) LED guidance lighting strips to be embedded flush into each apparatus bay floor. The intent is to provide the apparatus operator a clear indication of where to back the apparatus to maintain appropriate clearances. Guidance lighting strips must be integrated to the overall guidance safety system to provide a highly visible guide line during all times of day, and weather conditions. The guidance lighting strips must be impervious to water, oil, and fuel. All embedments must be flush with the finished floor surface so as not to create a trip or fall hazard.
Validate all components of the system performance after installation.
Provide training to all operators and department personnel as appropriate.

TOTAL
The vendor/contractor will provide all project management, design, labor, materials, and installation. The vendor/contractor will also provide all system documentation and training of the users at LRAFB.
1.5 Period of Performance: All design and installation work must be completed within 180 days from award. A warranty, to include all software, hardware components, installation and labor of the proposed solution, will cover not less than one year from the date of LRAFB final acceptance.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit I, "Performance Requirements Summary". After acceptance of the quality control plan the contractor shall receive the contracting officer's acceptance in writing of any proposed change to his QC system. 1.6.2 Recognized Holidays: 24/7 Technical support must be provide regardless of recognized holidays. On site warranty support will be performed within 30 days of any component failure.
1.6.3 Hours of Operation/Place of Performance: The contractor is responsible for conducting onsite maintenance between the hours of 0600-1800 Monday thru Friday. All exceptions must be pre-coordinated. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
1.6.4 Security Requirements: None
1.6.4.1 PHYSICAL Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.5 Special Qualifications: None
1.6.6 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractors are to wear LRAFB identification badges while working on the installation. Contractor badges will be coordinated and provided during the first on-site visit.

PWS - Performance Work Statement
Contracting Officer's Representative (COR) - A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor
CCE- Contracting Center of Excellence
Defective Service - A service output that does not meet the standard of performance associated with it in the Performance Work Statement.
Quality Assurance Surveillance Plan (QASP) - An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control - Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.
Quality Assurance - Those actions taken by the government to assure services meet the requirements of the Performance Work Statement.
PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. I GENERAL: The government shall provide, the facilities, equipment, materials, and/or services listed below.
3.I .I Equipment: The Government will provide network connectivity via private fiber network to support the proposal.
3.1.2 Services: Escort to equipment locations and secure locations as needed.
3.1.3 Utilities. All utilities in the facility will be available for the contractor's use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.
3.1.4 Facilities: The Government will furnish the necessary workspace for the contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4.1 General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to perform this PWS.
4.2 Secret Facility Clearance: No security clearance required for the locations requiring access:

SPECIFIC TASKS
5.1 BASIC SERVICES. The contractor will design, install and test a digital logging solution for emergency communications traffic on LRAFB.
