PERFORMANCE OF WORK STATEMENT (PWS)

Troubleshoot Chiller #1 and Repair Chiller #3 located at

B-1230B LITTLE ROCK AFB, AR 72099

1. DISCRIPTION OF SERVICES

1.1. The contractor shall provide Diakin McQuay factory trained and certified personnel, transportation, tools, equipment, materials and services required to leak check chiller #1, McQuay Chiller Model # PEH063-CCPC Style # 9662561030 Serial# 58C81044-00 460V 3phase, Rl 34A refrigerant, and repair chiller #3, McQuay Chiller, Model #WSC0063- DAAAC Style #E778977010 Serial# STNU050500185 460V 3phase, Rl 34A refrigerant.

The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS). Work shall be in compliance with all Federal, State and local regulations, and codes for HVAC systems.

2. GENERAL REQUIREMENTS

2.1. Pre-Build Requirements: Before work takes place the contractor shall inspect and ascertain all information for the diligent performance of the service(s). The contractor shall notify the customer and contracting of any conditions that would prevent the suitable completion of these services to include operations that could endanger Government personnel or property and require appropriate action. If the contractor discovers such problems the contractor shall immediately notify the Contracting Officer (CO) and request to start work. Contractor shall submit technical drawings for review and receive approval of said drawings through the CO prior to starting the build project.

3. PRODUCT REQUIREMENTS

3.1. Material Required Chiller #1

3.1.1 Nitrogen for leak test

3.2. General Application Requirements

3.2.1. Contractor shall perform a complete system leak check on chiller# 1.

3.2.2. The Contractor shall upon completion of the system leak check shall provide a detailed description/report of all leaks and an estimated cost of repair.

3.3. Material Required

3.3.1. PC Controller Part# 332608311

3.3.2. Terminals for the Oil Pump

3.4. General Application Requirements

3.4.1. Contractor shall replace the PC controller and install the operating program for the chiller along with installing the graphics for the touch screen controller.

3.4.2. The contractor shall replace/Repair the terminals on the oil pump

3.4.2.3. The contractor shall upon completion of the repairs verify the operation of the chiller by completing a system check to ensure the chiller is operating at peak performance.

4. GOVERNMENT FURNISHED EQUIPMENT

4.1. NONE

5. BASE REQUIREMENTS

5.1. Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Security Forces Pass and ID at the Vehicle Inspection Center located at the Vandenberg Drive Gate.

5.2. The Contractor is subject to all Base fire, safety, security, and traffic regulations.

5.3. The Contractor must comply with applicable laws concerning workplace safety.

5.4. The Contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law.

5.5. The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.

5.6. Accident prevention principles must be thoroughly integrated into all operations.

Unsafe conditions and practices, as identified by the Contracting Officer or designated representative, must be corrected immediately.

5.7 This service contract requires that contractor employees be identified as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written corresp9ndence.
