PERFORMANCE WORK STATEMENT (PWS)
FLOORING REMOVAL AND INSTALLATION, BUILDINGS, 160 AND 620
LITTLE ROCK AFB, ARKANSAS 72099
1. DESCRIPTION OF SERVICES
1.1. The contractor shall provide all qualified personnel, tools, equipment, materials and services required to perform removal and installation of flooring and wall base in multiple facilities on Little Rock Air Force Base. The contractor shall be accomplished all services below to meet the requirements of this performance work statement (PWS). Work shall be accomplished within 45 days of material delivery of each facility and 180 days of contract award.
2. GENERAL REQUIREMENTS
2.1. Background: All facilities are occupied and may require the contractor to work nights and weekends to complete this tasking. Work will have to be completed in phases coordinated with the facility point of contact. Some of the facilities may require the contractor to remove and install existing furniture, partitions and appliances to complete removal and installation. Some furniture may be hardwired to the facility and may be required to be disconnected and reconnected by a licensed electrician. Facility occupants are responsible for removing all electronics, computers, printers and copiers. They shall empty desks and some heavy file cabinets of all material to ease the movement in each phase.
2.2. Pre-Installation Requirements: Before installation services are commenced, the contractor shall inspect the work site and ascertain all information for the diligent performance of the service(s). The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services. The contractor must receive written approval from the Contracting Officer before laying of flooring after finding such conditions (If the contractor discovers such problems associated with the work after starting, he or she shall immediately notify the Contracting Officer (CO) for their approval if the work is to continue).
2.3. Remove Existing Flooring and cove base:
a. Building 160: Contractor shall remove an estimated 6918 square feet of existing flooring and 1920 linear feet of cove base.
b. Building 620: Contractor shall remove an estimated xxxx square feet of existing flooring and xxxx linear feet of cove base.
2.4. Disposal of Waste: Disposal of all carpet and all debris accumulated as a result of carpet removal and installation debris as required is the responsibility of the contractor. Base refuse containers shall not be used.
3. INSTALLATION REQUIREMENTS
3.1. General Installation: The contractor shall furnish and install commercial grade, Texture Appearance Retention (TAR) method heavy duty modular carpet. Flooring Manufacturer for all facilities is Mohawk Group except ceramic tile. Cove base has multiple manufacturers. Each is listed with the facilities below. All are an exact match or like item that meets the customer criteria set forth below.

a. Building 160: Contractor shall furnish and install an estimated 900 square yards of Style: CEOII, Color: 358 Scientist. The contractor shall furnish and install an estimated 1920 linear feet of vinyl cove base .080 by 4 inches by 120 foot long, Manufacturer: FLEXCO, Style: Wallflowers, Color: 038 Outer Banks. Contractor shall remove and install all furniture and auditorium seating in the areas receiving new flooring.
b. Building 620: Contractor shall furnish and install an estimated 625 square yards of Style: Artist II, Color: 884 Philosopher. The contractor shall furnish and install 1188 square feet of luxury vinyl tile (LVT), Manufacturer: Mohawk Group, Style: Matuto, Color: 858 Bronze Blast. The contractor shall furnish and install an estimated 1200 linear feet of vinyl cove base .080 by 4 inches by 120 foot long, Manufacturer: FLEXCO, Style: Wallflowers, Color: 07 Ginger.
3.1.1. Installation shall include all labor and materials incidental to the normal performance of these services. All supplies such as floor leveling compound and adhesives shall be furnished by the contractor.
All carpet and cove base shall be installed in accordance with carpet manufacturer’s specifications in the colors, patterns, textures, and other manners indicated. Contractor shall furnish and all flooring transitions, thresholds, step edges and other material needed for transition between different styles of flooring and new installed flooring.
3.2. Fitting: When cutting carpet, no cuts, holes, or slits made for pipes, conduits or other obstacles shall be larger than necessary. Duct covers and outlets shall have access seams. Flooring edge at all walls shall be parallel to and abutting wall surface. Transitions shall be neat with no gaps or openings between flooring materials or between edges and walls.
3.3. Special Instructions: When special installation instructions within the normal range of performing these services (i.e., dampening and using water-soluble adhesive, quick release adhesives, Flex Lok Tabs or other special glues) are furnished by the flooring manufacturer or ordering agency such, special instructions shall be strictly adhered to. Differences of opinion as to special instructions shall be referred to the CO for final decision.
4. FLOOR PREPARATION
4.1. Preparation of Area: The contractor shall remove all old flooring, cove base and foreign matter from the surface to be covered, such as loose particles, dirt and grease prior to installation of any floor coverings. Depressions, cracks, crevices, torn wall covering etc., shall be properly prepared or attached in order to provide a level and true installation of the floor covering. Extensive cleaning of and/or repairs to be covered shall be completely dry and free from moisture prior to the installation. The contractor shall ensure that the temperature of the premises is proper to prevent buckling or shrinkage after installation is completed. Adhere to carpet manufacturers specifications for installation.
5. CLEANUP
5.1. Work Areas: Spots and smears of adhesives shall be removed immediately. Upon completion of the installation work, the contractor shall remove all unused materials, containers, wrappings, cuttings, trimmings, and any other debris which has accumulated as a result of the services.
6. WARRANTY
6.1. Contractor shall warranty all labor and installation for a period of one year for any defects. Material shall follow manufacturer’s warranty.
