PERFORMANCE WORK STATEMENT (PWS)

CALIBRATE, TEST AND BALANCE HVAC, BUILDING 450

LITTLE ROCK AFB, AR 72099

1. DISCRIPTION OF SERVICES

1.1. The contractor shall provide all qualified personnel, tools, equipment, materials and services required to calibrate, test and balance HVAC in Building 450, Little Rock Air Force Base, AR 72099. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS). Work shall be in compliance of all Federal, State and local regulations, and codes for working on heating and air conditioning systems (HVAC).

2. GENERAL REQUIREMENTS

2.1. Pre-Build Requirements: Before services are commenced, the contractor shall inspect and ascertain all information for the diligent performance of the service(s). The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services to include operations that could endanger Government personnel or property and require appropriate action. The contractor must receive written approval from the Contracting Officer before starting work after finding such conditions (If the contractor discovers such problems associated with the work after starting, he or she shall immediately notify the Contracting Officer (CO) for their approval if the work is to continue). Contractor shall submit technical drawings for review and receive approval of said drawings through the CO prior to starting the build project.

3. SERVICE REQUIREMENTS

3.1. Calibrate, Balance and Test

Calibrate the 20 existing terminal boxes for design maximum, minimum and reheat airflows and all associated grilles will be balanced proportionally. If the original drawings do not show all existing grilles, they will be balanced proportionally in each space to provide design total airflow to each room. For grilles in areas that are not shown on the original drawing, airflows will be determined and balanced according to room size/heat load. The air handling unit (AHU) will be tested to determine the proper static pressure set point to control the variable frequency drive (VFD). The fan coil unit (FCU) in the attic will be tested and set to design airflow per the schedule. This unit serves an existing area that is not shown on the drawing. Both units are scheduled to have outside air (OSA) ducted to the system. If this was done, the damper will be set to provide the required minimum fresh air per the schedule at design airflow.

Test existing chilled water and hot water (CW & HW) pumps with all associated valves open to determine total flow. The CW & HW coils at the variable air volume unit (VAV) AHU and the FCU in the attic shall be balanced proportionally to the available total flow. The reheat coils at the terminal boxes shall also be balanced proportionally to ensure proper heating each.

Filters will need to be replaced at the AHU and FCU prior to the test and balance (TAB).

4. GOVERNMENT FURNISHED EQUIPMENT

4.1. Filters for the Units

5. BASE REQUIREMENTS

5.1. Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Security Forces Pass and ID at the Vehicle Inspection Center located at the Vandenberg Dr Gate.

5.2. The Contractor is subject to all Base fire, safety, security, and traffic regulations.

5.3.. The Government contracts on the understanding that the Contractor is complying with applicable laws concerning workplace safety.

5.4. The Contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law.

5.5. The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.

5.6. Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the designated representative, must be corrected immediately.

5.7. Contractor Employees: While on the installation, the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the organization or by wearing appropriate badges containing the organization's name and the employee's name. Contractor personnel must wear issued base identification cards at all times while on the installation.

5.8. Service contracts shall require contractor employees to identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contracts shall require contractor personnel to appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
