PERFORMANCE WORK STAEMENT
MOTORCYCLE SAFETY TRAINING COURSES
LITTLE ROCK AFB, AR 72099
A. Description of Services
This Performance Work Statement (PWS) specifically outlines responsibilities and services expected of the contractor awarded the Little Rock Air Force Base Motorcycle Safety Foundation (MSF) Course contract. The contractor shall perform training in accordance with all requirements, directives, and standards outlined in this PWS.
The contractor shall furnish all labor, materials, tools, equipment, transportation, supervision, insurance, and/or service/items necessary to provide eligible students with Beginner, Advanced, and Kevin Schwantz Rider MSF training and MSF certification.
B. General Information
All academic training will be held at Little Rock Air Force Base (LRAFB) Motorcycle Training Facility, Building 432, or other climate controlled classroom with usable restroom facilities. All practical training exercises for Beginner Rider (BRC) and Advanced Rider (ARC) course classes will be conducted at the LRAFB Motorcycle Training Range which is painted on the Building 432 parking lot. The LRAFB range is MSF Standard Certified for a maximum (12) twelve students per class with approved Rider Education Recognition Program (RERP) Number 61079. The Kevin Schwantz Rider Courses (KSRC) will be conducted on the LRAFB Airfield Tarmac Christmas Tree. All KSRCs will provide students advanced practical “hands-on” motorcycle training/handling techniques designed to enhance rider safety. All BRC, ARC, and KSRCs shall be scheduled at any agreeable time within the contract performance period of 01 October 2013 to 30 September 2014. The contractor shall coordinate and schedule dates for all motorcycle training with the 19th Airlift Wing (AW) Safety Office. All classes will be scheduled in a joint effort around weather, mission requirements, holidays, closures, holidays, etc. The 19 AW Safety office reserves the right to cancel any scheduled class to support the mission at LRAFB. The contractor will be notified by the 19 AW Safety Office at least (5) five days prior to the scheduled training. If contractor is given the stated 5-day cancelation notice, the government is not obligated to pay for the canceled course(s). The number of BRC/ARC courses may be adjusted depending on the needs of the mission and determined by the numbers of students that 19 AW Safety deems appropriate to schedule the training. Each BRC/ARC held has a maximum of 12 (twelve) student slots. Whether or not all class BRC/ARC slots are filled, contractor will be paid for a minimum 6 (six) per class, then add one slot for each additional student scheduled. The KSRCs have a maximum of 48 (forty-eight) slots per class and will be billed and paid in full per class regardless of the number of students in attendance.
C. Contractor Operational Requirements and Specific Tasks
The contractor will:
1. Provide approved RERP number to 19 AW Safety Office and/or 19 CONS/LGCA (Base Contracting Office).
2. Provide instruction, training, and certification IAW DODI 6055.4 and AFI 91-207 for military and DoD civilian personnel operating motorcycles on LRAFB, AR.
3. Provide trained/MSF certified rider coaches to instruct Beginner, Advanced, and Kevin Schwantz Rider Courses.
4. Ensure Rider Coach to student ratio is set to at least one coach for every six riders (1:6).
5. Allow and prepare training up to the maximum (twelve) students per BRC/ARC and (forty-eight) per KSRC class.
6. Provide students the most current MSF approved textbook and/or training materials.
7. Provide laptop computer for student online registration, scorekeeping, and recordkeeping purposes.
8. Provide one Department of Transportation approved helmet for every student in the Beginner Rider Courses.
9. Contractor will provide motorcycles that are serviced and in sufficient number for the beginner riders courses. All contractor furnished motorcycles will have the service necessary to provide students a safe and operable riding experience. All students will provide their own motorcycle for the ARC/KSRC classes.
10. The contractor will provide MSF certification cards to student riders who have successfully completed all BRC/ARC held at LRAFB. Contractor will also provide training certificates for riders completing the KSRC.
11. MSF Rider Coaches shall schedule a future date/time to coach and reevaluate rider(s) who fail their initial scheduled BRC/ARC.

12. Contractor assumes all liability for damage and/or loss to contractor owned motorcycles, trailers, equipment or vehicles used to transport these items for training. In accordance with the FAR Subpart 28.3 and contractor insurance contractor will: “contractor shall obtain insurance, by purchase or self-coverage, for the perils to which the contractor is exposed.”
13. Contractor assumes responsibility and cost for any injuries sustained to contractor personnel during training.
14. Contractor shall request payment using Wide Area Work Flow (WAWF) for invoice and payment purposes.
15. Contractor will address all questions and/or concerns regarding the contract or the LRAFB Motorcycle Safety Program to the 19 CONS/LGCA (Base Contracting Office).
*All courses that are not scheduled and taught will be considered un-necessary to mission needs. Any remaining courses within the contract period will be de-obligated from the contract and payment for un-taught courses will not be due contractor.
16. The number hours per course is based on minimum MSF specification. Beginner Basic Rider courses are two days and Advanced Rider Courses are one day. The Kevin Schwantz Rider Courses are 2 One Day Classes.

D. Government-Furnished Property and Services:
The government will:
1. Provide contractor a minimum 5 (five) days advance notification for canceling any scheduled class.
2. Provide consistent classroom access with climate controlled environment and usable restroom facilities at or near the LRAFB motorcycle training range. (19 AW will maintain/service range).
3. Provide computer and audiovisual equipment for instructional purposes.
4. Provide and ensure easy access to adequately stocked first aid kit and serviceable fire extinguisher.
5. Safety gives contractor permission to park contractor owned trailer/motorcycles (daily/overnight) at the on-base range when consecutive classes are being conducted. This is a convenience to the government and a privilege to the contractor, however; the US Government will not be responsible for loss and/or damage to any contractor owned property.
6. The government will provide emergency medical care to save life/limb to contractor personnel or students for emergency injuries/illness occurring while providing training on LRAFB. Services to the contractor will be billed to contractor at current full reimbursement rate. This rate does not apply to government students/riders.
*** Only a warranted Contracting Officer has the legal authority to bind the government. Work performed other than the work contracted for or expressly authorized by the Contracting Officer shall be considered an "Unauthorized Commitment". All inquiries/clarifications regarding the Terms & Conditions of this requirement and that of the resulting contract shall be addressed by the Contracting Officer.
