ARKANSAS DEPARTMENT OF HEALTH
SAMPLING PUBLIC WATER SUPPLIES
FOR BACTEROLOGICAL ANALYSIS
The Arkansas State Board of Health “Rules and Regulations Pertaining to Public Water Supplies” and Federal Public Law 93.523 (The Safe Drinking Water Act) require that water from all public water systems meet the Primary Drinking Water Standards promulgated by the U. S. Environmental Protection Agency. A summary of these standards can be obtained from the:
Arkansas Department of Health Division of Engineering, Mall Slot #37 4815 West Markham Street Little Rock, Arkansas 72205
(501). 661 2623
Regular monthly samples and resamples must be collected according to an established sampling site plan using sit, codes. This site plan must be submitted to and approved by the Department of Health. Samples without a site code will be rejected. If you are unsure about your water system’s sampling site plan, contact the Division of Engineering.
SAMPLING PRECAUTIONS:
1. Use only bottles which have been furnished by the ArkansasDepartment of Health.
DO NOT RINSE the bottle before collecting the sample. Do not use sample bottles that you have had for more than four months. If you have bottles over four months old take them to the Health Department and exchange them for fresh sample bottles.
2. Do not collect samples from fire hydrants, blow-offs or yard hydrants with weep holes, frost proof faucets, leaking faucets, or swivel type faucets.
3. The samples should be collected from faucets that are used frequently. Use indoor sample sites if possible, to avoid sample, contamination from rain or wind blown dust.
4. The sample Must be RECEIVED by the Arkansas Department of Health Laboratory within 46 hours of the time of sample collection. Do not collect samples that cannot be delivered to the Department of Health within 48 hours of the time of collection. The day of receipt by the Health Department must be a normal business day, not a weekend or holiday.
5. In order to be analyzed, the sample must contain a minimum of 97.5 ml. of water. The bottle should be filled at least to the shoulder; however, an air space should be left. Do not overflow the bottle.
COLLECTING THE SAMPLE:
1. Let the water rapidly flow long enough to flush out service connection lines and secure fresh water which is representative of the supply. We recommend two minutes or longer.
2. Destroy contaminating matter on the faucet or sampling point by carefully flaming the orifice or mouth sufficiently to evaporate water. A butane or propane torch Is Ideal; however, a good flaming device can be made from a wad of cotton on a piece of wire and saturated with rubbing alcohol. The alcohol flame will not damage plated fixtures or leave soot.
3. After flaming, let the water rapidly flow long enough to flush out the heated water. We recommend one minute. Then slow the flow to a steady non-splashing stream but not so slow that you get Individual drops.
4. Remove the bottle from the container, then remove the bottle cap. Do not touch the mouth or the threads of the bottle or the under side of the cap. Do not lay the cap down.
5. Hold the bottle at a slight angle, under the faucet, and fill to the shoulder of the bottle. Avoid letting the water splash against the rim of the bottle, your hands, or nearby objects.
Contamination may be introduced in this way. Do not let the bottle touch the faucet or any other object.
6. Replace the cap. After the cap is replaced wipe any moisture off the outside of the bottle and cap.
7. Fill out Information card, enclosed in the container. Fill the card out with pencil or type. Cards tilled out with fountain pens often blur badly when wet.
8. Curl the sample card so that the writing Is turned AWAY from the bottle; replace the bottle and the card in the container, and Mail or Deliver immediately.

The maximum concentrations for the mass load limitation parameters will vary according to the sewage flow.
The trigger concentrations will arrive, via email, from 314 CES/CEVC, as an ACCESS report. The contractor shall refer to the report to determine if the analyses results exceed the trigger levels. If any analyses reveal any concentration equal to or above any trigger analysis, the contractor shall perform the following tasks:
1. Immediately contact the 314 CES/CEVC at the following telephone numbers:
(501) 987-6800 or
(501) 987-7700 or
(501) 987-3823 or
(501) 987-6435
(leave detailed message of excursion if no answer)
a. If a detailed message is left on the answering machine, the contractor will notify the following individuals, via email, indicating which trigger level has been broached, and a detailed message has been left on the answering machine.
malcolm.windsor@littlerock.af.mil mike.ramsey@littlerock.af.mil
2. Perform a fast-turnaround analysis of the additional sewage aliquot for the excursion parameter(s) in question.
3. Schedule, within 24-hours, a new sampling event to include a request for sewage flow data as specified above for new trigger levels. The cost for the new sampling event will be the reflected in the expedited portion of the contract.
4. Perform a fast-turnaround analysis of the new sample for the excursion parameter(s) only.
5. Review the results of the fast-turnaround with the with the re-calculated trigger levels for the new sampling event.
6. If the expedited analysis reveals a preventable analytical error previously occurred and the first analysis was analyzed in error, the Contractor will not charge the Government for the expedited analysis. If the Contractor can demonstrate that the instrumentation is functioning normally and that the sample parameters are erratic by nature of the constituents, then the Government will pay for the expedited sample and any additional sampling necessary to determine the sample eccentricity.

Sewage Excursion Investigation and Isolation Service: The contractor shall provide, upon request, sewage excursion and investigation service for the Base. The service will consist of placing eight or less samplers at selected manholes throughout the Base and retrieving twenty-four hour sewage samples. The contractor will then test, upon an expedited basis, for the presence of the fugitive parameter. This section is based upon no more than one parameter under investigation at any time.
The contractor must have, on hand at all times, a minimum of nine sewage samplers in good working order, with fully charged batteries. Electricity may or may not be available at the manhole sites.
The sampler must equipped with non-sparking manhole lid removal tools, as well as traffic cones, manhole lid props, and warning signs if necessary. The sampler will not enter into any manhole or other aperture requiring confined space entry.

2. Unused NPDES aliquots: Contract laboratory shall retain all unused NPDES aliquots for a minimum of 14 days, after which the contractor shall be responsible for the proper disposal of it via an approved sanitary sewage system.
e. Field pH measurements: The contractor will perform NPDES pH measurements.
Sample Containers or Bottles QA/QC:
1. All sample bottles, prior to re-use, shall be decontaminated in accordance with procedures outlined in both the EPA sampling methods listed above and 40 CFR 136.
2. Trip Blank: The Contractor will include in the shipping container along with the normal sample shipping containers a trip blank for every set of parameters, i.e., BOD, TSS, Oil & Grease. It shall consist of sample bottles filled at the laboratory with laboratory grade de-ionized water and the appropriate preservative. If the Contractor analytical services are subcontracted, the trip sample shall not be prepared by the subcontracting laboratory, but must be prepared at another certified laboratory. The laboratory personnel that normally perform these analytical services shall not prepare the trip blank nor will the Contractor inform these personnel that the trip blanks are being prepared or being included in the sampling evolution. The trip blanks will accompany the other sample bottles to the analytical laboratory for analysis. Trip blank must be turned into the laboratory with the same number of bottles trip blank bottles accompanied to the field. The trip blank bottles are never opened in the field. The trip blank bottle will be labeled as ”Split Sample” and additional symbols such that the identify as a trip blank will not be discerned by the laboratory personnel performing the analyses. However, the final analysis report must contain both the identity and analytical results of each trip sample. In the event any trip blank reveals an analytical parameter presence above acceptable QA/QC limits, the corresponding analysis event shall be suspect pending review. The Contractor shall initiate an immediate investigation of the laboratory procedure to discover if the anomaly is a result of clerical error. If the investigation reveals a clerical error, the laboratory will annotate the correct reading and make note of the correction on the final analytical report and a brief account of this event. If the investigation reveals a laboratory instrumentation failure, and, pending sufficient sample is remaining (BOD excepted), the contractor will re-analyze the sample, at an expedited rate, at no additional cost to the government.
If there is insufficient sample for re-analyses, or the sample in question is BOD, the Contractor will initiate a second sampling period, i.e., provide sampling service for the next one tenth rain event, expedite the appropriate analyses (rerun BOD), at no additional cost to the government.
