About this file

This is a Questions and Answers (Q&A) Matrix document containing 228 government responses to offeror inquiries regarding Air Mobility Command (AMC) Air Operations A6 Information Technology Needs Commercial Solutions Opening (CSO) FA445226SC001, specifically addressing Area of Interest (AOI) 1 for Base Area Network (BAN) modernization at 11 CONUS AMC installations.

The AOI 1 requirement involves comprehensive base IT infrastructure modernization services including network design, implementation, and system acceptance testing across AMC installations such as Scott AFB, Travis AFB, Fairchild AFB, and JBLM. The scope encompasses survey and assessment of approximately 400 buildings at large bases and 200 at smaller bases, covering NIPRNET and SIPRNET connectivity (90% of buildings including airfield facilities), Outside Plant fiber infrastructure, Comply-to-Connect optimization, Zero Trust implementation aligned to DoD targets, and hybrid cloud architecture with on-premises and cloud components up to IL5/IL6 impact levels. The competition is restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSBs) with active SBA VetCert certification required at award; the NAICS code (initially 541512) remains flexible if vendors propose alternatives such as 541715 for R&D-focused approaches. Step One requires a White Paper submission (10 pages or 15 slides excluding front matter and table of contents, 12-point Times New Roman font) with Section A (Company Information), Section B (Technical Solution describing how the concept uniquely and innovatively meets requirements), and Section C (Total Project Price as a rough order of magnitude with stated assumptions, inclusive of travel assumptions for two selected bases at two weeks each). The Statement of Work and detailed project schedule are excluded from page limitations. Step Two entails a detailed approach with updated SOW and schedule based on assessment of two representative bases, which will be provided in advance. The government will provide network topology diagrams and sample architecture documentation for the two selected bases prior to Step Two. Offerors must have existing SECRET or higher clearances and, if selected, must obtain a Facility Clearance prior to award. The contractor is responsible for independent discovery and documentation of existing infrastructure, must ensure all hardware is TAA-compliant with verified serial numbers, and shall deliver an accreditation package with government support to achieve ATO before end of period of performance. The effort is FFP FAR-based (not Other Transaction), with period of performance determined by the contractor's proposal and no government-imposed budget ceiling. All evaluation factors (Technical Merit, Importance to Agency, and Price) carry equal weight. The CSO itself is unrestricted and may include future full-and-open or set-aside AOIs; this AOI 1 represents a brand-new effort with no incumbent. The White Paper due date has been extended to May 12, 2026, pending finalization of the acquisition strategy.

Question/Comment Matrix

OfferorsGovernment Only
Question #AttachmentPg #Par. #Comment/QuestionAnswer
1AOI11Can you please confirm if the Air Mobility Command (AMC) Base Information Technology (BIM) Modernization, SAM Notice ID FA445226SC001, Area of Interest (AOI) and Commercial Solutions Opening (CSO) are only for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) or is it Full and Open? The CSO is not restricted to any socioeconomic category- that determination is made at the AOI level. For the base modernization AOI, it is a SDVOSB set-aside.
2AOI11We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? This is a brand-new effort so there is no current incumbent or contract number.
3AOI11Is the solicitation for AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO)open to all small businesses? The summary in GovTribe says it seeks "comprehensive base information technology modernization services limited to Service-Disabled Veteran Owned Small Businesses (SDVOSBs)." However, the summary also states that "this is an unrestricted, non-set-aside competitive solicitation with no identified incumbent contractors." Any clarity you could provide would be greatly appreciated. Thank you.The CSO is not restricted to any socioeconomic category, however, the Area of Interest is restricted to SDVOSB. Future AOIs may be full and open or may be set asides, that will be determined at each AOI posting.
4AOI11Can the government please confirm the effort issued under FA4452-26-S-C001 via SAM.gov titled AMC/A6 IT Needs Commercial Solutions Opening (CSO) is reserved for Service-Disabled Veteran Owned Small Businesses (SDVOSB) only? We saw it noted in the AOI but wanted to confirm since it was not noted elsewhere.Yes, the posted Area of Interest (AOI) is set aside for SDVOSB. The CSO itself does not have a set aside, as that is determined at the AOI level; future AOIs may be posted as fully open or set aside.
5AOI11For planning purposes only, given the base-level modernization focus of this AOI do you anticipate similar efforts remaining installation-specific, or could they evolve into broader, enterprise-aligned implementations potentially executed through vehicles such as Enterprise Information Technology as a Service – Base Infrastructure Modernization (EITAAS/BIM)?Thank you for reaching out, at this time, we intend to issue a separate CSO in the future to meet the needs of Air Mobility Command (AMC) but right now we only have the A6 CSO published. I know that that’s not a perfectly clear answer, but I want to be as transparent as I can.
6AOI11I'm reaching out regarding the AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) valued at $2M. As an SBA 8(a) Certified and SDVOSB Verified contractor, PIC'D Group LLC offers unique contracting advantages for your IT requirements. Under FAR 19.805-1, agencies may award sole-source contracts up to $4.5M to 8(a) participants, and awards to our firm count toward both 8(a) AND SDVOSB contracting goals—providing valuable dual credit for your agency's socioeconomic objectives. I'd welcome the opportunity to provide a capability briefing to discuss how our IT solutions can support this requirement and any upcoming AMC/A6 initiatives. Are you available for a brief conversation in the coming weeks?Thank you for your interest in the AMC A6 Commercial Solutions Opening! Unfortunately, we are unable to hold a brief conversation at this time but feel free to submit a White Paper if interested in this effort!
7AOI11I know the formal Q&A window is open through April 10th, but I wanted to reach out early with a quick clarification that will help us get started. We didn’t see any specific guidance in the AOI regarding page limits for the white paper submission. Would you be able to confirm if there is a defined page (or slide) limit we should be working toward?Great question! I just posted an Amendment to the CSO AOI posting with clarification on this question. To answer it, White Papers shall not exceed 10 pages OR 15 slides excluding title page/slide and table of contents. Font shall be 12 pt Times New Roman. Hope this helps!
8AOI11My company is interested in responding to the AMC/A6 CSO, but we have a couple questions:

- What is the page limit for the Step 1 white paper or briefing slides?

- Does the government have a preference between the white paper or slides?Great questions! I just posted an Amendment to the CSO AOI posting with clarification on these questions. To answer them, White Papers shall not exceed 10 pages OR 15 slides excluding title page/slide and table of contents. Font shall be 12 pt Times New Roman. Also, the government does not have a preference between the White Paper or slides! Hope this helps!
9CSO2/3White Paper Page Limit: The CSO states page limits will be specified in each AOI, but we were unable to locate a specific page limit in the AOI-1 document. Could you please confirm the maximum number of pages (excluding title page and table of contents) for the AOI-1 White Paper, or confirm that no page limit applies?White Paper Page Limit - White papers shall not exceed 10 pages OR 15 slides excluding title page/slide and table of contents. Font shall be 12 pt Times New Roman. (This has been updated in Amendment 01)
10CSO1Period of Performance: What is the anticipated period of performance for the resulting contract or agreement under AOI-1? Understanding the Government's timeline expectations will allow us to scope our phased approach and project schedule appropriately.Period of Performance – Each company can propose their own period of performance which they believe will meet the objectives of the Area of Interest.
11AOI3Government-Furnished Data: During the assessment phase, will the Government provide existing network documentation, architecture diagrams, system authorization packages, and historical performance data to the selected contractor? Or should offerors budget for fully independent discovery and documentation of the existing infrastructure?Government-Furnished Data – Offerors should budget for fully independent discovery and documentation of the existing infrastructure.
12AOIBudget Expectations: Is there an estimated ceiling value, budget range, or not-to-exceed amount for AOI-1 that offerors should consider when developing their Total Project Price in Section C of the White Paper?Budget Expectations – No budget in place, we look to offerors for a ROM for meeting the objectives of the Area of Interest.
13AOI3Teaming Partner Evaluation: For the White Paper evaluation (Step One), will the Government consider the qualifications and capabilities of identified teaming partners and subcontractors in addition to the prime offeror's qualifications? Our submission identifies teaming partners contributing complementary technical capacity for large-scale execution.Teaming Partner Evaluation – Yes, provided that the SDVOSB does 51% of the work, we will view all capabilities of teaming partners.
14CSO25Please confirm that companies forming a JV may rely on their individual facility clearances to meet the CSO requirement, rather than requiring the JV itself to hold a clearance. As long as work is being done at the location with the Clearance it is okay. No work can be done by the company that does not have the Facility Clearance.
15AOI3Can the government confirm that front matter (i.e., cover page and table of contents) are excluded from the 10-page page limit?Yes, this is updated in the new Amendment 01. "White papers shall not exceed 10 pages OR 15 slides excluding title page/slide and table of contents. Font shall be 12 pt Times New Roman."
16AOI22Within the “Detailed Scope of Work & Technical Requirements" section, the Technical Approach Narrative (item II, p. 2) instructs offerors to provide a Statement of Work (SOW) and a detailed project schedule. Can the government confirm if offerors are to include a SOW and a detailed project schedule in both Step One: White Paper and Step Two submissions?Yes, offerors are to include a SOW and a detailed schedule in both Step One and Step Two. The Step Two version should include any updates/lessons learned in the period between Step One and Two.
17AOI22If the SOW and detailed project schedule are required in Step One: White Paper, can the government confirm that the SOW and detailed project schedule excluded from the 10-page limit? The SOW and detailed project schedule are excluded from the 10-page limit.
18AOI11For AOI 1, what is the controlling NAICS code and corresponding size standard? The System for Award Management (sam.gov) shows the North American Industry Classification System (NAICS) code for this synopsis/solicitation is 541512. The parent CSO states that the NAICS code and associated description is specified in each Area of Interest (AOI); however, AOI 1 does not appear to identify the NAICS code on its face, although it does state that "responses will only be accepted from Service-Disabled Veteran Owned Small Businesses (SDVOSBs)". Please see related question #2 below. Please confirm the effective NAICS code and size standard for AOI 1 and whether offeror size status will be evaluated against that code.541512 was selected during our market research but is not solidified. If vendors believe there is a NAICS code that fits this effort more closely, they should provide it along with their reasoning.
19AOI11Is AOI 1 intentionally restricted to SDVOSBs, notwithstanding the parent CSO statement that “[t]his is an unrestricted solicitation”? Please clarify whether AOI 1 is a deliberate SDVOSB-only competitive opportunity or whether either statement in the CSO (i.e., unrestricted) or AOI 1 (i.e, SDVOSB) were included in error.Yes, the posted Area of Interest (AOI) is set aside for SDVOSB. The CSO itself does not have a set aside, as that is determined at the AOI level; future AOIs may be posted as fully open or set aside.
20AOI11If AOI 1 is assigned a NAICS code and size standard that limits competition to small business concerns, does the Government anticipate that most or a substantial portion of future AOIs issued under this CSO will likewise be set aside or otherwise restricted to small business concerns (e.g., SDVOSB, 8(a), HUBZone, WOSB), or does the Government anticipate that future AOIs will vary by requirement and may include unrestricted opportunities? Because the CSO contemplates future AOIs, please clarify whether small business eligibility restrictions are expected to be the norm across future AOIs, or whether eligibility will be determined separately for each AOI based on the specific requirement.Future AOIs may be posted as fully open or set aside. There is no way to determine what these future AOIs will be but it was left open to allow maximum flexibility.
21AOI11For AoI 1 under the AMC CSO, does the Government intend to assign a NAICS code aligned with traditional IT systems integration (e.g., 541512/541519), or is the effort being considered within the broader context of the CSO’s emphasis on innovative, non-traditional approaches? Specifically, can AoI 1 be structured to prioritize novel solution development, iterative design, and technical experimentation—such as the creation and evaluation of new architectures, cross-domain capabilities, and prototype environments—rather than being treated as a conventional integration and deployment effort? Would an offeror be able to propose a solution using 541715 (Research and Development)?541512 was selected during initial market research. Therefore, we are happy to change this if offerors believe there is a NAICS code that fits this effort more closely. Hence, an offeror would be able to propose a solution using 541715 (R&D).
22AOI11Given that the CSO explicitly encourages innovative solutions, includes research and development within its definition of innovation, and contemplates the use of Other Transactions for Prototype Projects, would NAICS 541715 be considered appropriate for AoI 1 where offerors propose applied R&D approaches? For example, approaches that emphasize prototyping, test-and-evaluation cycles, technical risk reduction, and pilot-based validation prior to enterprise-scale implementation—thereby accelerating innovation, improving mission outcomes, and reducing downstream integration risk.Yes, 541715 would be considered appropriate.
23AOI11How does the Government intend to align NAICS selection with its objectives to promote innovation and enable robust SDVOSB participation, particularly where traditional receipts-based NAICS codes may constrain eligibility for capable mid-sized firms? Would consideration of an employee-based NAICS such as 541715 better support a more diverse and innovative industrial base while still meeting the technical intent of AoI 1?As I stated with my previous answers, our NAICS selection is not set in stone. Therefore, if your company and others believe there is a better NAICS for this effort, we are happy to accommodate such a change.
24Is there a page limit for the White Paper? The CSO document references the AOI for page limits, but AOI 1 does not specify a page count. Please confirm the maximum White Paper length and whether slide format is acceptable or if a written narrative is preferred.White Papers shall not exceed 10 pages OR 15 slides excluding title page/slide and table of contents. Font shall be 12 pt Times New Roman.
25What is the approximate number of buildings, physical network closets (IDFs/MDFs), and end-user devices (NIPR and SIPR combined) at a representative AMC installation such as Scott AFB or Travis AFB? Will the Government provide existing network topology documentation or drawings to Selectable offerors in Step 2?The sample size across the AMC installations can vary greatly. For the large bases like Travis and Scott you can expect about 400 buldings. Smaller bases like Fairchild and JBLM is around 200 buildings. A sample topology can be provided in step 2 but the government reserves the right to limit detailed topology that would highlight critical ITNs and IPNs.
26Does the scope include Outside Plant (OSP) fiber infrastructure replacement, or is OSP limited to assessment and repair only? Are there existing AFCEC-funded OSP replacement projects underway that would affect scope?OSP is included and the Government is looking for the current condition, repairs that may need to be accomplished soon, and potential future expansion especially if there are manholes that are full.
27Does the scope include flight line and airfield communications infrastructure (e.g., ATIS, Ground Control communications, aircraft parking area data connectivity), or is the BAN scope limited to administrative and operations facilities? All buildings that require connectivity, which is 90% of them. This includes airfield buildings, fuel storage and warehouses.
28Are geographically separated units (GSUs) and tenant organizations on each AMC installation included in scope, or is the requirement limited to AMC-owned/operated facilities?GSU's are on a case by case basis. For example CENTCOM or SOCOM are not included at MacDill. JBMDL would not include the Navy network, WADS at JBLM is not included. There may be instances that house AF network resources for COOP purposes thay may require a survey.
29Will the Government provide existing network equipment inventories, current software license agreements, and maintenance contract data to Selectable offerors prior to Step 2 submission?Licensing agreements fall in line with AFNET Enterprise purchases. AMC mostly uses only the enterprise resources except for flight simulator locations who use their own interconnections. A sample topology can be provided.
30Is there a current incumbent IT services contractor performing network operations or managed IT services at any of the listed AMC installations? If so, what transition-in obligations will apply (e.g., knowledge transfer period, incumbent personnel interviews, equipment inventory handover), and will the Government provide a list of existing contracts, service level agreements, and key personnel to support continuity of operations during transition?Almost every AMC base has a Base Telecommunications Services contract to take care of OSP and telecomm services.
31Is the requirement to design and implement a new Cross-Domain Solution (CDS) from scratch, or to integrate with an existing or forthcoming enterprise CDS solution (e.g., a DISA-provided or DAF-enterprise CDS)? If an existing solution, which product and what is its current accreditation status? No CDS required.
32What classification domains beyond NIPRNET and SIPRNET must be accommodated (e.g., JWICS, Coalition networks, SCI systems)? Are there specific data types or mission systems that require cross-domain capability such as flight plans, logistics data, or personnel records?Just NIPR and SIPR in this contract.
33Will the contractor be required to author the CDS Assessment and Authorization (A&A) package independently, or will there be Government RMF support and an existing System Security Plan to build upon? The Government will require assistance writing the package and providing artifacts. This will include the CDS and any updates to the base ATO due to changes that occur in later stages of the contract or as needed during the life of this contract.
34Is there a preferred or mandated NSA-evaluated CDS product list, or is the Government open to the contractor proposing the CDS product(s) subject to NCDSMO approval?Equipment should fall in line with previously approved equipment that provides the best network bandwidth in demand today
35Is AMC's target cloud architecture hybrid (on-premises core plus commercial cloud burst) or fully cloud-hosted for applicable workloads? What Impact Levels (IL2, IL4, IL5, IL6) are required for NIPR versus SIPR workloads?Yes, on the workloads. Up to IL5 and IL6. AMC has several HCI/SAN systems on prem and would like to invest in a hybrid with the majority of the files/servers in the cloud and a small amount on prem to resilance.
36How does this AMC A6 CSO relate to the enterprise DAF Base Infrastructure Modernization (BIM) IDIQ? Will AMC A6 task orders compete for award under BIM, or is this a separate contracting mechanism that runs parallel to BIM?This is a separate contract. BIM timeline is TBD and to early to determine. This contract is to maintain or improve the quality of service for our customers until BIM is available.
37Are there currently-active EITaaS or BIM task orders at any of the 14 listed AMC installations? If so, how will scope deconfliction be managed?EITaaS is in use for help desk functions for the end devices to include patching and scanning. The base is responsible for touch maintenance and infrastructure work.
38What cloud connectivity infrastructure currently exists at AMC installations (e.g., Commercial Cloud Services gateways, DISA Cloud Access Points)? Will the contractor be required to provision new cloud connectivity, or leverage existing infrastructure?AMC has no cloud instances presently. There is one instance AMC has been offered but AMC is not ready. AMC would be the consumer of the cloud for test purpose and start moving some bases data to this cloud offering. We are still in the survey stage and have not made a decision on best way forward.
39Is the contractor expected to achieve ATO (Authority to Operate) for the modernized infrastructure, or only IATT (Interim Authority to Test)? Who is the designated Authorizing Official (AO) for this effort? The contractor shall provide any artifacts, drawings, or other intellectual data to the Government for recordkeeping and updating RMF/ATO
40What is the current status of Next Generation Gateway (NGG) deployment at AMC installations? Has JRSS sundown occurred at all identified locations, or will the contractor be expected to support JRSS-to-NGG transition?Unknown. NGG is a DAF-level initiative.
41Is Comply-to-Connect (C2C) currently deployed at any AMC installations? If so, what is the existing C2C platform, and is the contractor expected to integrate with or replace it?Yes. C2C is mainly in stage 4. There is a mix of CISCO and FORESCOUT. This contract would be to optimize the C2C on premise or replace to keep compliant with ZT and network efficiency.
42What is the expectation for Zero Trust maturity achievement under this contract — baseline (FY2027 DoD target) or intermediate (FY2028 DAF target)? Are there specific Zero Trust capability pillars prioritized for this effort?DOW target according to the framework.
43Does AMC have a preferred or currently-deployed GRC platform for managing RMF documentation, A&A workflows, and C-SCRM tracking (e.g., eMASS, a commercial GRC tool, or manual processes)? Understanding the existing tooling will help offerors propose compatible or integrated compliance management solutions.EMASS is the system of record
44During the modernization transition, what are the uptime and availability SLAs required for NIPRNET and SIPRNET respectively? What maintenance windows are permissible given 24/7 airlift operations at most AMC bases?Should be 99.999% with minimum scheduled downtime advantageous to local base operations.
45Is the contractor expected to perform operate-and-sustain functions after modernization is complete (similar to the BIM task order model), or is the scope limited to design, install, and handoff to Government operations? The Government is seeking a comprehensive, end-to-end solution for our Base IT Infrastructure modernization, from initial site survey and design through full installation and system acceptance testing. The successful partner will be responsible for a complete and seamless turnover of the fully operational system, to include all as-built documentation and the training required for government personnel to assume sustainment.
46How many simultaneous installation threads will be expected — can the contractor work one base at a time sequentially, or is there a Government expectation for parallel execution across multiple installations simultaneously? The contractor can work numerous bases at once keeping in mind the operations tempo may cause delays due to limited manning to provide escorts. The Government will make every effort for the contractor to work unimpeded at every installation.
47What is the expected period of performance for this effort (base year plus options)? Is there a notional program budget range the Government can share to bound cost proposals? The PoP is to be proposed by each contractor based on the time it would take to resolve this issue/implement their solution. There is no notional program budget range the Government can share to bound cost proposals.
48The AOI states the White Paper must describe how the concept 'uniquely and innovatively meets the requirements.' What specific technical differentiators is the Government most interested in evaluating — for example: Zero Trust maturity, speed of deployment, CDS innovation, or edge computing capability? When reviewing white paper proposals, the government will be most interested in a comprehensive and low-risk solution that demonstrates the best value. Industry partners should clearly articulate their survey approach, proposed implementation of the task, and a realistic schedule, as these elements form the basis of the technical solution. Furthermore, the government will heavily weigh a contractor's proven performance, scrutinizing relevant experience on similar projects and past Contractor Performance Assessment Reporting System (CPARS) ratings to gauge reliability. Ultimately, a compelling proposal will seamlessly integrate a credible technical plan and a strong performance history with a competitive cost structure.
49Given the SDVOSB-only set-aside, may Selectable SDVOSBs team with large business subcontractors in Step 2 for specialized capabilities such as Cross-Domain Solutions or cloud integration? Are there restrictions on large business subcontracting percentages or a minimum SDVOSB self-performance requirement?Yes.
50Must the prime contractor hold active SBA VetCert SDVOSB certification at the time of white paper submission, or is certification required only at the time of award? Additionally, will the Government issue a DD Form 254 (Contract Security Classification Specification) at contract award, and if so, at what classification level? Understanding the DD Form 254 classification level will help offerors accurately scope personnel clearance requirements and facility accreditation obligations for this effort. You must have certification before award and A6 can produce a DD254. The classification is SECRET.
51Does the scope of the future-state architecture include edge computing capabilities for locations where traditional wired infrastructure is impractical or operationally insufficient — such as flight line areas, forward operating locations, or OCONUS installations with degraded/disconnected/intermittent/limited (DDIL) connectivity requirements? If so, what are the performance and latency requirements for edge nodes, and is there a preference for a specific edge compute platform or standard? This contract is for CONUS locations as we can determine today. There are 11 AMC bases.
52Given the DoW's AI Acceleration Strategy and enterprise rollout of GenAI.mil, does AMC A6 envision AI-driven capabilities — such as AIOps for automated network monitoring and incident response, predictive infrastructure maintenance, or intelligent configuration management — as in-scope for this modernization effort, or as a future phase? Additionally, will the modernized infrastructure be expected to provide sufficient compute and bandwidth at the base level to support integration with DoW-wide AI platforms and workloads? To prepare for future network infrastructure requirements, the government requires industry partners to propose forward-thinking solutions that are inherently modular, scalable, and ready for the demands of artificial intelligence. Proposals must detail a high-bandwidth, low-latency architecture that is prepared for massive data volumes and complex traffic patterns, leveraging technologies like software-defined networking, all underpinned by a Zero-Trust security model to safeguard against evolving threats while adhering to both current and emerging industry standards.
53AOI1-3Step 1Request the Government clarify the required structure and content for the Step One White Paper, as Amendment 01 includes both a “Technical Approach” format and a separate “White Paper Content” (Sections A–C) format. Please confirm whether both are required, or if one takes precedence. This has been updated in Amendment 03.
54AOI3Section BAdditionally, if Section B (“Technical Solution”) is required, please confirm whether the “Detailed Scope of Work & Technical Requirements” referenced should be used as the primary basis for response.Correct.
55AOI3Section CFor Step One White Paper submissions, please confirm the level of detail required for the “Total Project Price” (Section C). Is a high-level Firm Fixed Price sufficient, or is supporting cost/price detail expected at this stage? This will be an ROM.
56AOI3Technical Approach Narrative (Bullet 4)The fourth bullet under “II. Technical Approach Narrative” requires submission of a Statement of Work (SOW) and a detailed project schedule. If these elements are required as part of the White Paper, please confirm whether they are excluded from the stated page/slide limitations. The SOW and detailed project schedule are excluded from the 10-page limit.
57AOIN/AN/AWhat is the approximate scale of the BAN at the representative installations (number of endpoints, buildings, square footage)?N/A
58AOIN/AN/AIs the intent a full operate-and-sustain model post-modernization, or design and implement only?Design and implement only.
59AOIN/AN/AAre there incumbent contractors currently supporting base IT operations at AMC installations? No
60AOIN/AN/AWhat classification level are partner networks beyond NIPR and SIPR (i.e., does "other required domains" include JWICS or coalition networks)?Only NIPR/SIPR
61AOIN/AN/AIs there a preferred CDS product or vendor already in use at AMC installations? No CDS required.
62AOIN/AN/ASpecific to AMC mission how is related to the work being performed under the BIM contract?BIM is not in use at this time
63AOIN/AN/AIs this an AMC specific network inside the AFN at each location? We utilize NIPR and SIPR. There are no specialized networked as part of this task
64AOIN/AN/AHow will our proposed zero trust and SD-WAN interface with the Air Force's Next Generation Gateway?Best industry practice
65AOIN/AN/AWill the Government provide a best known infrastructure document and asset inventory to enable the contractor to determine the size, scope and complexity? This will be included before the site survey begin
66AOIN/AN/AAre Operations and Maintenance after migration within scope of this effort?Negative.
67AOIN/AN/AIs the contractor required to perform or assist with the DRMO process for the decommissioned equipment?Contractor shall palletize and provide an inventory for the Government to utilize
68AOI2Technical Approach NarrativeIs the contractor furnished SOW and project schedule included in the ten-page white paper? The SOW and detailed project schedule are excluded from the 10-page limit.
69AOI2Technical Approach NarrativeShould the contractor's white paper address a typical site or all AMC sites listed on page 6?The Government will provide the information for one base.
70AOI2White Paper due dateWill the Government provide a 2 week extension to allow time to incorporate answers to questions?Yes, the response date will be extended due to the extended time taken to provide answers to all the questions.
71AOI3Section C: Total Project PriceAny additional details on the size, scope or number of users? Will the Government provide a "typical site" specification and asset inventory to be modernized?N/A
72AOI3Travel AssumptionFor evaluation purposes only, assume one person travelling to two of the locations listed in Section 5 and indicate which two were selected in your proposal. Price each trip at 2 weeks, including Air Fare, Lodging, etc. Will the contractor be eligible for award for only the two sites visited in Phase 2?The contractor will be eligible for full award, not just two sites.
73AOI4Proposed Future State ArchitectureIs the contractor to provide a notional architecture for all sites, two sites selected for Phase 2, or a single site? Please provide a response for the two bases selected in phase two.
74AOI6Location of WorkDoes the Government intend to complete all sites simultaneously, sequential, or based on the availability of funds?Based on the availability of funds.
75AOIN/AGeneralShould the contractor assume that all OSP and ISP is capable of supporting new technology? If not, what is the estimated percentage that would need to be replaced? No. The contractor should provide the recommended OSP/ISP and then during the survey determine what areas require upgrade for optimum performance
76Will the envisioned IT architecture need to encompass Agile Combat Employment (ACE) environments or stay focused on main AMC installations?Focused on fixed at this time
77Are designing/building/accrediting secure locations and SCIFs within scope of this IT infrastructure effort?IT infrastructure
78Is it possible to share some types or uses of legacy software systems that would most benefit from modernization?AMC is not aware of any legacy software
79Will the government consider adding in NAICS Code 541519 Exception 2 INFORMATION TECHNOLOGY VALUE ADDED RESELLERS in addtion to 541512 Computer Systems Design Services? Still with SDVOSB.The government is not set on the NAICS Code chosen. Therefore, the government is open to changing the selected NAICS to one that is provided by an offeror so long as it makes sense.
80Can the government share how the BIM contract will affect these AMC location in contrast to the ask in the CSO?BIM is not in use at this time
81Can the government provide a high-level overview of the current NIPRNET and SIPRNET Base Area Network (BAN) configurations at the listed installations? The bases utilize a mesh network to the internal router
82Can the government share the specific manufacturers and models of the primary server and storage hardware currently supporting AMC base operations? The bases utilize dell hardware for storage and migrating to VMWARE for mgt. RUBRIK is the backup solution.
83Can the government share the current volume and nature of data flows between NIPR and SIPR?No CDS required.
84Has the government identified a preferred or pre-approved CDS vendor? No CDS required.
85Which edge computing environments are considered highest priority?C2 nodes
86Will the phased rollout sequence across 15 AMC installations be driven by the Government's prioritization?Yes
87What is the governments tolerance for operational downtime during the phased rollout? All work shall be scheuled in advance by at least two weeks. Any extended outage lasting more than 24 hours is unacceptable.
88Can the government share what, if any are the connectivity constraints at the 15 AMC locations?Must comply with all STIGs. Five 9's is required for connections
89Can the government share what MIL cloud providers should our proposal be aligned to? Or are you open to any provider.Open to various providers who are FEDRAMP certified
80Can the government share what legacy operating systems and enterprise applications are currently causing the highest maintenance burden or frequent outages? No legacy software that we are aware of.
91Can the government share what the specific high-to-low and low-to-high data transfer requirements between NIPRNET, SIPRNET, and other coalition networks?N/A
92Which FedRAMP-authorized cloud service providers (CSPs) is AMC currently using, and what is the extent of the hybrid cloud integration?AMC does not have a current contract with any cloud providor for the IT infrastructure or file storage
93Are you looking for a total project (15 sites) price and a break out of individual site prices? No
94Do you want a SOW to demonstrate past proformance of work equal to the scope or will the government be providing more detailed requirements on a site to site based for a more realistic SOW and project schedule?Vendor should demonstrate how the work is accomplished leading to the final result and any recommended action items the Government should complete that leads AMC toward a secure, expedient, and relaible network or systems that meet the demand of users as AI and additional information traverse the networks. The Government does not want to lock into one set standard but to utilize best industry standards that maintain a high level of cyber security , reliability and STIG complaint. Any hardware provide must be TAA complaint and verified before installation.
95Would you please review these two sets of instructions, confirm if they conflict, and, if so, consider amending the AOI ahead of the deadline for questions? Having a single set of instructions regarding the white paper's structure will help me think through the questions I would like to ask.The instructions have been updated.
96The instructions for the Step One: White Paper submission reference two formats for the required content.

On pages 1–2, the White Paper is described as including:

I. Title Page II. Technical Approach Narrative III. Government Support Required On pages 2–3, the White Paper is described as including:

Section A: Company Information Section B: Technical Solution Section C: Total Project Price

Could the Government please clarify the required content and format for the Step One White Paper submission and confirm which structure should be followed? The instructions have been updated with clarifications on what is required.
97Page 2 states that Section B: Technical Solution should include “a description of how your concept uniquely and innovatively meets the requirements detailed in the ‘Detailed Scope of Work & Technical Requirements.’” The Scope section indicates that the technical approach narrative should include a Statement of Work (SOW) and a detailed project schedule, noting that offerors may refer to the White Paper but should not duplicate its content. Can the Government please clarify the expected content for Section B of the White Paper, particularly regarding the level of detail required for the technical approach, given that the SOW and detailed project schedule are requested as part of Step Two?A simple SOW/project schedule is requested in step/phase one. This SOW will be updated for phase two with more detail. Also the instructions have been updated to read more clearly as well.
98Is communication with aircraft either on the ground or in the air within scope of this effort?IP based transport, for example WAVE may be used on the network but not part of this task
99AOI Amend 013Step Two, Travel AssumptionThe travel assumption specifies pricing one person for two weeks at two locations. Should offerors interpret this as the full scope of on-site assessment labor, or is this a pricing placeholder only, with the expectation that the actual assessment methodology may require additional personnel and time beyond this assumption?Actual assessment methodology may require additional personnel and time beyond this assumption.
100AOI Amend 013-4Sections A & BFor the Step Two Detailed Approach, should the assessment methodology and future-state architecture address only the two representative installations, or should offerors propose an approach scalable across all 15 listed AMC locations with the two sites serving as pilots?Only the two
101AOI Amend 014Section B, CDSDoes AMC currently operate any accredited Cross-Domain Solutions between NIPRNET and SIPRNET at the installation level, or should offerors assume greenfield CDS implementation? If existing CDS capabilities are in place, can the Government characterize the general technology family (e.g., hardware-based transfer guard, software-based filtering appliance)? No CDS required.
102AOI Amend 014Section B, CloudShould offerors assume the target cloud environment intended to be USTRANSCOM UGC or a different cloud enviornment?N/A
103CSO / AOI Amend 011-2 / 5Type of Contract / Pricing StrategyThe CSO reserves the right to award an Other Transaction (OT) for prototype per 10 U.S.C. 3458 and 4022, while the AOI states any resulting award will be FFP under FAR. Should offerors assume the award will definitively be FFP FAR-based, or is the Government still considering the OT prototype path for this AOI?For this AOI, the award will be FFP FAR based.
104AOI Amend 013White Paper Content, Section CSection C requires a total project price at the white paper stage. Given that the assessment of current infrastructure has not yet occurred and scope spans up to 15 installations, what level of pricing granularity does the Government expect at Step One? Should offerors provide a ROM-level estimate with stated assumptions, or a binding FFP price?ROM-level estimate with stated assumptions.
105AOI Amend 015Section E, RMFFor the RMF deliverables and IATT, should offerors assume they are responsible for the full A&A package development and submission to the authorizing official, or is AMC A6 (or a designated ISSM/ISSO) the system owner who will sponsor and submit the package with contractor support?RMF of each base network is accomplished by the base. The contractor shall assist and provide the artifacts required for AO approval
106AOI Amend 014Section B, Edge ComputingThe AOI references edge computing environments as part of the future-state architecture. Can the Government clarify whether 'edge' refers to installation-level on-prem compute, forward-deployed or flightline-adjacent processing, or both?On-prem and flightline
107AOI Amend 013White Paper EvaluationThe CSO lists Technical, Importance to Agency, and Price as evaluation factors. Are all three factors equally weighted at the white paper stage, or does Technical carry more weight than Price for Step One selection? All 3 factors equally weighted.
108AOI Amend 014Section C, Transition RoadmapShould offerors assume a specific period of performance for the transition roadmap, or is proposing the timeline part of the offeror's solution? If there is a target completion window, can the Government provide it?Timeline is part of the offeror's solution.
109AOI Amend 014Section D, Multi-Solution TestingShould offerors assume they will stand up their own test and evaluation environment, or will AMC provide access to an existing lab or staging environment for solution validation? All testing and GWT shall be in vendor areas
110AOI Amend 013Travel Assumption / Location of WorkThe travel assumption references 'Section 5' for locations, but the AOI does not contain a labeled Section 5. Can the Government confirm that the 15 installations listed under 'Location of Work' on page 6 constitute the referenced location list?Yes, the 15 installations referenced under location of work on page 6 constitute the referenced location list.
111AOI2Detailed Scope of Work & Technical RequirementsDetailed Scope of Work & Technical Requirements: Step One: White Paper Submission -- Technical Approach: Section II Technical Approach Narrative: 1st bullet states: "Describe the backgound, objectives...needed for the solution proposed in the White Paper." The language here is confusing. Step One is the White Paper. How can we describe the background, objectives, methodolgies "proposed in the White Paper" in the White Paper? This is circular logic. Please clarify.Apologies for the confusion. Amendment 03 has updated this confusing language.
112AOI2Detailed Scope of Work & Technical RequirementsDetailed Scope of Work & Technical Requirements: Step One: White Paper Submission -- Technical Approach: Section II Technical Approach Narrative: 4th bullet states: "Provide a Statement of Work (SOW) and a detailed project schedule. You may refer to the White Paper but should not duplicate its content." This is a Step Two requirement in the CSO yet identified as part of Step One in the AOI. If a SOW and Schedule are required for Step One, can the government clarify and if necessary provide guidance on SOW and Schedule expectations, page limitations, etc?The SOW and detailed project schedule are excluded from the 10-page limit. The rest of the information in the section has been updated to provide clarification.
113AOI3Submission & Evaluation ProcessSubmission & Evaluation Process: Step One: White Paper Content: Section B: Technical Solution states: "A description of how your concept uniquely and innovatively meets the requirements detailed in 'Detailed Scope & Technical Requirements' section." While this guidance seems clear it also seems to conflict with the previous guidance of providing a SOW. Please clarify. This part of the AOI has been updated. To be clear, a simple SOW is requested in phase one and then it will be updated and expanded upon in phase two.
114AOI4Submission & Evaluation ProcessStep One White Paper Content: Section C: Total Project Price: states "Propose a total price and provide supporting data...to help the Government determine a fair and reasonble price." Without As-Is topologies and equipment lists, site surveys, and some initial design work, a Price at the White Paper stage is unrealistic. A Rough Order of Magnitude is the best that can be provided based on similar past experience and work. Please clarify the government's intent for Total Price, a full BOE workup of actual Price, or a Rough Order of Magnitude with justifications?A Rough Order of Magnitude is requested for the pricing data. This information has been updated in Amendment 03.
115AOI1-3General comment: Step One defines the White Paper content twice with overlapping and conflicting guidance (once in the Detailed Scope of Work Technical Approach, and once in the Submission & Evaluation Process White Paper Content). Can the government restructure the Step One: White Paper section to normalize the guidance and clarify the conflicting guidance?Yes, the format and guidance have been updated in Amendment 03 to provide clarification.
116AOI44Section D. Core Technical Capabilities & Approach: Please clarify if the contractor is expected to provide an off-site NOC or are network management functions to be performed on-base?There is no expectations of standing up a help desk for this effort. GOGO.
117AOI42For the proposed Cross‑Domain Solution enabling data exchange between NIPRNET, SIPRNET, and other required domains, does the Government expect offerors to propose an existing accredited CDS, a path to accreditation for a new CDS, or an integration of government‑furnished CDS capabilities? Additionally, should White Papers assume responsibility for full CDS A&A activities, or only architectural design and integration planning?N/A
118AOI43Are offerors expected to align proposed hybrid or multi‑cloud architectures to specific government‑approved cloud service providers or environments (e.g., IL4/IL5/IL6‑capable platforms), or may White Papers propose cloud‑agnostic architectures pending further guidance in Step Two?There is no expectations of standing up a help desk for this effort. GOGO.
119AOI43Does the Government have preferred or existing AMC‑level performance metrics (e.g., network availability, latency thresholds, recovery objectives, cybersecurity posture metrics) that offerors should align proposed KPIs to, or should White Papers define KPIs independently based on industry and DoD best practices? AOI requires KPIs and success metrics but does not reference an existing baseline architecture or framework.AFNET standards
120AOI53Regarding this statement in the detailed evaluation approach paragraph: "Proposals will be evaluated on Technical Merit, Importance to Agency, and Price. All factors are of equal importance. They will be categorized as Acceptable (recommended for funding) or Not Acceptable."

Will the government provide specific criteria that determine whether a proposal is considered acceptable or not acceptable? For example, technical solutions must deliver significant network performance or security improments to be considered acceptable. Likewise, pricing must be reasonable to be considered acceptable. And so on.

Further, will the government clarify what "importance to agency" means? Is this mission related importance, base support, specific capabilities (as identified in the detailed approach sections A, B, C, D, and E, other)? The evaluation team will determine the criteria.
121AOI61Location of Work: Can you provide the size of each base and approximate quatity of network devices and users.N/A
122AOI32What format would you prefer for the pricing component or will you be providing a pricing workbook? No format is preferred. The pricing information can be formatted to the respondents liking. Also, only an ROM is required for the pricing data.
123AOI42Section B, Proposed Future State Architecture: Please confirm that the contractor is to provide Tier 2, Tier 3 and Tier 4 Support in coordination with the EITaaS Tier 1 Service ProviderThere is no expectations of standing up a help desk for this effort. GOGO.
124AOI42Section B, Proposed Future State Architecture: Please clarify whether the contractor solution is to be fully GOCO or can we utilize some of our tools and equipment to deliver the services. There is no expectations of standing up a help desk for this effort. GOGO.
125AOI1, 2, 3In the section Detailed Scope of Work & Technical Requirements, Step One: White Paper Submission, Technical Approach, four bullets are listed under Technical Approach Narrative that the bidder must answer. But under Submission & Evaluation Process, White Paper Content, Technical Solution, different instructions are given for what the bidder should respond to. Can the Government confirm that the instructions under Submission & Evaluation Process, White Paper Content, Technical Solution are the correct ones, and the Government is not looking for a reponse to the four bullets obn page 2 at this Step 1 White Paper phase? These instructions have been updated in Amendment 03. Please review the updates and see what changes occurred.
126What specific mission outcomes or policy objectives does AMC seek to achieve by limiting this competition to SDVOSBs, and has AMC conducted market research indicating sufficient SDVOSB capacity exists to deliver enterprise-scale IT modernization including secure cross-domain solutions, multi-region cloud architecture, and IL6-capable infrastructure within the required timeline? This was decided because market research indicates that there are a large number of SDVOSBs that are capable of providing a solution to the outstanding issue identified.
127AOI1Bullet 1What are the specific details on the aging hardware and antiquated software?Various devices are EOL
