The requirement is for delivery to Pope Army Airfield, North Carolina, for use in the 21st Special Tactics Squadron's Human Performance Physical Therapy facility. The RFQ number is FA445226Q0040, issued September 16, 2026. This procurement is set-aside exclusively for small businesses under NAICS code 339920 (Sporting and Athletic Goods Manufacturing) and will be awarded using Revolutionary FAR Overhaul (RFO) Part 12 procedures. Quotations must be submitted electronically by 8:00 AM Central Daylight Time on September 23, 2026, to the Contracting Specialist Michelle Terry (michelle.terry.1@us.af.mil) and Contracting Officer Angela Port (angela.port@us.af.mil). Award will be made to the offeror with the lowest priced, technically acceptable quote that represents best value to the Government. The Government will first rank all conforming quotes by price, then evaluate the lowest priced quote for technical acceptability. If technically acceptable and the price is complete and reasonable, award will be made to that offeror. If the lowest priced quote is not technically acceptable, the Government may conduct interchanges or proceed to evaluate the next lowest priced quote. Offerors must submit a completed RFQ Information Sheet (Attachment 1), execute DFARS 252.204-7017 (Attachment 2), and provide a cover letter on company letterhead confirming the quote is valid until September 30, 2026; that the contractor is an authorized reseller registered under NAICS 339920; and that delivery can be met within 45 days after receipt of order. All SAM.gov registration information must be current and not expired. The RFQ does not constitute authorization to begin delivery and does not obligate the Government for any costs incurred in quote development.

By submission of a quotation, the contractor accedes to all RFQ requirements including terms, conditions, and representations.
6. Basis of Award/Evaluation Criteria:
Award will be made in accordance with the basic contract ordering procedures, RFO Part 12, the procedures specified in the RFQ, and on the basis of the lowest priced quote that is technically acceptable. A purchase order may be awarded to the offeror who is deemed responsible IAW
RFP Part 9.1, as supplemented, whose quote conforms to the RFQ's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the
RFQ instructions) and is judged to represent a technically acceptable quote with the lowest complete and reasonable price. First, the Government will rank the quotes which conform to the
RFQ's requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced offeror for technical acceptability as follows:
Technically Acceptable – Quote meets all requirements of this RFQ and attachments, and the contractor can procure and deliver the requirement.
Technically Unacceptable - Quote does not meet all requirements of this RFQ and its attachments, and the contractor cannot deliver and install the equipment.
If the quote with the lowest price is determined to be technically acceptable, the Government will evaluate the offeror's total aggregate price for completeness and reasonableness. In order to determine the price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). Definitions for completeness and reasonableness are defined below. If the lowest priced quote is technically acceptable and the price is complete and reasonable, that offeror's quote represents the best value to the Government and award will be made to that offeror. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges with that offeror, their quote is technically acceptable and remains the lowest priced, an order will be awarded to that offeror. If the
Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated.
Applicable definitions for price completeness and reasonableness are outlined below:
Completeness - The quote will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the offeror's quote in addressing and fulfilling the RFQ requirements.
Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at RFO 15.404.
7. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.
Interchanges are fluid interaction(s) between the CO and the offerors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors. The Government is not required to conduct interchanges with any or all offerors responding to this RFQ.
