About this file

The file is a Questions and Answers (Q&A) Matrix for a Joint Personal Property Shipping Office (JPPSO) Recompete Simplified Acquisition Proposal Request (SAPR) with solicitation number FA445225R0006. The Q&A document clarifies key details about the procurement, including that vendors can no-bid specific zones, the contract will use Direct Procurement Method (DPM), and proposals are due on different dates for two separate areas - 20 May 2025 for Area 1 (Zones 51-53) and 20 June 2025 for Area 2 (Zones 54-56). The government intends to award two separate firm-fixed price Blanket Purchase Agreements (BPAs), both 100% set aside for small businesses, covering different geographic zones in New Jersey, Pennsylvania, Ohio, and West Virginia. The procurement is for packing, unpacking, pickup, and delivery of household goods/baggage for military and civilian members, with award selection based on lowest price technically acceptable (LPTA) methodology.

Question #AttachmentPg #Par. #Comment/QuestionAnswer
1Can you no NO-Bid Zones 54,55,56 (Area 2)?Yes, vendors are allowed to No-bid either Area BPA. Vendors are also allowed to Bid on both Areas if capable of providing both services.
2This is for DPM Contract?Yes, this contract will be awarded utilizing the Direct Procurement Method (DPM).
3Proposals are due by 05-20?Proposals for the Area 1 BPA are due by 3:00 PM (Central Time) on 20 May 2025. Proposals for the Area 2 BPA are due back by 3:00 PM (Central Time) on 20 June 2025. If a company intends to propose on both BPAs, they may propose on each at different times, so long as they have both proposals turned in prior to the due dates. Proposals received after the date/time specified will not be evaluated.
4How do we bid?Instructions for proposing/bidding on this requirement are provided in the "Instructions to Offerors" document. Please verify that you reference the Amended version of the "Instructions to Offerors" document as there are some slight alterations to the original document.
5If there is no bidder for the Zones 54-56, will the contract be split and awarded? As stated in the SAPR itself, "The Government intends to award a single, firm fixed price (FFP) Blanket Purchase Agreement (BPA) for each area (Area’s 1 & 2) for the subject project." Therefore, if there is no bids for Zones 54-56 (Area 2), the government still intends to award a BPA for Zones 51-53 (Area 1). Likewise, if there is no bids for Zones 51-53 (Area 1), the government still intends to award a BPA for Zones 54-56 (Area 2).
