COMBINED SYNOPSIS/SOLICITATION
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) The Request for Quotation (RFQ) number FA445223Q0005 shall be used to reference any written quote provided under this RFQ.
(iii) The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01; Effective 12/30/2023.
(iv) This is a 100% set-aside for Small Business (SB). The North American Industry Classification System (NAICS) code for this project is 332618 with a size standard of 500 Employees.
(v) The purpose of this combined synopsis and solicitation is for the procurement of Premise Wiring as detailed in the Statement of Objectives. The bid schedule and contract CLIN schedule are below:
Item Description Qty Unit Price Extended Amount 0001 Premise Wiring in Bldg 850 at Pope AAF. 1 JB The contractor shall engineer, furnish, install and test (EFI&T) premise wiring as described in the Statement of Objectives and in accordance with the terms and conditions of this contract.
(vi) Description of the requirement:
The Contractor shall provide all materials, transportation, labor, management, tools, and other incidentals necessary to install 32 new Cat 6 drops in bldg. 850. All drops will be installed in quad boxes and terminated on new Cat-6 patch panels installed on existing equipment rack. All materials provided shall be new and not refurbished. Further description of the requirement is detailed in the attached Statement of Objectives (SOO).
(vii) Place of Performance: Building 850, Pope AAF, NC
(viii) FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (November 2021) applies to this acquisition.
(ix) Pursuant to FAR 12.602, contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:
(1) Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable, the following evaluation criteria must be met:
a. The items offered must meet the specifications as detailed in Section (vi) Description of Requirements, of this
RFQ.

b. The vendor must confirm that they can complete installation by September 30, 2023.
(2) Price
Award will be made to the lowest priced technically acceptable vendor.

The following AFFARS Clause is applicable to this acquisition:
5352.201-9101 AFICC-WP Ombudsman 10/1/2019
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr.

Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
