SCOTT AIR FORCE BASE ILLINOIS

Warfighter Acquisition… Innovation, Excellence, Victory!

May 25, 2022

ALL INTERESTED PARTIES

SUBJECT: FA445222R0013, Amendment 0004

1. The purpose of this Amendment is to provide notice that contrary to a previous Amendment BID GUARANTEES ARE REQUIRED and should be sent to the following address:

TSgt Cassie Blair 384 Maynard St.

Pope AAF, NC 28306

2. Additionally, this amendment provides responses to questions submitted by interested parties.

a. Q: Is period of performance flexible from 90 days? A: Please propose a realistic period of performance and note which options this would include.

b. Q: Will any options to be included be awarded at the same time as base CLIN? A:

Yes, any options will be included at time of initial award.

c. Q: What voltage will be required for the new dishwasher? A: Voltage required is 220.

d. Q: Can you provide any guidance for the technical proposal required with our bid? A: I’m not sure what further guidance is needed.

e. Q: Do you know the model number of the commercial dishwasher they want to install? If there is a grease interceptor required there will be a lot of underground work to be performed. Please advise. A: Model # is Commander 18-6HC. Grease interceptor is not required.

f. Q: The attached shower kit seems to be the closest to match what will be demolished. Would there be any way to verify this is acceptable? A: Attached shower kit appears to be similar to the already existing shower setup, which is acceptable from the user’s perspective.

g. Q: Can u clarify what type materials the shower stalls will be constructed from.

A: Showers will be constructed from material exact or similar to already existing stalls. The current stalls are hard plastic. Attached shower wall kit is similar to existing.

h. Q: Does the Government have As-Built Drawings for Bldg 850? A: No, the government does not have As-Built drawings for this facility. If so, will they be provided to the Contractors pre-bid? N/A

i. Q: Will the NTP be awarded after the submittal / procurement phase to accommodate long lead times? A: Yes

j. Q: Is there an Asbestos Containing Materials Report for Building 850? A: No asbestos containing materials report exists for this facility.

k. Q: During the site visit there was mention of a washer/dryer combo unit being added to the Garage area that would require water supply and an electrical receptacle/circuit. Is this to be included in Option 0002? If so, please provide the equipment requirements. A: Washer and dryer hookups exist, however, there is a requirement for a 240 volt outlet. Water connection already exists in the garage area.

l. Q: The Statement of Work for Opt 0004 (Para 2.4 Building 850 Interior Painting) states “strip all existing paint and textured material on walls”. It would not be possible to strip the paint from the Gypsum Wall Board (GWB) surfaces, that account for the majority of the wall surfaces in Bldg 850, without substantial GWB repair/replacement. The “textured material on walls” appears to be paint stipple from multiple coats. Will patch and repair of the GWB wall surface holes and damaged areas prior to paint be acceptable? A: Yes, patch and repair of current surface holes and damage prior to repainting is acceptable.

m. Q: The Statement of Work for Opt 0005 and Opt 0006 (Para 2.5 and Para 2.6) states “The contractor will move all furniture and objects in each room, remove all existing flooring and trim, prepare all floor surfaces, and install new tiling and trim, and move all furniture and objects back into original locations.”. Will the User remove all personal items and electronics prior the contractor beginning work in an area? A: Yes, all personal items will be removed. Only furniture will be left.

n. Q: Will the building be fully occupied during construction? If so, will construction be able to take place on nights and weekends to limit disruption to the building occupants? A: A temporary relocation plan for the building workers exists, and depending on timeline and construction requirements, this alternate facility can be used. If required, the building can be vacant and alternate work site utilized with all manning.

o. Q: Will the User have temporary restroom facilities during the renovation of the Bldgs restrooms or will one restroom need to be completed and turned over to the User prior to beginning work on the other restroom? A: Restrooms exist at the alternate work site.

p. Q: Opt 0003 Door Replacement – Will the existing key cores be reused in the new door hardware or will the contractor be required to provide new key cores and keys? A: Yes, existing key cores will be reused.

q. Q: Will an area in close proximity to Bldg 850 be allocated for a dumpster? A:

Yes, an area for a dumpster will be allocated and will not impede traffic or mission requirements.

r. Q: Are there special requirements for the dumpster (i.e. debris netting or cover)?

A: A cover for the dumpster is required in order to prevent debris or other FOD from entering the flightline.

s. Q: Will the contractor have vehicle access to Bldg 850 for materials, tools and equipment delivery? A: Yes. Gates will be opened to allow vehicle access to building 850.
