SOURCES SOUGHT ANNOUNCEMENT

INTRODUCTION: The United States Air Force, 763d Specialized Contracting Squadron (763 SCONS) is seeking sources for the contemplated contract for the maintenance and support of Unified Capable (UC) Command Post Console (CPC) Systems at the following locations:

11 CONUS Locations

• 628th Air Base Wing Joint Base Charleston AFB, SC

• 436th Air Base Wing Dover AFB, DE

• 92nd Air Refueling Wing Fairchild AFB, WA

• 62nd Airlift Wing Joint Base Lewis-McChord AFB, WA

• 19th Airlift Wing Little Rock AFB, AR

• 927th Air Refueling Wing MacDill AFB, FL

• 22nd Air Refueling Wing McConnell AFB, KS

• 87th Air Base Wing Joint Base McGuire-Dix-Lakehurst, NJ

• 43rd Airlift Wing Pope Field, NC

• 375th Air Mobility Wing Scott AFB, IL

• 60th Air Mobility Wing Travis AFB, CA

3 OCONUS Locations

• 735th AMS (AMCC) Joint Base Pearl Harbor-Hickam

• 313th EOSS (AMCC) Ramstein Air Base, Germany

• 725th AMS (AMCC) Naval Air Station Rota, Spain

DISCLAIMER: This sources sought notice is issued for information and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this sources sought notice.

The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information.

REQUIRED CAPABILITIES: The 763 SCONS is interested in the identification of capable sources for a contemplated UC CPC System maintenance and support requirement. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the period of performance will be a 12 month base period beginning 01 Oct 18 through 30 Sep 19.

NORTH AMERICAN INDUSTRY CLASSIFICATION (NAICS) CODE: The anticipated North American Industry Classification System (NAICS) code for this acquisition is 811213 (Communication Equipment Repair and Maintenance), with a corresponding size standard of $11.0M.

To assist 763 SCONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company’s areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

Contract Number: FA4452-16-C-0004, FA4452-15-F0007 and FA4452-18-P-0002. Due to availability of funding locations were broken off onto separate contracts, however, this requirement anticipates restructuring back to original contract.

SUBMISSION DETAILS:

Request Capability Statements include the following:

1. Company name, address, point of contact (POC), telephone number, e-mail address, NAICS code, GSA schedules held, CAGE Code.

2. Identification of business size and whether currently designated as a Small Business as defined in the Federal Acquisition Regulation Part 19.1, and the appropriate categories (small business, small disadvantaged business, 8(a), service disabled veteran-owned small business, veteran-owned small business, woman-owned small business, HUB zone, minority-owned, etc.).

3. Anticipated teaming arrangements (if applicable).

4. Demonstrate your ability to provide UC CPC System maintenance for all locations above and as described in the attached “draft” PWS.

5. Indicate any issues with proposing due to proprietary information on the current contract.

6. Identify any major risks with the draft PWS.

7. If available, Past/Current Performance Background (Government or commercial) as it relates to supporting the above requirement to include the following:

a. Contract number

b. Title and a brief summary of the objective of the effort

c. Contracting agency or firm (Government or commercial)

d. Value of the contract(s) and Period of Performance

e. Type of contract(s), i.e., fixed price, cost reimbursement, labor hour

f. NAICS code/small business size standard

8. Any other information deemed useful to the Air Force and provide suggestions/information that would be helpful to the Contracting Officer in developing a contract solution for all the above locations.

9. If your company has an interest in providing a quote, if your company is interested submitting a proposal, please submit a Capability Statement on the tasks described above, please respond no later than 12:00PM CST 10 May 18. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
