Section B: Description of the Supplies/Services Required

HQ AMC/SGXM requires exhibitor space at the 2016 Airlift/Tanker Association (A/TA) Air Mobility Technology Exposition which is scheduled to be held at the Gaylord Opryland Resort and Convention Center in Nashville, TN from 27 Oct 16 through 30 Oct 16. The A/TA is a non-profit Section 501 (C)(3) tax exempt organization dedicated to providing a forum for ensuring that American military forces continue to have the air mobility capability required to implement US national security strategy.

Although the symposium will occur at the Gaylord Opryland Resort and Convention Center, the A/TA is in charge of reserving the exhibitor space and collecting the associated fees. The A/TA's 2016 published rate for a 10' by 10' increment is for Industry Partners and Government Agencies and for all other exhibitors, government agencies also get the first 10' by 10' space for free.

SGXM has reserved a designated exhibit space of 20' by 30', which is six spaces. The A/TA sent a draft invoice to SGXM on 11 Aug 16 with a reduced cost of to rent their desired exhibitor space for the duration of the conference.

Section C: Justification for Soliciting from a Single Source or Brand Name

Since the A/TA is not a government entity, the AF does not have the right or authority to influence the selection site of the symposium. Therefore, if SGXM wishes to participate, they must utilize the contracted space provided by the A/TA at the Gaylord Opryland Resort and Convention Center. While the Nashville area is replete with hotels and conferences centers, the Contracting Officer has determined that the ability to participate in the symposium can only be reasonably achieved utilizing the single source A/TA conference space in accordance with FAR 13.106-1(b)(1)(i).

Section D: Efforts to Obtain Competition

No effort was made to obtain an alternate exhibitor space at another Nashville facility as it would defeat the purpose of SGXM's attendance at the event. Although the AF does not have the ability to compete this requirement, it is important to note that the A/TA's 2016 published price list charges government entities less for exhibitor spaces than it charges to industry.

We were given a draft invoice of which is less than the published rate of x 5 increments + 1 free increment) for government entities. A search of other 2016 events held at the Gaylord Opryland Resort and Convention Center found multiple events with similar sized audiences and compared those published prices with the price of the A/TA convention.

Despite the non-competitive nature of the requirement, the proposed price of has been determined to be fair and reasonable by the Contracting Officer by comparing the price that other organizations are charging for exhibition spaces with the prices at the A/TA convention (FAR 15.404-1(b)(2)(vi)).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There are no steps available to preclude future single source awards since the A/TA is not a government entity and therefore their choice of contracted locations does not fall within the parameters of the FAR. As a result, the A/TA will always be the single source provider for exhibit space at any future Airlift/Tanker Association Air Mobility Technology Expositions.

Section F: Contracting Officer's Determination
