C-40 Pilot Training

Cumulative Industry Questions and Answers

Q1: Can you please provide the latest contract award amount and to whom the contract was awarded?

A1: Boeing currently provides the C-40 Pilot Training Services under contract F33657-01-D-

0013. 763 SCONS did not award this contract and do not have the contract award amount.

Q2: Where is the Air Force currently training? (This may be the same answer as Question 1)

A2: Majority of training is currently conducted in Miami with overflow in Atlanta.

Q3: Where is the pilot base for the C40?

A3: Pilots may come from any of the AMC bases.

Q4: The solicitation requires Rockwell Collins model 4000 Head-Up Guidance System (HGS) but does not identify if training is required. Please clarify if HGS training is required?

A4: HGS training shall be a part of the Initial Qualification Pilot Training, see revised PWS paragaph 1.3.1.2.

Q5: Will USAF be providing a copy of AERODATA?

A5: The USAF does not require a live connection to Aerodata during the simulator training.

IAW PWS 4.12.3 The Flight Management System (FMS) shall have Integrated Approach

Navigation (IAN) and AERODATA Takeoff and Landing Data (TOLD) capabilities, the contractor is to provide sufficient training performance data (e.g., via printout) to program the flight management system for the simulator lessons.

Q6: Regarding section 1.3.7 Pilot Senior Officer Training of the PWS. This section notes that the training profile will identify instructor based classroom sessions, fixed based and full motion simulator periods with a total of 5 simulator sessions and a 5 business day course limit.

Assuming that the Air Force does not want the senior officer to receive multiple events in the same day e.g. an FBS and a full flight simulator session, please clarify the requirement. It looks like they just want 5 simulator periods and some briefing time. Will there be ground training and

FBS training, in which case the course needs to be longer than 5 business days, or just the simulator time?

A6: 5-day is the maximum length of time for Pilot Senior Officer Training. We envision no more than 1 “hands-on” event per day, i.e. ground training plus FBS session or ground training plus full-motion session. At least three days should include training in a full-motion simulator.

Q7: The Rockwell Collins HUD in the C40 (737-700/800) simulator appears to be a requirement for the USAF. Please confirm.

Electric CFM-56-7B27 engines and dual cue flight directors with the Rockwell Collins model

4000 Head-Up Guidance System (HGS). Contractor shall update associated simulator software within 30-days of release to the USAF aircraft fleet.

Q8: The Initial Qualification Pilot Training states that the Initial training consists of 2 hours in the left seat and 2 hours in the right seat. Is this 2 hours per pilot or an equivalent of 4 hours per pilot?

A8: We expect each simulator training session to be a total of 4 hours. Each pilot team of two will split the time with 2 hours each seat.

Q9: 52.203-15 Whistleblower Protections – Is this contract funded with Recovery Act Funds? If not, this clause should not apply.
