PMEL Q&A

Q1: There are several references to AFI 21-101. Is compliance with this entire AFI mandatory?

A1: When referenced in the PWS compliance is mandatory.

Q2: Section A, 2.1.1. The contractor will respond to Contracting Officer (CO) or GPO requests within 2 duty hours. Does this mean face to face response at HQ Scott AFB?

A2: No, email will be sufficient Q3: Section A, 4.0. The contractor shall appoint, in writing, IT Asset Equipment Custodians (Primary and alternate) IAW AFI 33-112 and AFI 33-114 who shall be responsible for the ADPE inventory, risk analysis/type accreditation, and software libraries. Does this mean PMEL would have Client Support Administrator rights? Will training be provided by the government?

A3: No, base communication support will still provide administration of government owned computers and networks. Yes, ADPE custodian training will be provided by local communications squadron.

Q4: Section A, 6.2.2. Affix an Equipment Serial Number (ESN) to all non-Equipment Authorized in-Use Detail (EAID) and pilferable property, control the property by the assigned ESN…Are all the PMELs currently using ESNs for non-EAID equipment?

A4: No, but this may be required during the initial inventory, based on identified assets.

Q5: Section A, 6.2.4.1. Assign Virtual UII for Legacy GFP currently in use or in stock IAW the Virtual UII Guide. Is a Virtual UII list of current Legacy GFP available?

A5: No, there is not a list at this time.

Q6: Section A, 6.3.1.2. Coordinate all packing, crating, and cargo shipping requirements with the host base Transportation Management Office (TMO). If PMEL performs packing and crating to ensure proper process, are shipping materials reimbursable?

A6: If shipping materials are required for day to day operations, they should be purchased and budgeted for using O&M funds, or coordinated through the local supply and TMO offices. If specialized shipping containers are required prior approval from the GPO is required for this to be a reimbursable expense. Purchase of shipping materials will not be a blanket approval reimbursable expense.

Q7: Section A, 7.2.3. Additional TAT will be authorized for items scheduled in, or AWM, Awaiting Quality Review (AQR), In Quality Review (IQR), or In Work (INW) status during QAE surveillance and AFMETCAL evaluations. Would Awaiting Maintenance from Deferred (AFD) be included for additional TAT for QAE surveillance and AFMETCAL evaluations?

A7: Yes, AFD is a sub category of AWM for this purpose; but additional TAT applies to on-site surveillance only. Remote surveillance does not afford the same additional TAT authorization.

Q8: Section A, 7.5.3. Maintain a master reference file of prepared calibration certificates, graphs, and charts for PMEL owned TMDE. Does this include AFTO Form certification labels?

A8: When applicable. If the labels can’t be affixed to the unit, they may be stored separately IAW 00-20-14. Labels affixed to TMDE assets do not require a master file; but calibration charts or certificates associated with the labels will need to be maintained in a master file.

Q9: Section A, 8.2.2.3. Contractor employees are subject to drug testing following a Class A, B, or C mishap (CDRL A010). Is employee drug testing in this situation reimbursable?

A9: No, the contractor is responsible for their own employees should drug testing be directed as the result of a mishap.

Q10: Section B, Table 3, Item 2. TMDE Maintenance and Certification Process. The performance objective is specific to TMDE calibration and certification, but the references include many processes and requirements beyond the TMDE calibration and certification process. Please clarify.

A10: The additional processes and requirements referenced in these are all part of the certification process, to include documentation, training, shipping, repair, PAMS accuracy, etc… and may affect the safety, reliability, accuracy, and traceability. The processes used to get there must also meet the established guidelines.

Q11: Section C, 2.4. Government Furnished Tools. Are replacement tools reimbursable?

A11: Tools will be replaced using the O&M budget, if replacement is required for mission accomplishment and O&M funds are not available pre-authorization from the GPO is required to make a tool purchase a reimbursable expense.

Q12: Section C, 2.4.1. Tool Accountability System (TAS). Are all the PMELs currently using TAS?

A12: No. Tool accountability is required however, TAS is not mandatory. The final PWS will be updated to reflect this correction.

Q13: Section C, 2.5. Automatic Data Processing Equipment (ADPE). Is replacement ADPE/IT equipment reimbursable?

A13: ADPE is funded at the base level. Replacements will be worked through the local Comm/ADPE office. Any purchase made to meet mission requirements using contractor funds requires pre-authorization from the GPO to be considered reimbursable.

Q14: Section C, 3.9. Specialized Training. Is there a list of available approved training?

A14: There is no identified specialized training required. None of the PMELs in question have specialized systems that would require any training above that of a qualified PMEL technician. This clause remains in the PWS in the event systems requiring specialized training are added or identified at a later date.

Q15: Section C, 5.2. The Government will provide at least two Class “C” telephone lines at each installation. Is the Contractor responsible for all long distance telephone lines, or will Class A lines be provided for official use only?

A15: No, class A lines will not be provided. Requests for LD access/PINs will be handled through the host base. There is not currently an identified need for LD access to conduct day to day operations.

Q16: Section C, 6.0. Training. Is there a list of available local training?

A16: There is not currently a list; but local training is available for specific host base requirements.

Q17: Section D, 1.4. The period of performance will begin on 1 Oct 11 and end on 30 Sep 12. Is this correct?

A17: This information is not correct. The period of performance will include a base period from 1 Oct 12 – 30 Sep 13, option period one from 1 Oct 13 – 30 Sep 14, option period two from 1 Oct 14 – 30 Sep 15, option period three from 1 Oct 15 – 30 Sep 16, and option period four from 1 Oct 16 – 30 Sep 17.

Q18: Section D, 9.1.4. The contractor may provide the use of commercial telephone service outside the local areal (e.g., long distance phone calls). See Section C, 5.2. Are commercial long distance calls for official use only reimbursable? Should we also include calls to PMO as official contract business?

A18: See A15. Class C telephones will be provided.

Q19: Who is the incumbent contractor and what is the contract number of the current contract?

A19: The incumbent contractor for most of the bases included in this requirement is Joint Management Services. The contract number is FA4452-08-C-0004.
